HOUSING ADJOURNMENT POSTED: 01/15/03 4:30 p.m. Ih TOWN OF ORO VALLEY COUNCIL COMMUNICATION MEETING DATE: January 21, 2003 TO: HONORABLE MAYOR& COUNCIL FROM: Bryant Nodine, AICP, Planning and Zoning Administrator SUBJECT: SPECIAL SESSION, OV11-01-04, DRAFT GENERAL PLAN UPDATE 2020: GENERAL PLAN BASIS; LAND USE ELEMENT; LAND USE MAP REQUESTS 3,4,8,16,19,20,21) BACKGROUND: This is the third staff report to the Council regarding the draft General Plan Update 2020 recommended by the Planning and Zoning Commission on November 19, 2002. This report provides additional information on the basis of the Plan and the Map, the Land Use Element, and specific properties in the southwest quadrant of the Map. The report format is as follows: Title (p. #) Comment/Issue Staff response/discussion Recommended Motion On December 16th, Staff met with the Steering Committee to provide them an update on the status of the plan review. In the January Staff report we indicated that we would provide the draft minutes of that meeting when they were available. They are attached herewith. In addition to the Council hearing on January 6th, Staff met with 13 persons (including six representing a local boy scout troop) who came to the Town Hall on January 8th. Staff presented an overview of the Plan. Topics of discussion and concerns ranged from the MUN designation (supported), the Kai property (low density supported), commercial properties (a concern about proliferation), and mostly, a general interest regarding what the Town is planning. GENERAL PLAN: What Is the General Plan and Why Update Now? (pp. 1, 2) The general plan is the blueprint for how a community is to grow and provide services to the residents. The general plan provides guidance for the future in the form of public policy, both in written and map form, particularly regarding land use and development; it is comprehensive in nature; and it focuses primarily on the future instead of day to day land use and development decisions. The plan sets community goals, provides a basis for decision making, provides opportunities for participation in the process, and once adopted, serves as an information source for all parties in subsequent decision making processes based on the plan. The existing general plan on page 1-3 states, "The General Plan will be updated by the Town every five years using the current General Plan as a point of departure by evaluating the effectiveness of the current General Plan in meeting all community goals and determining necessary modifications." That is in part how the current planning process began — with an evaluation of the implementation status of the current plan by staff and a series of public "scoping" meetings which focused on the continued appropriateness of each policy in the current plan and recommendations for other issues to be included. TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 2 of 11 Even if the current plan had not stated the need for an update, the Town would have been required to do so to conform the content of its plan and its planning process with the Growing Smarter Acts of 1998 and 2000. The significant population growth in the last decade also would have made it necessary to review the existing plan for currency with the changing landscape and Town needs. Land Use Element, General Discussion (pp. 17-35) The land use element of the general plan addresses two elements required by state statutes to be addressed by most communities in the state: land use and growth areas. The draft proposal provides both a land use map, which includes denoted growth areas, and specific policy guidance on the use of land in the Town. The separate Strategic Implementation Program provides actions to implement measures for each policy in the element. On page 24 of the draft plan, five key policy issues are noted, each arising from the existing plan or the subsequent public involvement and staff work done in this planning process. Individual policies may address one or more of these key issues; in some cases they may address additional concerns that came about through the planning process. • Preservation of the Sonoran Desert / Maintenance of Connected Open Space. This has been a cornerstone of both the current and the proposed update. Additional and more specific policy work is also covered in the Open Space Element to be discussed at a later meeting, but the Land Use Element covers the subject primarily as it relates to building or large policy issues. Sample policies include 1.1.1, promoting clustering of development to protect sensitive or passive use open space areas; 1.1.3, avoiding development encroachment into environmentally sensitive lands; and 1.1.6 requiring building envelopes on larger lots to conserve natural desert between homes. • Maintaining Low-Density Character While Permitting Diversity of Development Types. Recognizing that low-density character will continue to play the dominant role as Oro Valley grows, there will still be a need for aesthetically designed and strategically located commercial services and alternative residential uses in certain areas. Draft policies include 1.2.1, recognizing both the Town's low density character and the need for efficiency; 1.3.4, clustering of commercial with design guidelines; 1.5.6 through 1.5.8, addressing buffering between uses; and the nine policies beginning with 1.4.1 under the mixed-use neighborhood section of the element. These will be discussed further later on in this report. • Zoning Entitlements. This issue recognizes that the bulk of the Town and the Planning Area are already developed or have significant development rights, to the point that the land use element will not change those committed uses. Instead, only areas subject to potential change were considered in the land use element. There are no specific policies addressing this issue; instead, the land use map reflects land use changes only in those areas that may reasonably be expected to vary from the existing use. • Revenue Enhancement. This key point recognizes the need to diversify the economic base of the Town for financial stability and infrastructure efficiency, while still maintaining the primary character of the community as low-density. Examples of policies include the aforementioned 1.2.1 which addresses the issue directly on point; 1.5.4 which limits certain incompatible non-residential uses; and the mixed-use neighborhood policies to be discussed later. The Economic Development Element contains a number of policies that address this key policy issue as well. TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 3 of 11 • Community Identity. Conserving the distinctive edge between the Town and adjacent communities was denoted as a key issue. To a large extent, all the development policies which lead to enforcement of existing or new design guidelines reflect on this community identity. However, proposed policies 1.2.1, 1.2.2 and 1.2.3 address the issue on point, recognizing the character of the p Town, the need to work with the County as it develops the unincorporated portion of the Planning Area, and the use of gateway characteristics for new development on key ingress points to the Town. The Community Design Element to be discussed in Study Session next week also addresses this issue. Costs of Land Use Element Policy Implementation Eacholic on pages 25 through 29 of the Land Use Element has one or more accompanying p y implementation action items in the Strategic Implementation Plan. In the attached table entitled Land Use Element Short Term /Annual Implementation Tables with Estimated Costs, staff has excerpted the short term action items which implement the Land Use Element policies, assigning estimated costs to each one. Every policy requires resources to implement although some may be negligible and some expensive. The longer term items require additional consideration and calculation at the time of the first periodic review of the plan. These costs must be considered when evaluating whether a policy should be included, and if so, whether short term implementation is the most appropriate. Twenty Land Use Element policies are either all or partially implemented by a short term action item; the remaining 21 items are mostly included in ongoing actions. Note that most action items serve to implement many more than just one policy, so the short term implementation costs of the Land Use p Element are shared with policies from other elements. The attached tables show that the short term action items covered under the Land Use Element are estimated to cost a total of $130,000, broken down as follows: Consultant costs: $30,000 Staff costs: $90,000 Materials: $10,000 Corrections to the Background Section (p. 18) The density ranges in the third paragraph under Existing Land Use are not correct. Correct as follows: Low density residential is 0.3 to 3 dwelling units per acre; medium/high density residential is greater than 3 dwelling units per acre. Mixed Use Neighborhood (pp. 26-28) This section discusses the purposes and use of the Mixed Use Neighborhood designation in the General Plan. It also offers two recommendations for change, one of which is modified from staff's recommendation in the last staff report. Judicious application of the mixed use neighborhood concept within the Town makes economic and logistical sense from fiscal, transportation, air quality and housing choice perspectives. Recognition of the predominantly low density character of the Town is preserved as less than 1% of the acreage in the Town is designated as Mixed Use Neighborhood on the proposed General Plan. At the last public hearing, staff presented material based on samples of these types of developments in a suburban context. They now abound across the country, although there are many variations and different nomenclature for them. The literature is also significant. Below are excerpts from work from (1) the TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 4 of 11 Smart Growth Network, published by the International City/County Managers Association and (2) the National Governors Association Center for Best Practices. "Getting to Smart Growth; 100 Policies for Implementation" recaps the ten core smart growth principles developed by the Smart Growth Network and for each principle, identifies 10 strategies which could be used for achieving the principle. The very first core principle to be discussed is "mix land uses". Of the ten strategies for getting there, one of them is most appropriate, and it is a variation of one thing that the Town already has: the PAD. Quoting from Chapter One, "Smart growth supports the integration of mixed land uses into communities as a critical component of achieving better places to live. When homes are located within walking distance to grocery stores or quality employment centers, alternatives to driving — such as walking or biking- once again become viable... A mix of land uses also provides a more diverse and sizeable population and a wider commercial base to support public transit. Mixed land use can enhance the vitality and perceived security of an area by increasing the number of people on the street. Furthermore, a mix of land uses helps streets, public spaces, and retail stores again become places where people meet, thus helping to revitalize community life. Continuing, "Mixed land uses also convey substantial fiscal and economic benefits. Commercial uses in close proximity to residential areas often have higher property values and therefore help raise local tax receipts. Businesses recognize the benefits associated with areas able to attract people because of different uses. More economic activity exists when there are more people in an area to shop." Of the ten strategies, most, in staff's opinion, either do not lend themselves to a community of the size or nature of Oro Valley or are geared to a different level of government such as a state. Strategy 3 is the use of tools such as overlay districts or "Planned Unit Developments" (PUD), the latter being the principle on which Oro Valley's PAD is based. The draft General Plan's proposed mixed use neighborhood requires a new zoning district to be developed, which would also be based on this concept. Strategy 8 suggests that one should provide examples of mixed-use development at scales that are appropriate to the community. As this type of development looks different in different settings. Either by "creating clear concepts through prototype designs" or "providing clear examples of what is considered appropriate or desirable mixed-use" for the Town can be addressed in the formation of a mixed use neighborhood ordinance in the zoning code. The policies of the proposed general plan update already give a good deal of guidance for which to frame an appropriate ordinance. In a second work, the National Governors Association champions "New Community Design" (NCD) as an antidote to "developmental sprawl". Their report, "New Community Design to the Rescue; Fulfilling Another American Dream" covers a broad range of issues associated with sprawl, alternatives to sprawl, barriers to creation of NCD projects and even a model checklist for evaluating development projects. One of the backbones of NCD is mixed uses. "The critical characteristic of true mixed-use communities is that residents provide a market and employees for businesses, and in turn, businesses provide desired amenities and employment opportunities for residents." They note that there are no set rules and standards however, such projects need to include offices, retail shopping and that no resident should have to walk more than 10 to 15 minutes to reach key amenities within the district. The report quotes the model ordinances or guidelines from the states of Wisconsin, Maryland and Utah. The state sponsored EnvisionUtah program even has a hierarchy of such mixed-use commercial/residential centers, not unlike the hierarchy of neighborhood, district or regional commercial centers that are typical in most zoning codes in Arizona, including Oro Valley. TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 5 of 11 The bottom line is that there are numerous models for how to make mixed use neighborhoods work, all across the country. They exist in the literature and they exist on the ground. The key point for the Town of Oro Valley is to take what works elsewhere, apply local values and needs while ensuring economic viability, and develop a zoning district that can work on parcels identified in the General Plan. The policies in the General Plan on this issue provide a good start for the development of that ordinance. Issues The following includes two issues regarding Mixed Use Neighborhoods raised by the Council in discussion. Quantitative standards in Policy 1.4.3, General Design Features (page 27) The Steering Committee draft included quantitative guidelines or standards for the amount of open space, public spaces and residential / non-residential mix required within a mixed use neighborhood. The Planning and Zoning Commission left the design features in the policy, but deleted the quantitative standards. The Steering Committee was, and is, adamant that specific standards are needed in the policies to guide drafting of the Zoning Code amendment for the MUN use. The Commission felt that the policies should be worded as guidelines and the specific standards should be developed when the code is drafted. Staff's recommendation had been to support the Commission recommendation, and the Steering Committee standards should be made part of the record of deliberations when the Code is drafted. A source of confusion in discussions of the application of the mixed use neighborhood designation is when can it be developed and under what set of standards. To make the designation work in practice, there needs to be an ordinance in place first. Development of the ordinance, a mixed use neighborhood zoning district, can consider the use of specific quantitative standards. Recommendation: 1 Sus sort Polic 1.4.3 as recommended b the Plannin• and Zonin_ Commission. (2) Require a new Policy 1.4.1 as follows: "The Town shall develop and adopt a Mixed Use Neighborhood zoning district prior to accepting a rezoning application for a mixed use neighborhood project. Preparation of the Zoning district language shall reflect the policies of the General Plan, and shall consider for inclusion quantitative standards for open space, public spaces and the appp ro riate mix of residential and non-residential uses as noted in Policy 1.4.3. Renumber the successive policies as necessary. (3) Amend Policy 1.4.3, bullet 2 to add: Consider a quantitative standard of one-third of the acreage for open space in adoption of a zoning district in the OVZCR. (4) Amend Policy 1.4.3, bullet 3 to add: Consider a quantitative measurement of at least 10% of the acreage for public spaces in adoption of a zoning district. (5) Amend Policy 1.4.3, bullet 4 to add: Consider an equal mixture of residential and non-residential uses in adoption of a zoning district. Potential for higher density residential within mixed use neighborhoods in Policy 1.4.3, Residential Design Features (page 27) The draft plan limits the density within the residential portion of the MUN area to no more than 15 units per acre net. This equates to low-density apartments similar to the Golf Villas to the south of Town Hall (14 units per acre). The higher residential densities support the transit elements of the MUN and the General Plan, provide a mix and choice of housing for the growing employment base and aging population TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 6 of 11 in the Town, provide a disposable income base to support the commercial portions of the MUN and meet the intent of the growth area element required in State statute. No change: Leave as recommended by the Steering Committee and Commission. Master Plans, p. 28 The Commission proposed a new policy to require a master plan for the mixed use neighborhood areas around the La Cholla-Tangerine intersection (Policy 1.4.9; see also Policy 1.4.1). Vice Mayor Johnson suggested that this should be expanded to include other areas. The following revisions to Policy 1.4.9 would meet that intent and the policy would need to be moved to the next section "General Land Use" as Policy 1.5.10. The Town shall establish procedures to ensure the coordinated development of large vacant areas, such as the La Cholla-Tangerine intersection, by requiring the development of master plans for those areas. These master plans must consider the impact of development in the area on adjoining, developed properties. Land Use Map Section,pp. 29-34 The draft plan presented to the Council on December 11th, did not include all of the text changes recommended by the Commission for the Land Use Map Section (attached). The changes were also presented to the Steering Committee (by e-mail in October) and are generally supported by them as well. The only concern by some members of the Committee is the use of"gross" versus "net" to determine the allowable residential densities. "Gross"Versus "Net" (p. 30). The gross approach of calculating density allows developers to take credit for "undevelopable"areas and may create higher densities than represented in the Map and envisioned by the Town. First an example may help explain this issue: John Jones 100 acres of vacant land, designated as LDR2 and zoned R1-144. The land has 20 acres of riparian area (including 10 acres of floodway), 10 acres of steep slopes, 10 acres next to a low-density subdivision and school both of which should be buffered, 7 acres that need to be acquired for road right-of-way, and 3 acres that are needed for a Town water reservoir. Thus, there are 50 of the 100 acres that the Town is interested in preserving/acquiring. It is important to understand that the Zoning Code does not absolutely require the preservation of these areas. • Riparian areas can be destroyed if they are recreated in other areas • Floodways can be developed if the development does not affect downstream properties. • If overall the site is not steeply sloped, the Code only regulates the design of the subdivision so that builders are not forced to place homes and driveways into the 25% and greater slope areas. Ultimately, when the homes are built, builders may elect to encroach into the steep slopes. • A landscape strip is the Code-required buffer. • Dedications for services are not required by the Code. Thus, none of these areas are absolutely protected or designated for dedication to the Town. To protect/acquire these areas, the Town must negotiate with the owner in the Plan amendment or rezoning process. In this example, with the designation of LDR2 Mr. Jones could develop up to 200 homes on the property if the zoning, which allows 33 homes, is changed. TOWN OF ORO VALLEY • COUNCIL COMMUNICATION Page 7 of 11 Under the "net" approach, the zoning on any portion of the property could not exceed two units per acre or R1-20 for a total of 100 units if all of the 50 acres are preserved. Mr. Jones would realize 100 units less than the General Plan may have allowed. From Mr. Jones's perspective, this is a considerable disincentive to dedication or preservation. The Town will be successful in this approach only to the point that Mr. Jones looks at the situation as a"take it or leave it" situation and regards the 100 units as better than the 33 currently allowed. In reality, Mr. Jones will resist any dedications or preservations that reduce the value of the land. Under the "gross" approach, the zoning on any portion of the property could be any density of single- family detached residential, with individual building envelopes encouraged on each lot (per the description of LDR2 on page 31). The description of LDR2 clearly does not allow single-family attached or apartments and it discourages grading of the whole of the lots ("mass grading"). Thus the maximum densities in any area would not exceed 3.5 units per acre (any thing above that density requires mass grading). With this approach, if the 50 acres are preserved, Mr. Jones could develop 175 units by developing the remaining 50 acres at 3.5 units per acre. In reality however the number would be less because General Plan policies limit the increases of intensity to the center or the site. From Mr. Jones's perspective, the additional 75 units are an incentive to dedicate and preserve the areas. In summary, using the "gross" approach may encourage dedications and allows clustering to protect open space. Using "net" keeps the densities on any portion of the site to the maximum allowed by the designation. Staff supports the"gross" approach for the following reasons: • It is the approach used in the current Plan and is most common in general plans in Arizona. • Changing to "net" will essentially "down plan" all of the current designations throughout the Plan area. • It only affects residential areas. • The descriptions of the land use designations on page 30 and 31 are controlling factors that limit the types of development (single-family detached, etc.) that would be allowed regardless of the density. • The SRA designations (25% of the planning area, shown on the map to designate riparian areas, ironwood areas, archeological sites and other environmentally sensitive lands) limit the densities that the landowner can transfer out of those areas to the lower end of the land use density range (see SRA on page 33). In the above example, the landowner would only get "credit" for one unit per acre (20 units versus 40) for those areas designated as SRA. • Areas that the Town wishes to preserve can not be designated as open space for no "credit" because, per State law, open space areas are required to have a back-up designation of one unit per acre. • Existing policies encourage clustering in the center of the site and discourage increases in densities on the periphery. • Limits to maximum densities can be set by the Council in the amendment or rezoning process. Staff supports the "gross" approach as presented in the attached Land Use Map Section. TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 8 of 11 High Density Residential (p. 31) The Highlands Neighborhood expressed concerns that mobile or manufactured housing is not allowed uses within the HDR area that includes their neighborhood. Also, the last sentence of this section includes a reference that conflicts with the Amendment Matrix. The section should be revised as follows: This land use designation denotes areas where single-family attached, townhouse, patio home, condominium, and apartment development is appropriate. (Within the existing Highlands subdivision, mobile or manufactured housing is also allowed.) These areas should be located close to arterial access and shopping and employment opportunities. High traffic volume impacts on local, lower density residential streets are discouraged. Public/Semi Public uses and Mixed-Use Maximum Densities for MPC (p. 31) The State Law requires that the designations specify population density and building intensity. The MPC designation does not show these. Change the second sentence in the description of MPC to read: "Maximum densities for each area designated as MPC are shown on the Land Use Map." (Staff will present the recommended maximum density for the State Land area, the only area currently designated with MPC, at the meeting where that area is discussed.) Open Space (p. 33) The new description of open space appears to be static (not looking to the future) and does not provide for linkages an important element of a good open space system. Those areas designated as Open Space on the map are only those areas where open space has currently been preserved through the development process. If any other areas are designated as open space, per State Law, they must have a one-unit-per-acre, back-up designation. Areas that the Town wants to see as open space in the future are now designated as Significant Resource Area (SRA) with a land use designation that is typically less than one unit per acre. This is a more effective approach to future preservation. The importance of linkage in the open space system is fully, and more appropriately, covered in a number of policies. No change. LAND USE MAP: Summary of the Current Map The recommended Map (attached as Planned Land Use — 2020 General Plan) is, in most cases, the same as the 1996 Map (attached as General Plan Amendments). Changes from the 1996 Map are presented below. In the early part of the Plan process, a survey and the workshops confirmed a strong preference by citizens for low density residential, open space, and limited, clustered commercial. The Map presents this vision: • Forty percent of the area is designated for two units per acre or less, not counting parks and open space. TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 9 of 11 • Twenty-five percent of the area is designated as Parks or Open Space. Even without Catalina State Park or the Proposed Tortolita Mountain Park expansion and not counting the National Forest, over 5900 acres (more than nine square miles and 16% of the remaining area) is designated for parks or open space. • Commercial uses, not counting resorts and golf courses, are less than 5% of the developable areas. They are focused along Oracle Road and at key intersections only. Changes Since July 1996 From the adoption of the 1996 Map until the start of this update there were 18 requests for amendments to the Map (2 were changes/continuations of an original request for Rancho Vistoso Neighborhood 11). Information on these requests is shown in the attached table and in the map entitled General Plan Amendments. As can be seen from this map, only 10 amendments were approved and very little of the area (less than 0.7%) has been amended to increase intensity. In fact, the largest change was the State Land area to the north which was changed from MPC to a primary designation of Open Space a potential decrease in intensity. At the start of the Map update process, Staff identified the areas that could be considered for changes in designations. These are areas that are vacant, have services, and are typically zoned for three acre lots. They are shown in the map entitled Potential Change Areas. Recommendations for designations in these areas and corrections to the 1996 Map in other areas form the basis for all of the recommended changes to the 1996 Map. Corrections to the 1996 Map In 2002, during the update process, Staff analyzed the current General Plan Land Use Map in comparison to the current zoning and existing land uses. Based on this analysis, areas on the map have been changed as follows: • The designations have been changed to match the proposed designations in the update. For example some areas that were Neighborhood Commercial in the 1996 plan are now Community and Regional Commercial, because they do not fit the current Neighborhood Commercial/Office description. • The designations of all developed areas or areas in the development process have been changed to reflect their existing uses to provide an accurate picture of what is on the ground. • The designations of some vacant areas have been changed to meet their current zoning if the change in designations is close to the existing designation and compatible with the surrounding designations. This was not done in areas where there was a clear preference and stated objective in the 1996 Map process to provide a land use designation different from the existing zoning. Comparison to the Zoning Map The Map doesn't match the zoning and there is reliance, by the public, on the Plan as a representation of the future land uses. The map isn't intended to match the zoning map. It is intended as the vision for the Town's future—a vision that is not always expressed in the zoning: In some cases the Map proposes a higher intensity use TOWN OF ORO VALLEY COUNCIL COMMUNICATION Page 10 of 11 than the existingzoningto recognize the best pattern for future growth; in others the Map proposes a lower . intensity use. The map included in the January 6th packet showed these areas. One otherp oint is that the land use designations on the Map are not always the same as the zoning districts, so the Mapcan not accurately represent the zoning on a property. For instance, the El Conquistador PAD allows a variety of uses in each of its areas the commercial areas allow high density residential. The note shown in the recommendation below, which is similar to a note on the 1996 Map, could be added to the Map to help to ensure that the public does not confuse the Map designations with the zoning on the property: Staff recommends leaving these as proposed in the Map recommended by the Steering Committee and Commission. In this manner the Map serves its purpose as a policy to support moving the future land uses on these properties closer to the land uses preferred by the Town. Add the followin_ note to the Plan: The land use desi. ations on this ma. are .olic recommendations only. The designations may not represent the actual zoning on properties. No decisions regarding land use purchases or future construction should be based solely on these designations. For information regarding the zoning entitlements on a property, refer to the official Zoning Map and the Zoning Code. These are available at www.tow.nofo.rovaliey.com or from the Planning and Zoning Division at 229-4800. Zoning Map The Council discussed including the current zoning map in the plan. Arizona requires the zoning be in conformance with the General Plan, but this is required at the time of rezoning. It is expressly stated in state statute that this does not require a community to rezone all property in the Town to conform to the General Plan. There has been concern stated that, because of differences between the planned land uses on the General Plan land use map and zoning designations on the zoning map, perhaps the zoning map should be included in the General Plan document as well. Zoning is a key implementation tool for the plan, but is not part of the plan. For that and other reasons, no community in the state to the knowledge of the Arizona Department of Commerce has included a zoning map in its general plan. A zoning map placed in the plan would become immediately out of date at the first rezoning, and within a very few months, could not be relied upon by Town residents. No change: Do not include the Zoning Map. General Changes in the Southeast Quadrant The Land Use Map representing the southeast quadrant of the Town will discussed at the meeting. Request Maps The landowners' requests are attached for the whole Plan Area. (Please save these as some will be used for later sessions). These show the context of the property, the requested land uses, and the Steering Committee and Planning and Zoning Commission recommendations. These maps also now show the acreages on the property and the map number is at the top left. One request map has changed at the request of the owner.
