Dear Mayor Winfield, Vice Mayor Barrett and members of the Oro Valley Town Council, I am writing in regard to the stunning announcement made by Mayor Winfield and supported by Vice Mayor Barrett at Wednesday night's October 16, 2019 meeting, that certain members of council would be released, replaced, and reappointed to certain positions . I was completely astounded at how boldly calculated and disrespectful this motion seemed. (I attended the Town Academy class in which Mary Jacobs so precisely outlined the protocol for council and issues and it seems to me that this motion should have been discussed among ALL council members, been conversed privately with individuals impacted and finally put before the Town Manager for ultimate decision.) For the Vice Mayor to throw Council's legal advisor, Gary Cohen, under the bus, using him as a scapegoat and claiming that it was his advice that led you to avoid calling and personally discussing this decision was outrageous and such an obvious disregard for human decency and consideration. Sadly, this left both Mayor Winfield and Vice Mayor Barrett painted as being involved in some kind of devious collusion and quite frankly, sore losers. It also appeared that Mayor Winfield seemed aloof after reading his plans to dismiss 1 Councilman Rodman, who literally sat in the next seat. I seriously wondered about the allegiance to our community and the integrity for the positions held in office by our Mayor and Vice Mayor -seeing this display of lack of decency for someone who has served our community has left me wondering about commitment. Commitment to our community and people who depend on the decisions made by those who serve us, the level of non commitment to a fellow councilman has left me wondering if this isn't a self serving decision. I was relieved to see that Council members Pina, Solomon and Rodman all conducted themselves with integrity and honesty when engaged in questioning and commenting on decisions made by Mayor Winfield and Vice Mayor Barrett. Just when I began to relish the idea that we can indeed be heard as one voice within a community — which also restored faith in honest government on a local and national scale - and that working together for the common good IS indeed possible as demonstrated in what we all believed a positive action for our entire community in keeping all 36 holes of golf open, I was blown backward by last night's announcement. WHY would our Mayor and certain Council members find it beneficial to "retire" Council Member Rodman before his commission had come to term end? It seemed very precarious and calculated in a scheme to somehow benefit Vice Mayor Bennett's agenda to retain "pay as you go" and make the HOA responsible for any potential, financial losses. It was also pointed out by Councilman Solomon that 4 very capable candidates were presented and rejected! This underhanded motion has left me feeling suspicious and unfortunately, distrusting of you, Mayor Winfield and Vice Mayor Barrett. Respectfully, it is your JOB to protect the interest of our community and make the best decisions for all of us, putting personal agendas aside, as you hold your positions of authority. I honestly feel hoodwinked since the previous decision to keep the 36 holes open because it now seems that this new, immediate repositioning of council members was the agenda held in your back pockets in the event things didn't go according to your incomprehensible, burning desire to close our course. Also seems very calculated and underhanded, where is the decency of the positions held in our offices that exist to serve the people? I recently reviewed video of Mr. Beasley revisiting the same concerns over the most recent Council decision to keep the 36 holes open WITOUT constraints and conditions and reviving unreasonable demands... seems to me this is somewhat an agitation to an already closed issue. WHY can't the decision just have a chance to prove itself beneficial? Why revive the constraints and demands again?? It is still unclear WHY the desire to close the course still exists, given that the professional, financial presentations given clearly indicate that the course and even the community center are NOT losing money. In fact it has been clearly illustrated that they are in the black! Please redirect all of your hours of work, energy and intentional or unintentional deception put into closing the course into something more constructive. Why not find ways to revitalize Rancho Vistoso? If it is a desire to include a "green space" or "linear park" or "frisbee golf course" or whatever it is that you have been ideally planning, find a way to do something GOOD with the time and energy. We have heard many professionals and residents express the desire and economic responsibility to keep the course open, why is there still a focus to close the course? This most recent action replacing Councilman Rodman is so obviously shady that we now have lost trust in one of our most trustworthy positions. It is YOUR responsibility and consequence if things fail. To say that it is necessary to have immediate replacement is absurd and unsupported. The desire to have "new and fresh" opinions brought onboard is ridiculous in that it isn't an eminent situation and we aren't looking for "fresh faces",with the current issue at hand, this isn't about bringing in new ideas, this is not a "think tank" situation or collegiate experiment. We need experience and knowledge, and we have that with Councilman Rodman. Bringing on "new and fresh" seems to equal "new and impressionable" in order to achieve the ultimate goal of closing our course. Mr. Rodman is beyond capable of his responsibility with Planning and Zoning, we should be honored to have him serve our community given his resume, experience and education. If it is desirable to bring "fresh" perspectives onboard, why not have them "shadow" one of 2 the most brilliant leaders on the commission? It is insulting to think that we as a community would fall for such obvious, underhanded tacts. Please, listen to your residents when we say that we are aware, we are concerned, we are diligent and we DO NOT agree with this tactic in replacing and shuffling of our leaders to meet and end to your needs in closing the 36 holes. Why are you and Vice Mayor Barrett so willing to risk your reputation in performing such acts of deception? I also do not understand how any newly appointed commissioner would feel respected, knowing that they were inserted into a position as a pawn to accomplish the apparent scheme. Its like winning by cheating, who has ever felt real glory or satisfaction in a victory that comes at the hands of a cheater? To me this seems much like a championship game that has been won by "illegally recruiting" talent, "stacking the team", handpicking talent for the sole goal of winning without really considering the heart of the sport, spirit of competition, or the ultimate reputation — cheater. To blindside Councilman Rodman was so unprofessional and unethical, that sadly, leaves me feeling loss of respect for your council positions as well as you personally. It was undignified and calculated without human decency or even slight consideration to behave as you did Wednesday night. Why so critical, Councilman Rodman's term ends December 31 of this year, as a resident who trusts him, why can't he be left to serve out his commission date? I implore you to reconsider your agendas and reexamine your conscience and to be true to yourself, the community which you serve, and the offices that you hold — putting people and community above personal interests. I have sincerely been proud of the accomplishments that we have achieved and respect shown as individuals living happily together in a diverse community, supporting each other and ultimately putting the wellbeing of all, before self interests. Lastly, I have read editorials citing the "green shirts" as terrible, disrespectful, privileged individuals who think we are entitled....This is such an unfortunate display of what I believe a tactic of sore losers who, when feeling defeated, resort to personal attacks. We all deserve and should strive to be better than that. I have proudly worn the "green shirt" - I am neither entitled nor privileged and I certainly do not believe that I am deserving of special treatment. I do however, believe that as an American and resident of Oro Valley that I can live by and rely on the inalienable rights and beliefs held and outlined in our constitution. Let's try to get back on track of what is best for the common good and lose spiteful focus on just trying to "win". We have expressed the desire to keep our 36 holes open without restrictions or constraints and based on certified studies and analysis which indicate success of the course, it should remain open, without restrictions, as previously voted. DONE, over, decided... let's move on to bigger issues that really need your focus and energy. Let's grow our businesses, expand our housing, create job opportunities, and conserve our resources... the list is endless. I do believe in redemption and second chances, please, let's get back on track and continue to do good things, do what we all know is the right thing to do. I seriously want to continue to respect the work and accomplishments that you have brought to our community, but this has really made it hard to keep my faith and trust in you. We wish to show our total support of the Oro Valley Police and it's staff. Throughout the 20 years Chief Danny Sharp has been at the department's helm, SCOV has had an excellent relationship with the many officers, dispatchers, and staff of the Oro Valley Police Department. When deciding to move, many of us moved to Oro Valley due to it's reputation as "the safest city in Arizona". We attribute this, in large part, to the excellent men and women who serve our community and to the outstanding leadership of Chief Sharp. Chief Sharp's dedication to community policing is embraced by his staff and is reflected by the men and women who serve under his command. As a result of our close working relationship with the OVPD, we are aware that Chief Sharp implemented a plan to replace him upon his retirement. Three current Oro Valley police officers have stepped forward to take on this task. The SCOV Posse Board of Directors, supports hiring from within the OVPD as we are confident Chief Sharp's leadership and mentoring of these officers has any of the three ready to take over. We are also aware that both Chief Sharp and the union recommended hiring from within the department. Chief Sharp will leave the department in good hands. As it turns out, I wasn't clear because there was not a "Subject" header, so I put the content of the email into the subject line. I had the privilege of speaking at the September 4th City Council meeting in strong support of promoting Chief Sharp's replacement from within the OVPD. It may be policy to do outside as well as an internal review when considering the new Chief position. I understand when an organization is struggling, bringing in new personnel with a fresh perspective is important. This is NOT the case with the OVPD. The reason Oro Valley is considered the safest city of its size in the state and in the top ten nationally is due to the vision, leadership and community policing culture created by Chief Sharp. The paramount reason for moving here by every Oro Valley resident I know, and surely in my personal case, was public safety. This is not an accident, but rather a deliberate process from which all of us have benefited. The OVPD has drawn interest from police departments across the country requesting help in developing similar community policing models. As a visionary leader, Sharp has created a public safety force that has learned from him and reflects an organization dedicated to public service ... NOT in word, but in deed. As I suggested at the September 4th Council meeting and reiterate here. I urge you to promote the Chief s position from within the OVPD. From: Greg Spadingei Sent: Friday, October 18, 2019 10:30 AM To: Town Council <council@orovalleyaz.gov> Subject: Community Input Members of the Oro Valley Town Council: I noticed in your latest newsletter, that you are seeking advice and counsel on the appointment of the new police chief to replace Chief Sharp. I note you have engaged the services of an outside firm to aid in the search process, while conducting a survey of constituents. This would lead me believe that your collective opinion is that there are no qualified candidates currently employed by the town to fulfill the role, or at least that is the impression that is being conveyed. Quite candidly, I find it hard to believe there are no qualified candidates from within the department. While I have never been employed by any governmental agency, especially an entity involving law enforcement, I was employed in the insurance industry after four and a half years in the military. In my 38 year insurance career, I served in many capacities; including being an officer in two different companies. I've managed departments with as many as 350 employees. I believe, therefore, that I am qualified to discuss management decisions. Over the years, I have been involved in the recruitment process for the heads of departments. Obviously, there are two choices; promote from within, or seek a candidate from the outside. Some are of the opinion, that going outside the organization brings in fresh blood, with news ideas, new processes. Others believe that bringing in fresh blood leads to chaos. A sage person once pointed out that the personnel working in any given area tend to take on the personality of the individual in charge. I have observed over the years that it is a truism. Following that thought, a person from outside the organization will want to place their own stamp on it; make changes that he/she feels are necessary and will make the department run more effectively. Along with that, comes upheaval; frequently leading to some modicum of chaos. Some people embrace change; others find it an anathema. The latter will be either morale problems, or will leave. In my career, I have assumed positions wherein the entire department was an unmitigated disaster. I have also assumed positions where the opposite was true. Given the two, I much preferred the former. Almost any change resulted in an improvement in processes, procedures, etc.; and the people were accepting of change. Assuming a leadership role in an area functioning well was much more difficult. Regardless of your actions, you are always viewed as the "outsider", at least initially, and your actions are heavily scrutinized. Any changes are viewed with suspicion. So, for what it's worth, unless you firmly believe that there is no one qualified to replace Chief Sharp, I would promote internally. Not knowing the players, I cannot answer that question, but I would think long and hard before hiring externally. I know that you are going to be using a search firm to look for the replacement. I have completed the survey sent out regarding what would be important for the next chief. I previously worked for a city in Texas many years ago in the City Manager's office during a search for a Police Chief replacement. During our second search, I still worked for the city but as a Risk Analyst. We used a search firm for our first search as there was no succession plan, as the former Chief had not groomed anyone to take his place. We hired externally and had about a year of transition for the Chief to learn staff, the community, etc. Over the next several years the Chief spent time developing staff — additional education, training and responsibilities. When the Chief left several years later we had a strong internal candidate to hire. I believe that Danny Sharp has created a talented police force and we should have at least one strong internal candidate. The community/staff relationship development could take away from the ability of our Chief to lead our police force going forward in 2020 and keep the level of service our community has come to expect. I would hope that the Council has, or will be looking at the current police force and any possible internal candidates, and not overlooking what we have versus what is "new" out there. I enjoy all that the Town of Oro Valley has to offer — recreation, community, safety- all important to me and why live here. I would hope to have that continue for years to come. Unless that there is no one qualified internally to promote to Chief then I would look externally. I just hope that if you do have to look externally that all internal candidates have been looked at to make that decision. LaCanada Drive Oro Valley, AZ 85737 Dear Mayor Winfield: X40 I'm enclosing a copy of my July 31 letter which addressed our views relating to golf courses in Oro Valley and the reasons my wife and I chose to move here in August 2018. We do not believe there should be a bond or a recall. Pay as you go seems much more reasonable to us in spite of outrageous comments by others. Neither you nor the vice mayor should be "recalled" for supporting what you believe is the correct path. The contrary effort seems to be sour grapes. While my wife and I did not like the idea of a roundabout downhill from our house—the epicenter of the detours both east and west— we are relieved that the work is done and the roundabout seems to be working beautifully. The use of the ballards separating traffic on the circle is much appreciated. Thank you for your due diligence on matters facing the Town of Oro Valley. LaCanada Drive Oro Valley, AZ 85737 Dear Mayor Winfield: I want to address golf courses in Oro Valley with you as a new resident. I have read extensively on the subject, in part, due to the multiple letters from our HOA which frankly seem to be one-sided. I also want to let you know why my wife and I moved to Oro Valley last August. Our Views Relating to Golf Courses in Oro Valley Neither my wife nor I golf and neither of us wanted to have the added expense of paying for one associated with our community. A golf course was never on our list of considerations. Do we have any interest in "helping" those who want to pay for a golf course next to their home? Absolutely not. In our view, if those people wanted it so bad (for perceived property values or other personal reasons), I say let them PAY or the golf courses! My wife and I want NOTHING to do with it. I frankly don't care what those selfish golf course proponents think of our views! We believe Oro Valley has many positive attributes without running a golf course debate ad nauseam for year after year after year! A decision would be nice. It won't satisfy everybody—you have to know that. But you are the mayor and surely you and the town council have the power to make a FINAL DECISION. Why Did My Wife and I Move To Oro Valley Last August? Teresa and I vacationed June 29 to July 3 at the El Conquistador Resort on the occasion of our 29th wedding anniversary. After our return to Gilbert, we Honorable Joe Winfield July 31, 2019 Page 2 started looking for properties in the area as we liked what we saw in our drives around Oro Valley: new businesses, restaurants, newer homes, and medical facilities, less traffic, less congestion, cooler temperatures, and mountain views. We used the Internet and found at least six homes for sale meeting our criteria, including a larger master bedroom suite, and a gas range in a larger kitchen. While we had a pool in Gilbert, it was not on our list here. Additionally, we had a fireplace in Gilbert which, in over four years, was never used. We found an outstanding real estate agent and toured the properties on our list on July 13. That afternoon, we wrote a contract on the above property located on the northwest corner of Moore and LaCanada in a community known as Torreno.
