The proposed amendment involves three items, which have been detailed in the staff report. The first item, Item A, is a resolution to make the request public record. The second item, item B, is a proposed text amendment to the RV PAD to change a required open space area to a constructed landscaped buffer yard that is compliant with the OV zoning code. The third item, Item C, is a proposed conceptual landscape plan that would improve visibility into the Rancho vistoso shopping center through landscaping and address existing drainage and erosion issues. At a regular session on February 4th, the PZC recommended approval of the proposed text amendment and conditional approval of the conceptual landscape plan, subject to the conditions included in attachment 3 of your meeting packet. This case is presented tonight for discussion and possible action. As a reminder to the Council, there will be three motions tonight. One for the resolution, one for the proposed text amendment to the PAD and one for the conceptual landscape plan 12 Location Map Rancho Vistoso Center Innovation Park Oracle Road Rancho Vistoso Blvd. Innovation Park Dr. Catalina State Park Speedway Gas Station The subject area, outlined in yellow, is 1.63 acres located at the NWC of Oracle road and RV Blvd within the Rancho Vistoso Center shopping center. ROW. The applicant‘s request was triggered by the zoning violation when a number of trees were removed from the open space area. The proposed text amendment is a way to address that. Again, the request involves two items. The first is… Text amendment, buffer yard similar to what you may see at other commercial shopping centers along arterial roads. Compliant with the OV zoning code CLP Design the applicant would be held to Complies with commercial landscaped buffer yard zoning requirements 14 Item B: Proposed Text Amendment Catalina State Park Rancho Vistoso Boulevard Oracle Road Rancho Vistoso Center Neighborhood 2 Neighborhood 3 Open Space Commercial, C-1 Campus Park Industrial This slide represents the existing open space zoning on the property. The applicant is not requesting a zoning change or a reduction in the amount of open space. Rather, the request is for a change in the type of open space. Explain zoning. The RV PAD currently requires an undisturbed 100 foot natural setback from the ROW line of oracle road to preserve views and the natural feeling along the scenic corridor. The text from the PAD is shown at the top of this slide. The applicant is proposing a text amendment to the PAD to allow for this open space area to be disturbed and revegetated as a constructed landscape buffer yard. Only applies to that specific area. 15 Existing Conditions Vacant Low habitat and environmental resource value Previously disturbed for utility easement and by property owner Erosion due to drainage Disconnected from other open space. Mention zoning violation 16 Item C: Conceptual Landscape Plan Oracle Road Rancho Vistoso Center This slide shows the proposed conceptual landscape plan overlaid on the project area.
