CALL TO ORDER
Chair Alan Forrest called the meeting to order at 5:00 p.m.

CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on
any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual
Commission members may ask Town staff to review the matter, ask that the matter be placed on a future
agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take
legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience",
please specify what you wish to discuss when completing the blue speaker card.
No public speakers.

1.REVIEW AND APPROVAL OF THE MARCH 11, 2024 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Tom Marek, seconded by Vice Chair Niranjan Vescio to approve the March
11 Regular Session meeting minutes
Vote: 5 - 0 Carried

2.REVIEW AND APPROVAL OF THE APRIL 12, 2024 STUDY SESSION MINUTES
Motion by Commissioner Greg Hitt, seconded by Vice Chair Niranjan Vescio to approve the April
12 study session minutes
Vote: 5 - 0 Carried
Other: Commissioner David Atler (ABSTAINING)
3.UPDATE AND DISCUSSION ON THE APRIL FIELD TRIP (P. ABRAHAM)
Water Utility Director Peter A. Abraham, P.E. provided an update on the April Water Utility
Commission Field trip that consisted of touring the current Water Utility Capital Improvement Projects
and the Oro Valley Water Utility Water Operations.
Water Utility Director Peter A. Abraham, P.E. reviewed the projects and the content toured for the
field trip.
Chair Alan Forrest commented on the Water Utility's Staff's knowledge on the Water Utility
Operations, and mentioned he was very impressed.
Vice-Chair Niranjan Vescio stated he enjoyed seeing the Water Utility infrastructure.
4.UPDATE AND DISCUSSION ON 3RD QUARTER CAPITAL IMPROVEMENT PROJECTS (L. JACOBS)
Engineering Division Manager Lee Jacobs provided an update on the following Capital Improvement
Projects:
Rehabilitation of Well E-2, casing, pump, well-head and motor
Nakoma Sky Production Well
Steam Pump Production Well - new well design and equipping
Catalina Shadows and Palisades Area (design of redundancy water line)
Met with neighbors for re-vegetation of disturbed area
Countryside Wheeling Station Upgrades - almost 50% of the work is completed
Rancho Vistoso Booster Station Evaluation and Design
Big Wash Reservoir Relining or Interior
La Canada Control Building and Generator Foundation
Shannon Road "D" Zone Blending & "E" Zone to Naranja Discharge
NWRRDS Independent Booster and Forebay
Partnered NWRRDS Project (partnered with Town of Marana and Metro Water)
Discussion ensued among the Commission and Water Utility Staff regarding capital improvement
projects and Water Utility Operations.
5.UPDATE AND DISCUSSION ON 3RD QUARTER FINANCIALS (M. RALLIS)
Water Utility Administrator Mary Rallis provided an update on the following financials of the Water
Utility:
Update reflects data through April 30, 2024
Revenues are tracking to meet the budget
Total expenses are projected to meet the budget at fiscal year end
Customer base is 21,455
Almost half of the customers are enrolled on the portal
Discussion ensured among the Commission and Water Utility Staff.
6.UPDATE AND DISCUSSION ON 3RD QUARTER OPERATIONS ACTIVITIES (D. ALLRED)

Water Operations Superintendent Jeff Kane provided an update on the following Water Operations
activities:
Water Operations consists of 24 Arizona Department of Environmental Quality certified
operations that are responsible for the operation and maintenance of the Oro Valley and
Countryside potable water and reclaimed systems
Operate and monitor the SCADA system
Maintain drinking water compliance sampling and reporting
Remote radio communications upgrade that was necessary
Well C4 repairs due to amperage issues
Well C5 repairs- pump is currently being evaluated
Countryside Booster Repairs
Annual Reservoir Inspections
Arizona Department of Corrections Inmate Work Program
Water Control Systems
Dyon Arrington completed a supervisory training
Emergency repairs
Large meter changeouts for meters that 10+ years old and had battery failure
Water Quality activities
Water Conservation activities
Discussion ensued among the Commission and Water Utility Staff regarding the Water Operations
activities of the Utility.
The Commission applauded Jeff Kane for his presentation.
7.UPDATE AND DISCUSSION ON 3RD QUARTER WATER RESOURCE UTILIZATION (P. ABRAHAM)
Water Utility Director Peter A. Abraham, P.E. provided the following updates on water resource
utilization:
Groundwater production is higher than last year
Reclaimed water is lower than last year
CAP water is a little higher than last year
Groundwater for Countryside is higher than last year and CAP water is less
8.DISCUSSION ON THE POSSIBLE CANCELLATION OF THE JUNE AND JULY WATER UTILITY
COMMISSION REGULAR SESSION MEETINGS (P. ABRAHAM)
Motion by Commissioner Tom Marek, seconded by Commissioner Patricia Olson to cancel the June
and July Water Utility Commission Regular Sessions.
Vote: 6 - 0 Carried
Water Utility Director Peter A. Abraham, P.E. stated that the summer months have low data to report.
The Commission mentioned that a quorum might not be met due to Commissioners being out of town.
9.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER BOHEN)
Councilmember Bohen reported the following:

Cancellation of May and July Council meetings

10.DIRECTOR'S REPORT (P. ABRAHAM)
Water Utility Director Peter A. Abraham, P.E. reported the following:
Town Council Regular Session on June 5 at 6:00 p.m. with water rates being discussed at this
meeting
Town Council Regular Session on June 19, 2024
June and July Water Utility Commission meetings canceled
Upper Colorado Basin Snowpack Comparisons with good water run off levels
Colorado River System Reservoir Status
Discussion ensued among the Commission and Water Utility Staff.
ADJOURNMENT
Motion by Commissioner Tom Marek, seconded by Vice Chair Niranjan Vescio to adjourn the
meeting at 6:27 p.m.
Vote: 6 - 0 Carried
