La Canada Drive Oro Valley, Arizona 85737 RE: June 17, 2020 - Development Impact Fees Ladies and gentlemen, The Oro Valley Chamber of Commerce, Southern Arizona Home Builders Association (SAHBA), Metropolitan Pima Alliance (MPA), Tucson Association of Realtors and the Tucson Metro Chamber are appreciative of the dynamic conversations among industry leaders, Town staff and Tischler Bise representatives concerning Impact Fees. We also appreciated the discussion amongst you and the Council Members during your May 6 Public Hearing, recognizing the impact the pandemic has and continues to have on small businesses throughout the region. It was clear that the Town wants to find reasonable solutions that will not place additional undue burdens on business. In a May 211t memo, Town Manager Jacobs proposed several possible paths of action that the Mayor and Council could take. We believe that Option 3 is a step in the right direction. We support the delay of implementation of the fees; however, we would ask that the Mayor and Council extend this deadline to July 1, 2022. As proposed in Option 3, the fee increases would not take place until July of 2021, about 10 months after the fees were initially set to go into effect in September 2020. Our concern is that this does not provide a long enough relief period for those negatively impacted by COVID. Additionally, Option 3 states that, "Developments that obtain a final plat or site plan approval before July 1, 2021 receive a 24 -month delay to pay fees." For projects to take advantage of the delay, they would already need to be or just about to start the planning process. With such uncertainty in the market, we do not feel developers would be able to realistically take advantage of this delay. We understand the difficulties faced by governments and municipalities across the country. We also know that the Town has great interest to promote economic vitality that reflects the culture and unique aspects of Oro Valley. We ask you collectively, representing the business and development community in Southern Arizona, to simply add an additional 12 months to timeline to implement fee increases, and to reassess the fees at that time.
