LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 6:00 PM   CALL TO ORDER Vice Chair Outlaw Ryan called the meeting to order at 6:00 p.m.   ROLL CALL Present: Robert Kellar, Commissioner Joe Nichols, Commissioner William Thomas, Commissioner Sandra Wilson, Commissioner Philip Zielinski, Commissioner Kimberly Outlaw Ryan, Vice Chair Absent: Anna Clark, Chair Staff Present:Bayer Vella, Planning Manager Joe Andrews, Chief Civil Deputy Attorney Attendees: Josh Nicholson, Town Council Liaison  Commissioner Thomas joined via Zoom.   PLEDGE OF ALLEGIANCE Vice Chair Outlaw Ryan led the Commission and audience in the Pledge of Allegiance.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS Council Liaison Josh Nicholson provided updates on upcoming Town Council agendas as related to Planning items.   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE MAY 7, 2024 REGULAR SESSION MEETING MINUTES       Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to approve the May June 4, 2024 Minutes, Planning and Zoning Commission 1  Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to approve the May 7, 2024 meeting minutes as written.  Vote: 5 - 0 Carried    Due to technical difficulties, Commissioner Thomas was unable to vote.   2.PRESENTATION AND DISCUSSION ONLY: UPDATE ON THE COMMUNITY'S EFFORT TO CREATE OV'S PATH FORWARD, INCLUDING THE RESULTS FROM THE BIG COMMUNITY SURVEY       Principal Planner Milini Simms provided a presentation that included the following: - Purpose - Tonight's focus - Creating the 10-year plan - Invitations to participate - Inform - Engage - The BIG Community Survey Consultant Jan Gordley of The Gordley Group continued the presentation. - Consultants - Survey methods - Agreement among all three survey methods - Elements liked best about OV - Elements disliked about OV - Biggest challenges - Describing Oro Valley - Suggested changes - Preferred future of Oro Valley - Public safety priorities - Traffic and mobility priorities - Land development priorities - Water related priorities - Trail, bike and pedestrian priorities - Environment and view priorities - Town revenue generators - Economic development priorities - Energy and sustainability priorities - Comparison to 2013 survey Ms. Simms concluded the presentation: - Resident working groups' toolkit - Summary and next steps Discussion ensued among the Commission, consultants and staff.   PLANNING UPDATE (INFORMATIONAL ONLY) Planning Manager Bayer Vella informed the Commission about American Planning Association Commissioner memberships and the annual state conference this September. He also spoke about recent state law changes prompting upcoming code amendment initiations from the Commission.   June 4, 2024 Minutes, Planning and Zoning Commission 2 ADJOURNMENT    Motion by Commissioner Philip Zielinski, seconded by Commissioner Joe Nichols to adjourn the meeting.    Vice Chair Outlaw Ryan adjourned the meeting at 7:01 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Planning and Zoning Commission of Oro Valley, Arizona held on the 4th day of June 2024.
