Builders offer wide choice in moving up Although inflatign is driving some homebuyers to townhouse or con- dominium alternatives, the single-family dwelling is still the first choice of many. Homebuilders in the Foothills area are offering lots and homes ranging from $40,000 to more than $150,000. The Estes Company, one of the largest homebuilders in Tucson, has seven developments in , the Foothills area. Casas Adobes Park at Orange Grove and Shannon and Heritage Hills on Ina west of Oracle begin pricing in the $40,000 range. Next in order of cost is Ranchos Feliz. with three and four -bedroom homes from $50,000. The Foothills on Alvernon north of Skyline start at $70,000, and Rancho Sierra, a new development at Houghton and Snyder, is priced between $62,150 and $83,200. Estes is also offering custom lots at Rancho sin Vacas north of Ina Road, and its newest develop- ment, Quail Canyon, is in the Sabino Canyon area. Beauty Built has developed 39 lots on the corner of La Canada and Magee under the banner of Ranchos de la Canada. Pricing begins at $66,500. Wood Brothers has nearly completed Orangewood, with ap- proximately 600 of the total 692 lots sold at their location at Thornydale and Ina. The homes cost bet- ween $59,900 and $78,600. At the same location they are constructing models for Ga.tewood Ranch, a 288 lot project to be'at Old - father and Magee, where land has already been bulldozed in preparation for building. On the Northeast side of the Foothills, Wood Brothers has Heatherwood Hills on Craycroft one mile north of River Road. Of the 217 lots, priced between $109,800 and $125,050, over 100 have already been sold. Catalina Madre, another Wood Brothers project in the Northeast, is selling houses on one -acre lots for $106,000 to $121,000, and on four -acre lots for $131,000 to $146,000.-Several four -acre lots are still available, and approximately 30 one -acre lots can be purchased of the 70 originally developed. At Romero Road and Sage Street, Carreon Development and Con- struction is opening La Estancia, a 20-lot project of three and four -bedroom homes. Prices range from $94,000 to $120,000. LeMarr Construction is finishing the development stage of Kachina Hills, a 42- acre project on Swan Road between Sunrise and Skyline drives. Gary Laechelin, LeMarr's Development Director projects that the cost of the lots will range from $27,000 to $65,000 with home costs going from $140,000 to over $200,000. Within the next six months LeMarr will be completing 112 lots available in the Sabino Canyon area. The project, called Summer Set, will include single-family dwellings and cluster townhomes. All -solar Fall Parade features 8 developers_ By PEGGY BARNES Construction of the 198o Solar Parade of Homes was given an official start April 2 at a groundbreaking ceremony at the 9.9 acre building site in Hidden Valley. Sponsored by the Southern Arizona Home Builders Association, the Solar Parade of Homes is the first of its kind to be built in the United States utilizing solar energy for heating the home and hot water. Several kinds of solar systems will be used by the eight participating builders. Construction is to begin by July on 8 to 10 of the 14 lots with completion slated for early November. The remainder of the lots will be developed after the show. The parade of homes is scheduled Nov. 15 through Dec. 7. The homes will range in price for $120,000 to $240,000 and will be designed for southwestern tastes. Guidelines were established by the SABA Solar Parade of Homes Committee as to what styles could be used and how the solar equipment must be installed. To help with the reserarch and develop- ment costs Pima County and the State of Arizona have each designated $12,000 to help with the project. The City of Tucson will provide bus tran- sportation from the parking lot to the home sites during the show The decision to go with an all -solar parade of homes for 1980 was based on several factors, ac- cording to Jeffrey A. Boh- m, president of SAHBA, who said organizations like SAHBA have an obligation to take the lead in helping the country develop an alternate energy source to oil and natural gas. Home buyers are per- mitted to take solar energy tax credits. Jim Warnock of the state solar committee told the group at the ground- breaking that "Arizona is and should be at the forefront of technologies. Part of the property may be used for a new car sales facility under the terms of the zoning on the property. Farther south, where Thornydale and Orange Grove Road will eventually meet, K-Mart is planning to build a shopping center. The company has sub- mitted a proposal to the Pima County Industrial Development Authority to finance construction of the project with tax-exempt bonds. A decision may be made later in April on that request. Financial institutions are also taking a long look at the area, with several firms committed to branches in the rapidly - growing area. Among the companies reported interested in the area are First National Bank of Arizona at the southeast corner, Home Federal Savings at the northwest corner on the Embassy Plaza site. Home Federal expects to open the branch by the end of 1980, but they do not plan to put a temporary office in at this time. First National plans to start construction on their branch in September. Valley National Bank has also received charter approval to locate a branch in the area. In addition American Savings is reportedly interested in locating a branch near Ina Road and Oldfather Drive. Five projects continuing for U.S. Home "With five new projects in the works for the north side of Tucson this year," said Ron Sandler, "you can believe that U.S. Home Corp. is very optimistic about the future." Mr. Sandler is vice president of sales and marketing for U.S. Home's Tucson division. The five developments Sandler referred to are Casas Adobes West which opened in March on the northwest side near Ina and Oracle Roads; Catalina Ranch Estates, which also opened in March, with four new models in the $100,000-plus price range on the northeast side; Country- side, family oriented and moderately priced, set for opening in April on the northwest side; Tangerine Hills, 117 units on one -acre size lots at North First Avenue and Tangerine Road, and Catalina Valley, nestled at the foot of the mountains near the Catalina Highway. The latter two developments are scheduled to open soon. "We're looking forward to a good year," Mr. Sandler said. "When the mortgage picture clouded up late last year, we adopted a more optimistic attitude, and went ahead with the plans that were already in the works." The planning is paying off. U.S. Home has opened three new developments in Tucson since the first of the year, two of them in choice Foothills locations. The homes are all designed to conform to the easy style of living of the southwest, and to compliment the environment. "We've commissioned environmental impact studies at each of our locations," Mr. Sandler said. "Our people are cautioned to disturb as little of the surrounding area as possible when clearing the building site." These pre- cautions are evident in that the homes fit well in the desert areas in which they are located. Color schemes and placement of the homes on the lot are part of the total marketing plan evolved by the company to make these quality homes more attractive to the buyer. "We're pleased with the favorable response to our homes," Mr. Sandler said. "More and more people are coming to Tucson. They need homes to live in, and they want to live comfortably in that southwestern lifestyle they've heard about. Our research shows that they want what we have to offer. And they are buying our homes." U.S. Home Corp. is the nation's largest on site builder of quality homes. Mr. Sandler has been associated with the company for three years, and has been vice president of sales and marketing since 1978. Used unit a bargain in interest Lending institutions have to charge the going rate for mortgage money, but homeowners don't have to, which is why buying a previously -owned home makes sense these days. "There is no shortage of people who want to buy," says Dan Maloney, a broker with Tucson Realty and Trust. "The key is with sellers who are willing to help finance." Because more and more sellers are willing to do just that in order to f ind buyers, the resale market has become stronger than the new home market, says Harold Hite, a broker for Strunk Realty. He in- dicates that nearly 90 percent of his company's business is in resale. "Sellers are becoming more realistic as to the price or value of their home, but it's too early to tell if it's a trend," con- tinues Mr. Hite. He is joined in that opinion by broker Neal Manning of Manning-O'Dowd Realtors, who feels "sellers are coming down from their dream prices." "Sellers are more motivated," says Mr. Manning. "Both sides are making concessions." Art Wadlund of Best Associates says that a resale property must be priced right to attract buyers, but in today's tight market buyers will still make offers lower than the asking price. Casas Adobes retail center expands along Oracle Road Retail and office con- struction in the Casas Adobes area over the last three years has expanded in an attempt to keep pace with the area's residential development boom. The area's business development includes shopping centers anchored by grocery stores, as well as centers carried by specialty stores alone. The newcomers to the area are Entrada de Oro, at the southwest corner of Magee and Oracle Roads, and an as -yet unnamed shopping center now under construction at the southeast corner of Oracle and Orange Grove Roads. Entrada de Oro, which opened in late 1979, is owned by IMA Commercial Properties of California, and features Fry's Super Reuser graduates Airman Michael E. Reuser, son of Northside residents Mr. and Mrs. Rudolph R. Reuser, has graduated from the U.S. Air Force aircraft mechanic course at Sheppard Air Force Base in Wichita Falls, Texas. He has been assigned to Dyess Air Force Base in Texas. Market as its anchor grocery. The Oracle -Orange Grove center now under construction will be an- chored by Alpha Beta, a newcomer in the grocery trade in Tucson. About five years ago, shoppers in the Casas Adobes area had only two centers that were close to home — Casas Adobes Shopping Center at Ina and Oracle Roads, and Casa Blanca Plaza at Oracle and Rudasill. But the shopping center boom began in earnest in 1976 with the construction of Plaza del Oro, at the northeast corner of Oracle and Orange Grove Roads. In 1977, Plaza Escondida, at the southeast corner of Oracle and Magee Roads, opened its doors. Among the non -grocery centers already on the ground in the area are River Village, at River and Oracle Roads, and Cot- tonwood Plaza, on the east side of Oracle Road north of Ina. The area's growth has also meant an increase in office and commercial properties in the area. Among those heavily represented in the office trade along Oracle Road is Nanini Investments. The firm most recently opened Two Oracle Place and Three Oracle Place, on the west side of Oracle Road north of Ina. The area's medical trade is also expanding, with the opening of General Medical Center, on Oracle Road south of Rudasill, last year. The Tucson Clinic's Casas Adobes branch clinic is now under construction at Magee Road and Northern Avenue. Financial institutions are also seeking new locations in the area. Home Federal Savings, which already has an office in the Plaza del Oro shopping center, is plan- ning a 1981 opening for another branch at the southwest corner of Los Altos and Oracle Roads. The Plaza del Oro branch will remain open after the new branch is completed. Western Savings also is considering another nor- thside branch, at the northeast corner of Ina Road and La Cholla Boulevard. Construction is expected to begin by February 1981. Greater Arizona Savings plan$ to build a permanent office to replace its six - year -old temporary facilities at Oracle and Orange Grove. With several new apartment and townhome complexes being built nearby, the GRUMMAN SUNSTREAM HEAT EXCHANGER MODULE center is in the heart of a growing population area. Construction should begin before the end of the year on a center planned for the southwest corner of intersection that will be built by Cottonwood Properties. A supermarket and drug store will be included in the 100,000-square foot center as well as 13 to 16 other stores. Doug Seaver and Associates will design the building. Last fall 11 new shops also opened in the Swan and Sunrise Plaza built on the northwest corner. The stores are geared to appeal to persons in high income brackets. Further development is planned as Home Federal Savings is to complete a full -service branch facility consisting of 4,000 to 4,500 square feet by the end of the year. Catalina Savings and Loan Association has a 3,600-square foot full - service branch under construction on the nor- thwest corner to replace the temporary facility that has been there since January 1976. It will include a frien- dship (community) room capable of seating 65 persons. The branch is scheduled to open in April. Arizona Bank opened its new office at Swan and Skyline Nov. 5. Malls coming to two sites Northwest residents will benefit from the development of two en- closed regional shopping malls now in process. The Tucson Mall, a joint venture involving Forest City Development Co. of Cleveland, Ohio, and the Neffson family of Tucson, is under construction at Wetmore and Oracle Roads. Six major tenants are planned for the two- story mall along with 150 smaller shops. Federated Department Stores, which is the parent company for Levy's of Tucson, is planning The Foothills Mall at the north- west corner of Ina Road and La Cholla Drive. Major tenants for the two-story facility already include Levy's and Goldwater's. Long Realty's growth paralleled Tucson's For more than half a century, the growth of Roy H. GOING UP — The Haunted Bookshop, now located in One Oracle Place at Oracle and Ina Roads, will be occupying new quarters on Northern Avenue — behind their present location — sometime in May. But beneath the veneer of efficiency, there are many agencies involved, in- cluding utility companies. Mountain Bell has benefitted from growth in the area — so much, in fact, that it is looking for sites for two new PhoneCenter Stores, ac- cording Mike Twitty, a spokesman for the telephone company. One site would be in the Campbell Avenue area, while another store would be located in the Tanque Verde-Sabino Canyon area. "It's been a good area," Mr. Twitty said of the Northwest. "We haven't had to limit subscribers to two-party lines." He said the company has a number of buried cable projects underway in the area, including a $78,000 program along Ina Road. "We've spent a lot of money up there," he said. "We haven't had any serious equipment problems." The telephone company has no immediate plans for additional switching facilities for the Northwest, and no immediate plans to establish additional telephone prefixes, he said, adding that major projects like the recently announced Atlas Glenex development north of Oro Valley could change that. Atlas Glenex is planning a $25 million, 500-room resort hotel and 850 residences north of Oro Valley. Tucson Electric Power Co. has some long range improvements planned for the Northwest, according to spokesman Mark Cesnik. The electric utility plans to install an additional transformer at its sub- station at Ina Road and Interstate 10 in 1982 to "take care of the additional load in the area." But, he added, tran- smission line corridors in the area will not be changed. The area is served by four water companies — Metropolitan, Foothills, Rancho Vistoso and the City of Tucson Water Utility. Rancho Vistoso is cer- tified to provide water to about 7,000 acres held by Ratliff-Miller-Muhr Development Co. of Scottsdale, while Foothills Water Co. is headed by Atlas Glenex partner George Johnson. Relocation plan bring s newcomers The northern foothills are carrying a major share of the Century 21 National Relocation Program at Sunshine Realty & Investment, 5955 E. Broadway. "Through the National Relocation Program, we are able to attract quite a number of additional buyers for our clients," said Jan Glidewell of Sunshine Realty, adding that the foothills area is one that many people moving to Tucson are interested in. "We have found that many corporate heads moving to Tucson prefer to live in the foothills," she said. "Some live in the Northwest because of its access to Interstate -10. Some are choosing the Northeast because of the good schools." The company was established in 1977 by Tuesonian Michael Rigg. Barcelona converts to condos Although apartments have been converted to condominiums in great numbers in many Eastern cities, the conversion of the Barcelona Apartments on the corner of Oracle Road and Orange Grove Road was somewhat of a rarity in Tucson. The seven -year -old complex has undergone a facelift, with covered parking provided and new paint throughout. Buyers may choose the color of their carpet, and it will be installed before they move in. Prices depend upon location of the unit, with third floor units costing more than garden apart- ments. The least expensive one -bedroom is $24,950, and the most expensive four - bedroom is $50,450. Sales have been brisk for the 240 units says manager Barbara Smith, but most models are still available with the exception of the two -bedroom, two -bath combination, which sold outquickly. Ms. Smith emphasizes that financing is available for the units, and that creative solutions to rising interest rates are being sought. Unlike townhome owners, condominium owners do not purchase a specific plot of land. Instead they buy one share in the entire complex, which in the case of the Barcelona includes all the units, and the common areas. These contain parking lots, two pools, two lighted tennis courts, and a jogging trail. Visited atoll Sahuaro High School graduate Jon D. Population boom insures investments in Foothills Despite projections of a serious economic slump, the Arizona economy ended the decade on a strong note with Tucson, the state's second largest city, ex- periencing a population explosion that promises to vault it into the top 10 fastest growing cities in the country in the 1980s, says James W. Cocke, vice president and manager for economic development at Valley National Bank. Despite indications of a slower growth nationally, Mr. Cocke says available housing is an important economic indicator and Tucson has only a 2 percent vacancy, indicating a strong economy. The Foothills region accounted for 29 percent of the 89,997 housing units built during the last decade. That was an 80.7 percent increase in the Tucson's total housing inventory, he adds. The biggest gains were in townhouses, con- dominiums and apart- ments. The north side of Tucson has grown at a rate of 763.1 percent in the last 10 years because of the availability of large tracts of un- developed land in private hands, land that is easy to develop due to topography, the outstanding senic view of the Tucson valley and land costs. Looking into the next two. decades, continued con- struction activity will take place from Soldier Trail on the eastside to Oracle Road and Interstate 10, but the greastest activity of all types of construction can be expected to occur along Oracle Road north and west in the Tortolito Plan area. Preliminary plans have already been an- nounced for extensive development north of Oro Valley Country Club toward Catalina. Casas Adobes Shopping Center at the intersection of Ina and Oracle roads opened in 1955 and became the primary commercial core for eventual development of the entire outlying district of nor- thwest Tucson, Mr. Cocke says. Ina Road and Skyline Drive have become the main east -west traffic routes and carry more than 10,000 cars daily. Casa Blanca Shopping Center opened in 1969, followed by Nanini Financial Center in 1971, Nanini Northwest Plaza in 1975, Plaza del Oro in 1976, and Plaza Escondida in 1977. By 1979 there was more than 415,227 square feet of retail and office space concentrated in established centers within a 21/2 mile radius of the Ina -Oracle intersection. Further population growth is expected to help support two regional malls being build in the Thor- nydale area and on Oracle Road. High quality residential development is expected in several areas west of Swan Road, Mr. Cocke adds. There are 30,398 households in the foothills area with a population of 83,898 persons. A townhome in the Foothills can be priced under $100,000 and still offer innovative floor plans, scenic views, fireplaces and the use of recreational facilities such as pools, jacuzzis and lighted tennis courts. A monthly assessment pays for maintenance of these common areas, and the exteriors of individual townhomes can be nearly maintenance -free. In the northwest, Wilford Construction is finishing Villas de la Canada at La Canada and Magee with homes priced from $72,000 to $93,000. The sales office reports that of the 74 two and three -bedroom units, approximately 15 are left. They say most of the homes are purchased on a cash basis. Two and three -bedroom units priced from $68,500 to $78,500 are included in Sunnyslope Townhomes, being developed by LeMarr Construction. The homes are just east of Oracle Road and south of Hardy Road. When Sunnyslope is completed it will contain 80 townhomes. Represen- tatives of LeMarr say that approximately six homes are immediately available and seven are under construction. No prices are available, but ground has been cleared for construction of Como del Sol, a townhome complex by Wolff Development Co., based in El Cajon, Calif. The 9.3 acre site is on the corner of Como Drive and Magee Road. In the rapidly developing Sunrise -Swan area Herder Homes is selling phase two of Tierra Serena, a townhome complex which will eventually number 117 units. Of that nearly half have been sold, with prices beginning at $79,900. A second Herder townhome project is being developed on Speedway and Pantano Road. When completed, Casa Real will total 185 homes, with 120 now built and more than 80 sold. Prices begin at $66,500. Pantano Townhomes, in its second development phase, has sold more than half of its projected total of 210 units. The two, three and four -bedroom townhomes are on Tanque Verde Road east of Pan- tano Wash, and range in price from $58,900 to $73,900. Nanini Library instant success Nanini Branch Library Director Mary Cannon says that northwest residents call the new branch at 7300 N. Shannon Road an "oasis in the middle of the desert." Since it opened its doors in October, the library has experienced rapidly ex- panding use. Between December and.January use inceased 44.3 percent. Rapid growth of library use prompted the Pima County Board of Super- visors to add two staff members beginning in July, bringing the total number to 10.
