Councilmember Greene informed the Commissioners that the construction on the Community Center Elevator
project to lower the entryway has begun at the Community Center and in a few months it will be open to
everyone, with or without disability.
DIRECTORS REPORT (INFORMATIONAL ONLY)
Stormwater Division Manager John Spiker commented on the following:
Oro Valley is turning 50 this April. A parade and celebration events have been scheduled.
2024 Rainfall totals were presented to the Commission.
Vistoso Nature Trails Preserve Master Plan Prioritization survey is out for public comment.

1.PRESENTATION AND DISCUSSION OF THE PIMA COUNTY CANADA DEL ORO LEVEE
AUGMENTATION PROJECT BY DR. GREG SAXE AND DEIRDRE LAROCHELLE PIMA COUNTY
REGIONAL FLOOD CONTROL DISTRICT
Pima County Flood Control presented their upcoming Levee Augmentation project along the CDO
Wash from La Canada to Oracle. The Project is anticipated to begin in Spring 2024. Roughly $2 million
in improvements are coming into the Town via Pima County and the Federal Emergency Management
Agency (FEMA) Post Fire Hazard Mitigation Grant Program.

Rene Olvera from the Community and Economic Development Department presented updates to the
Oro Valley Path Forward General Plan project.
3.REVIEW AND APPROVAL OF THE NOVEMBER 16, 2023 AND JANUARY 18, 2024 MEETING
MINUTES
Motion by Commissioner Richard Hawkinson, seconded by Commissioner Gary Mattson to approve
the November 16, 2023 meeting minutes.
Vote: 3 - 0 Carried
Motion by Commissioner Richard Hawkinson, seconded by Commissioner Gary Mattson to approve
the January 18, 2024 meeting minutes.
Vote: 3 - 0 Carried
4.DISCUSSION OF MEETINGS AND EVENTS
Mr. Spiker discussed recent meetings and events. Specific discussion was held on the Stormwater
Utility's participation at the Richard B. Wilson School STEAM Night outreach event.
5.NOMINATION AND ELECTION OF STORMWATER UTILITY COMMISSION CHAIR EFFECTIVE
FEBRUARY 16, 2024
Motion by Chair Richard Crocker, seconded by Commissioner Gary Mattson to nominate
Commissioner Richard Crocker as Stormwater Utility Commission Chairman.
Vote: 3 - 0 Carried
Commissioner Richard Crocker was elected unanimously as Chairman of the Stormwater Utility
Commission.
6.NOMINATION AND ELECTION OF STORMWATER UTILITY COMMISSION VICE CHAIR EFFECTIVE
FEBRUARY 16, 2024
Motion by Chair Richard Crocker, seconded by Commissioner Richard Hawkinson to nominate
Commissioner Gary Mattson as Stormwater Utility Commission Vice Chairman.
Vote: 3 - 0 Carried
Commissioner Gary Mattson was elected unanimously as Vice Chairman of the Stormwater Utility
Commission.
7.DISCUSSION REGARDING THE STORMWATER UTILITY COMMISSION REGULAR SESSION
MEETING SCHEDULE FOR CALENDAR YEAR 2024
2024 Stormwater Utility Commission meeting dates were presented to the Commissioners following

2024 Stormwater Utility Commission meeting dates were presented to the Commissioners following
Town Code 15.24 which dictates meetings will take place on the 3rd Thursday of each month.
8.DISCUSSION OF 2023/2024 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, SECOND
QUARTER REPORT
As part of the State MS4 (Municipal Separate Storm Sewer Systems) permit held by the Town of Oro
Valley, the Commissioners were presented with current activities performed under the Stormwater
Management Plan for the 2nd quarter (reporting period is July to July each year). Highlighted activities
were a school outreach event and an additional stormwater outfall data collection and lab results.
9.PRESENTATION AND DISCUSSION OF THE ORO VALLEY STORMWATER UTILITY FEE
STRUCTURE REVIEW
As part of the ongoing Stormwater Utility Rate Review discussions, Mr. Spiker presented to the
Commissioners the current rate structure and examples of how it is applied in real world applications.
Discussions ensued in regard to future agenda items revolving around a potential rate increase, future
anticipated expenses, lost revenue, and inflation.
ADJOURNMENT
Motion by Commissioner Gary Mattson, seconded by Commissioner Richard Hawkinson to adjourn
the meeting.
Vote: 3 - 0 Carried
Chair Crocker adjourned the meeting at 5:31 p.m.

DISCUSSION OF 2023/2024 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, THIRD QUARTER
REPORT
RECOMMENDATION:
This report is for informational purposes only.
EXECUTIVE SUMMARY:
The Town of Oro Valley's (Town) Stormwater Management Program and Annual Report to ADEQ identify
Minimum Control Measures (MCM’s) used to manage and control quality of stormwater runoff from the MS4. Each
MCM has been given specific implementation dates and frequencies, measurable goals, and responsible
departments.
This memorandum is a report on the Town’s Stormwater Management Program for the third quarter of the Annual
Reporting Period for 2023-2024 (July 1st through June 30th). It has been prepared to keep stakeholders informed of
the status of project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to
be done a minimum of once each year.
Accompanying this Memorandum is a summary Table listing each of the six (6) required MCM’s along with their
specific subset of Best Management Practices (BMP’s).
This summary Table shows that the Stormwater Utility is up to date, and has met this quarter’s goals for
implementing BMP’s that are ongoing and continuous.
BACKGROUND OR DETAILED INFORMATION:
The Town manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System
(AZPDES) Permit AZG2021-002 that authorizes the discharge of stormwater from the municipal separate storm
sewer system (MS4) to receiving waters, including Waters of the United States (WOTUS). The MS4 generally
consists of roads, storm drains, and infrastructure carrying runoff into drainage ways or ephemeral stream
channels. The Town has a Stormwater Management Program (SWMP) that describes the control measures it
uses to manage the quality of discharges from the MS4. These Best Management Practices (BMPs) are:
MCM-1. Public Education and Outreach
MCM-2. Public Participation and Involvement
MCM-3. Illicit Discharge Detection and Elimination
MCM-4. Construction Site Runoff Control
MCM-5. Post-Construction Runoff Control
MCM-6. Pollution Prevention/Good Housekeeping for Municipal Operations
The Town’s Stormwater Management Program describes specific practices it uses to achieve compliance with Part
6.4 of the AZPDES Permit related to Minimum Control Measures, including specific implementation dates and
frequencies, measurable goals, and responsible departments. Our staff keeps track of these thirty-three (33)
targeted responsibilities, and has prepared the attached summary table showing project implementation in terms of
completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year.
This attached summary Table shows that the Stormwater Utility is fully up to date and has met this quarter’s goals
for implementing BMP’s that are ongoing and continuous
The next scheduled update will be prepared and distributed sometime after the 4th quarter ends on June 30th,
2024.

For informational purposes only.
EXECUTIVE SUMMARY:
As part of our ongoing Stormwater Utility rate review discussion, staff will be presenting the proposed Stormwater
Utility 24/25 budget request, future project needs, and schedule for potential rate adjustment.
The Stormwater Utility has provided and presented the 24/25 budget request to the Town Manager's Office for
review and recommendation to the Town Council. The request includes both operating and capital improvement
expenses as well as forecasted revenues for the upcoming fiscal year. The Stormwater Utility budget request is part
of the Public Works Department Budget Request Package and is anticipated to be presented to Town Council for
adoption sometime in June 2024.
In addition to next year's budget, staff will present future projects needs highlighting potential future fiscal year
scopes of work.
Lastly, staff will present a potential schedule for rate adjustment. The schedule includes public notice, public
outreach, and Town Council meetings.
