Mayor Winfield and members of the Town Council,
I apologize for not being able to attend your last meeting when you reviewed the 2024-2025
Town Budget and Capital Improvement Plan.
I understand the rationale for removing the $75,000 earmarked in the capital improvement plan
for "turf reduction" on the Pusch Ridge Golf Course. If the focus of this investment was strictly to
impact water use, looking at cost vs. benefit, your decision makes sense.
However, an investment that may be worth considering is with regard to the area between the
Pusch Ridge Golf pro shop and the El Conquistador Resort. This area includes the golf practice
area, the golf maintenance facility, the land surrounding the tees for the first fairway and the start
of the first fairway.
For Pusch Ridge Golfers, this is the first and last impression of the golf facility. It is also an area
that El Conquistador Resort guests pass through to either partake in golf and tennis or to access
the Linda Vista trailhead. This area is also desirable for lease by people wishing to hold weddings
and other outdoor events in the close-up shadow of Pusch Peak.

I am sure most of you know that the current conditions of this area is not well maintained with
significant bare soil, unkempt landscaping and exposed maintenance equipment. For the Spring
wedding that was held on the first fairway, the ground needed to be painted to mitigate this
unattractive presentation. Renting this area can generate valuable income for the Town.
Minimally I would ask the Town Council to invest in the development of a plan and cost estimates
to transform this area into an area that we may be able to leverage to better market the facilities
with residents and visitors. As you know, Friends of Pusch Ridge Golf are dedicated to keeping
this facility a desirable asset for the Town so that it will require as little tax subsidies as possible to
operate.
We believe this facility provides a unique opportunity to introduce and expose residents and
visitors to Oro Valley businesses and services, therefore, Friends of Pusch Ridge Golf is prepared
to solicit local businesses to sponsor fairways on the Pusch Ridge Golf Course. In return for an
annual sponsorship fee, Friends will work with Indigo Golf to construct signage recognizing
sponsor organizations near each tee box. Our idea is to utilize the net funds collected to enhance
the golf course facilities. This could be used either to support water use mitigation plans or to
augment the beautification on the area between the resort and the golf and tennis building.
I fully understand the financial constraints that you must deal with as you finalize a budget. As a
former business manager and owner, I look at any investment in terms of return for the money
spent. I believe an investment in the area that separates the Pusch Ridge Golf and Tennis facility
from the El Conquistador Resort will produce a meaningful return for the Town and is consistent
with the Economic Development team's priority to pursue sports tourism.
I will leave it to you and Town staff to determine what amount can be dedicated this coming fiscal
year.
