July 2001. • Task Force Kick-off July 23, 2001. • Purpose Statement was formulated by Exexutive Committee and presented to Task Force in August 2001 (Attachment "A"). • Six public input meetings were conducted from August to December 2001. • Town Manager presented the Town Facilities Needs Report to the Task Force on November 5. • Consultantp resented Tech Memo #1 to the Task Force on November 19. The Memo contains a background report for the site and a site opportunity and constraints study(Attachment"B"). � • Consultant developed matrix of public input that included a summary of all uses and activities requested p by people in attendance at the meetings or via letters and e-mail. • Public Design Workshop held January 7 at Copper Creek School. One hundred twenty people were in attendance and fourteen separate plans were developed by the public. • onsultant summarized DesignWorkshop plans and formulated a priority list of uses and activites based C on the most common uses and activities appearing on the fourteen plans. • Task Force reviewed DesignWorkshoppriority list and developed the Task Force recommended priority list on February 4. • Design Workshop priority list and Task Force priority list forwarded to Executive Committee on Februa 11. The Memo summarizes all the public input and participation including the design plans generated at the Design Workshop. It also summarizes the prioritization process used by the Task Force to determine the high priority uses. • Consultant develops two preliminary"bubble" drawings showing generalized land use and activitiy groupings and presents to Task Force on March 11. Task Force directs Consultant to proceed with the refinement of "bubble" drawings and developing them into preliminary concept plans. • Prelimary concept plans unveiled to Task Force on April 15 and at a Public Forum on April 29 (attached). Concept plans show all land uses and activities that were high priority uses as recommended by the Task Force and Executive Committee. STATUS OF MASTER PLAN Heretofore, the process has centered on concepts,principles, standards and preferred uses and activities. Now we are entering a phase where all the concepts are structured into actual buildings and improvements on a site plan. During this phase, we need to solidity the final components of land use and activities. The next phase will include costing out all proposed uses, improvements and infrastructure and refining the two preliminary concept plans into one unified Master Plan. The Master Plan and Master Plan Document should be completed in July in accordance with the preapproved schedule. Formal approvals may and probably will extend into beyond July. The Executive Committee, consultant and staff will provide a presentation of the preliminary concept plans at the Study Session. 74101- 97,- Community Develop a ent Director Town Mana -r t Ate Attachment "A" , .0000000 ilioto.***,... /00 110 NARANJA TOWN SITE MASTER PLAN EXECUTIVE COMMITTEE VISION STATEMENT 4 The overall purpose of the Executive Committee, and the Task Force is to develop for Town Council approval a Master Plan for the Naranja Town Site. A 12 month contract with Stantec Consulting, Inc., (hereafter refer to as the consultant), will provide the basis for detailed project development and documentation, ultimately leading to the creation of the Naranja Town Site Master Plan. The specific purpose of the Executive Committee, consisting of the Project Manager and five Town Council appointees, is to function as an overall steering committee during the development phase of the Project. Interacting directly with the consultant, as well as the Task Force, the Executive Committee will establish priorities among competing proposals for utilization of the site, clarify as necessary compatibility among proposals, provide relevant guidance to the consultant, assure along with the Project Manager that the consultant fulfills all contractual requirements, and make certain that a quality project is completed on schedule by the consultant for presentation to Town Council. The specific purpose of the Task Force, consisting of various Town officials and appointed community representatives, is to assemble ideas and proposals for utilization of the site. This critical process of gathering ideas and proposals, including those previously documented, will involve input from the public and interest groups, "brainstorming"by Task Force members, interaction with the consultant to determine suitability of proposals for the site, and interface with the Executive Committee so that the Committee can resolve conflicts and determine priorities among competing proposals. The consultant's purpose is specified in details of the contract negotiated with Town officials. In brief, the consultant is responsible for a thorough study of the site to include zoning and developmental constraints, for facilitating public input of ideas and proposals, for interaction with the Task Force and Executive Committee to define feasible proposals for utilization of the site, and ultimately for developing a comprehensive master plan with complete documentation for presentation to Town Council. . Site Opportunities and Constraints Town of Oro Valley Master Plan for Naranja Town Site Stantec Consulting Inc./The Architecture Company SITE OPPORTUNITIES AND CONSTRAINTS ANALYSIS The Site Opportunities and Constraints Analysis describes and evaluates the following site conditions and features which may either facilitate or hinder development of the Naranja Town Site. Overview/Context The Naranja Town Site property is located on the north side of Naranja Drive, one-half mile east of La Canada Drive and consists of approximately 212 acres within Section 2, Township 12 South, Range 13 East, Oro Valley, Arizona. According to Pima County Assessor's records, the property is recorded as: Parcel 224-03-169F 170.62 acres Town of Oro Valley Parcel 224-03-169H 41.35 acres Town of Oro Valley 211.97 acres The 170 acre parcel, formerly owned by the State of Arizona, was leased for cattle grazing activities from 1954 through 1982 and sand and gravel extraction operations from 1962 through 1999. During the 1990s, the parcel contained a stationary asphalt mixing plant. The former mineral extraction area has been regraded and industrial structures have been removed from the property. The western 41 acre parcel is undeveloped and was master planned in 1997 for the Copper Creek Ridge Park. Surrounding Development Surrounding development within one-quarter mile primarily consists of single- family residential neighborhoods of low to medium density residential zoning. Copper Creek (R-4 zoning) to the west of the site includes twelve subdivisions of approximately 957 single-family residences. Adjacent to the northwest portion of the subject property is the Copper Creek Elementary School (R1-144 zoning) at 11620 N. Copper Spring Trail. South of the site is the Monte Del Oro subdivision (R-43 zoning) which consists of 187 custom single-family residences. To the east, five subdivisions including Monterra Hills I and Il, Monterra Knolls, Monterra Ridge and Monterra Estates comprise 639 single-family residences pursuant to Planned Area Development (PAD) zoning. Immediately north of the site is vacant land that is zoned for commercial, office and multi-family uses pursuant to the Monterra Hills PAD. North of Tangerine Road is the Coyote Ridge and Rancho De Oro subdivisions (R1-36 and R1-20 zoning) which include 152 single- family residences. Topography Field inspection of the 212 acre property and evaluation of the 1998 two-foot contour aerial topography confirmed that the site's topography is composed of Town of Oro Valley Master Plan for Naranja Town Site 1 Stantec Consulting Inc./The Architecture Company natural sloping terrain and graded areas remaining from previous mineral extraction operations. Generally elevations range from 2808 along the eastern ridgeline to 2670 within the wash area adjacent to Naranja Drive. The western portion of the property is characterized by a north-south ridgeline area of fairly gentle terrain that descends to the east with areas of 25%+ natural slopes and rolling hills. The northwest corner of the site contains natural hillside areas of 25%+ slopes that overlook a vegetated natural wash corridor. The majority of the eastern portion of the site, which was utilized for sand and gravel extraction and industrial uses, has been substantially graded and recontoured to create a large flat expanse of approximately 70 acres. Surrounding this area are severely eroded graded slopes that exceed 25%. The southern portion of the site includes a former lake site that was used in the mineral extraction process and rolling hillside areas that contain 25% and greater natural slopes. All properties within Oro Valley must conform to the Town's Hillside Development Zone (HDZ) regulations, which limit the maximum allowable graded area for non- residential development on sites that contain average cross slopes greater than 15%. The site's pre-development average cross slope calculation, as measured on the 1998 1"=100' scale aerial topography, and as defined in the Town of Oro Valley Zoning Code, Article 10-1, Hillside Development Zone (HDZ) is: contour length contour length 2670 363' 2740 13,882' 2680 2,290' 2750 13,425 - 2690 4,476' 2760 10,037' 2700 10,141' 2770 9,041' 2710 10,946' 2780 8,318' 2720 16,749' 2790 5,949' `-' 2730 19,327' 2800 4,218' 129,162 rte. contour interval: 10' length: 129,162' area: 211.9 acres • Average Cross Slope Calculation: 10 x 129,162 x .0023 211.9 = 14.02% Given that the property's Average Cross Slope (ACS) calculation is less than 15%, Oro Valley's HDZ regulations will not limit the maximum grading of the site in accordance with Section 10-105C Non-Residential Development HDZ Regulations. Natural and graded slopes which are 25% and greater are shown on the Site Opportunities and Constraints exhibit. The natural 25%+ slopes Town of Oro Valley Master Plan for Naranja Town Site 2 Stantec Consulting Inc./The Architecture Company mainly occur on the western portion of the property and comprise 32.46 acres or 15% of the total site area. The graded 25%+ slopes surround the former sand and gravel extraction area on the eastern half of the site and comprise 24.26 acres or 11% of the total site area. Hydrology The northwestern portion of the Naranja Town Site is traversed by an unnamed natural wash that originates in the Tortolita Mountain foothills to the north and ultimately discharges in the Canada del Oro Wash, approximately 1 1/2 miles south of the site. This off-site watershed generates a peak discharge of 1960 cubic feet per second (cfs) where the drainage enters the property at the northwest corner. Previous mineral extraction uses of the site truncated the wash and redirected the drainage flow through two 48" culverts under the Naranja Drive entrance road and into a lake basin. In 1999, the lake basin was drained and drainage flow resumed south of the breached dam to exit the site at Naranja Drive with an estimated discharge of 2050 cfs. The subject property is not located within a critical or balanced basin as shown on the map of"Critical and Balanced Basins in Eastern Pima County", revised February 17, 1987, and therefore stormwater detention/retention facilities may not be required subject to approval of Town of Oro Valley staff. Based upon the current Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) for Pima County, Arizona, Community Panel No. 04019C1040 K, effective date February 8, 1999, the site is designated within unshaded Zone X, areas determined to be outside of the 500-year floodplain. Vegetation The project area occurs within the Sonoran floristic/physiographic region, characterized by moderate to high mountain ranges and intervening valleys. The dominant vegetation throughout the majority of the site is comprised of upland Sonoran Desert scrub biotic community. The onsite exception to the biotic community is the vegetation within the former lake basin and areas disturbed by the previous gravel extraction activities. Vegetation within the boundaries of the former lake basin is comprised mostly of non-native plants including Salt Cedar (Tamarix sp.) and several large Eucalyptus trees (Eucalyptus sp.). Areas impacted by the gravel extraction activities have high concentrations of vegetation associated with disturbed soils, such as Russian Thistle (Salsola iberica), Desert Broom (Baccharis sarothroides), and Camphorweed (Heterotheca psammophila). The most pristine vegetation on the property is found in the ephemeral wash on the northwest side of the property and the uplands surrounding the wash. The wash contains Mesquite (Prosopis sp.), Whitethorn Acacia (Acacia constricta), Town of Oro Valley Master Plan for Naranja Town Site 3 Stantec Consulting Inc./The Architecture Company and Warnock Condalia (Condalia warnockii var. kearneyana), while the upland vegetation consists of Foothill Palo Verde (Cercidium microphyllum), Triangle Leaf Bursage (Ambrosia deltoidea), and several species of Cacti (Opuntia sp.). A complete list of vegetation noted during an extensive field visit is provided in Table 1. However, the site is located within cactus ferruginous pygmy-owl (pygmy-owl) survey zone 1 as designated by the US Fish and Wildlife Service. Furthermore, suitable habitat for this bird in the form of large trees and saguaro cacti is present on-site. For these reasons pygmy-owl surveys may be required prior to vegetation clearing. There are no known roosting sites suitable for the lesser long-nosed bat, a federally listed endangered species, on or adjacent to the property. However, food sources for the lesser long-nosed bat are present within the project area. Site development should consider no net loss of columnar cacti such as saguaro (Carnegiea gigantea). Other than the Town of Oro Valley Master Plan for Naranja Town Site 4 Stantec Consulting Inc./The Architecture Company pygmy-owl and lesser long-nosed bat, there are no known threatened and endangered species concerns. In compliance with the Town of Oro Valley's Native Plant Preservation Ordinance, a native plant preservation survey will be required if any native vegetation protected under this ordinance will be impacted during construction activities. The northwest natural wash area has been classified as "Low Xeroriparian p Habitat" by the Town of Oro Valley Riparian Habitat Protection OverlayDistrict. Low Xeroriparian Habitats typically occur along minor watercourses with intermittent or ephemeral stream flows and may include vegetation species from adjoining upland areas. Mesquite, Whitethorn Acacia, Desert Hackberry, and concentrations of upland species such as Creosote and Bursage are typically found within Low Xeroriparian habitats. If this regulated habitat is preserved or if the alterations are incidental, no onsite mitigation is required. However, if site development encroaches within the Low Xeroriparian Habitat, onsite mitigation will need to include the planting of trees, shrubs and understory plants in order to reestablish a natural riparian habitat plant community of similar value to that which is removed. The Town of Oro Valley Focus 2020: General Plan Environmentally Sensitive Lands Overlay Zone (ESLO) Element conducted a resource inventory survey in 1999 which identified community-wide sensitive biological resources, including sensitive habitat types and locations, corridors between habitat areas and buffer areas necessary to protect these resources. This reconnaissance survey classified the Low Xeroriparian Habitat within the northwest wash area as a biological resource and environmentally sensitive land. Viewsheds Views and vistas from surrounding properties that could be affected bysite include development the Copper Creek residential neighborhood immediately adjacent to the western portion of site. Specifically, viewsheds from residences along Copper Spring Trail and Eagle Landing Place are most vulnerable to site development along the onsite upland ridgeline area located 200'-300' inside the western property line. Other surrounding residential neighborhoods, including Monterra Hills and Monte Del Oro would experience low to moderate viewshed impact from site development as intervening onsite topography and ridgeline areas visually buffer their views of the interior of the subject property. Several panoramic vistas are present from the site, including magnificent views of the Santa Catalina Mountains and Pusch Ridge to the east and southeast. Additional panoramic viewsheds offer vistas of the Tortolita Mountains to the north and more distant southwest views of the Tucson Mountains and downtown Tucson are experienced from the eastern bluff areas. Town of Oro Valley Master Plan for Naranja Town Site 5 Stantec Consulting Inc./The Architecture Company Cultural Resources The subject property was surveyed for cultural/archaeological resources on April 10 & 11, 1999, for the 173 parcel and on August 22, 2001, for the 41.35 acre parcel by Dr. David Stephen, Archaeologist (PAST). The purpose of these surveys was to locate and describe cultural resources that might be adversely affected by site development. Even though one site was discovered and recorded in 1994 when the subject property was State Land, Dr. Stephen states that no further work is warranted at the present time. General Plan The property is within the coverage of Focus 2020: Town of Oro Valley General Plan, adopted in 1996, which designates the site as Parks/Open Space land use. This designation denotes areas that are to be developed for public recreational facilities or nature preserves. Furthermore, the Parks, Open Space, and Recreational Element of the General Plan underscores the importance of natural and recreational open space areas in framing the community's character. The Parks, Open Space, and Trails Master Plan (POST), adopted in 1994, designated the subject property as an excellent opportunity for the development of a Community/Regional Park. Recreational uses envisioned by the POST for a community park include tennis courts, multi-use courts, playing fields and picnic areas and possibly a community center building. Regional parks are designed to provide recreational facilities for the entire community and might include amenities for fishing, swimming, camping, trail uses and play areas. The POST was updated in 1999 and again identified the subject property as a possible community park site. Existing Zoning The Naranja Town Site property is currently zoned R1-144, Single Family Residential District. The Town of Oro Valley Zoning Code specifies that this zoning district is intended to promote suburban-rural single-family residential development with minimum lot sizes of 144,000 square feet or 3.31 acres and a maximum building height of 18 feet. The R1-144 regulations also conditionally permit `analogous' uses pursuant to the approval of the Town Council subject to prior review and recommendation by the Planning Commission. Circulation Legal and physical access to the property is provided by Naranja Drive, currently a two-lane arterial street within an existing 150' width right-of-way (ROW) along the southern property line. Secondary access to the site might be provided by Tangerine Road/State Route 989, a two-lane arterial highway within an existing 300' ROW located approximately 1100' north of the subject property. Existing Town of Oro Valley Master Plan for Naranja Town Site 6 Stantec Consulting Inc./The Architecture Company traffic counts as documented by Pima Association of Governments include Naranja Road at 5,300 trips (2001), and Tangerine Road at 10,800 trips (2000). The Town of Oro Valley Bikeways Plan — Revised 2001 proposes a circular shared use pathway system within the Naranja Town Site that has linkages to surrounding neighborhoods and the future bike lane along Naranja Drive and an existing bike lane along Tangerine Road. The Oro Valley Trail System Plan envisions trail corridors throughout the subject property, including a planned trail along the natural wash corridor from Naranja Drive to Tangerine Road and a planned multi-use pathway traversing east and west from Monterra Hills to Copper Creek. Infrastructure/Utilities Sewer— Pima County Wastewater Management (PCWWM) maintains 8" and 12" sewer lines vVithin the Nay aa Drive ROW to the west and east of the subject property, which pursuant to a conversation with Glenn Hitz, PCWWM, could be accessed with capacity for park development. Water— The property is within the service area of Oro Valley Water Utility, which maintains a 12" water line within the Naranja Drive ROW and 8" and 12" water lines within surrounding subdivisions that can be extended to service the site. Gas, Electricity and Telephone-- The service providers for each of these utilities, Southwest Gas Company, Tucson Electric Power Company and Qwest, currently maintain facilities within the vicinity that can be extended to provide service to this project. Tucson Electric Power Company maintains overhead electricp ower lines within the Naranja Drive and Tangerine Road ROWs and underground facilities within the adjacent subdivisions. Southwest Gas Company maintains 2" gas lines within the Copper Creek and Monterra Hills subdivisions. Previous Site Studies In October 1997, the 39 acre western portion of the property was masterp lanned as the Copper Creek Ridge Park (McGann & Associates). Phase One park facilities included two lighted tennis/basketball courts, lighted softball/little league field, lighted soccer field, sand volleyball court, two picnic ramadas, restrooms, children's play area, one-half mile walking path and 30 space parking lot. Phase Two park facilities included three lighted softball/little league fields, concession/restroom building, children's play area, two picnic ramadas and 90 space parking lot. The park preserved 75% of the site as natural open space and had vehicular access from Copper Spring Trail and Naranja Drive. In October 1999, Phase One Environmental Site Assessment (EEC) was prepared for the 170 acre State land parcel. This assessment revealed no Town of Oro Valley Master Plan for Naranja Town Site 7 Stantec Consulting Inc./The Architecture Company evidence of recognized environmental conditions associated with the previous onsite sand and gravel extraction operation and asphalt mixing plant. In addition, this study documented four registered water wells on the subject property, two of which were owned by R.E. Miller Paving and two wells owned by the State of Arizona. All four water wells were located within a ten acre parcel located in the central portion of the subject property. Development Feasibility The Naranja Town Site has excellent potential for the development of a community park that offers the citizens of Oro Valley passive and active recreational activities and cultural amenities. The 212 acre site consists of various subregions of diverse topography and vegetation that afford opportunities for the separation, as well as, integration of passive and active recreational uses. Active play sportsfields could be designated within the previously-graded flat terrain of the eastern portion of the site while passive nature trails could be designed within the northwestern natural wash corridor and surrounding the former lake basin. The property is also suitable for cultural uses, such as a community center, provided that site selection considers circulation access and parking constraints. The Site Opportunities and Constraints exhibit illustrates the following site conditions and features which limit the developability of the subject property: • 100-year Floodplain 16.09 acres • 25% and greater Natural Slopes 32.46 acres 48.55 acres or 23% of site Even though this illustrates that 163 acres are not constrained by floodplain or steep slopes, a greater portion of the site may not be developable due to significant vegetation, inaccessibility, areas adjacent to natural washes, and other topographic and natural features which should be left undisturbed. In order to quantify the site development potential of the subject property, it can be assumed that approximately 127 acres or 60% of the site can support the intended uses associated with a community park. Town of Oro Valley Master Plan for Naranja Town Site 8 Stantec Consulting Inc./The Architecture Company COMMUNITY PARTICIPATION PROGRAM The Community Participation Program was initiated in July of 2001. Staff and the consultant initially agreed upon a schedule of two meetings per month during August, September and October at which the Naranja Town Site Master Plan Task Force would hear presentations from various interest groups and individuals regarding their vision for the site. A questionnaire was developed as another aid in soliciting input from the community. The questionnaire was posted on the Town's website and distributed to neighborhood associations and other mailings. An article was written for the North Pima County Chamber of Commerce newsletter in which the public was asked to share their opinions. In addition, publicity materials for the Oro Valley General Plan Update included information about the Naranja Town Site Master Plan, and gave information about how citizens could get involved. In October, it was determined that the meetings where the Task Force hears from the public needed to be extended into the first week of November. In mid- November a presentation will be made to present the cumulative input from the public which has been documented in the form of a matrix. Ideas for types of facilities will be grouped into general categories, such as performing arts, sports fields, indoor recreation, etc. Also at this meeting, the consultant will present the results of their opportunities and constraints analysis. The expectation is that the Task Force and the general public will leave this meeting with a better understanding of the community needs and the space available to accommodate them. The first week of December will mark the first community design workshop. This will be a critical point in the process as the community helps narrow down the number of facilities in order to respond to the site constraints. Attendees will break into working groups where they will be provided an aerial of the site, and puzzle pieces representing different facilities. These pieces will be "to scale" so participants can see just how much space is needed for sports fields and the like. The consultants will use the results of this workshop to guide them during the development of alternative concepts, which will take place during December and January. February 2002 will be the point at which alternative design concepts are presented to the Task Force and the public. A second design workshop will take place in late February or early March at which the public will be asked to select their favorite design concept. This information will be presented to the Naranja Town Site Master Plan Executive Committee who will then make a recommendation to the Town Council. The questionnaire was posted on the Town's website and distributed to neighborhood associations and other mailings. An article was written for the North Pima County Chamber of Commerce newsletter in which the public was asked to share their opinions. In addition, publicity materials for the Oro Valley General Plan Update included information about the Naranja Town Site Master Plan, and gave information about how citizens could get involved. In October, it was determined that the meetings where the Task Force takes input from the public needed to be extended into the first week of November and as summarized above six stakeholder presentations were made on November 5, 2001. On November 19, 2001 , the Task Force Committee was provided with the cumulative input from the 38 stakeholder groups as documented in Exhibit 1. Ideas for types of facilities were grouped into general categories, such as recreational sport fields and courts, other recreational uses, cultural facilities and administrative facilities. Also at this meeting, the consultant presented the results of their site opportunities and constraints analysis, which described and evaluated site conditions and features, which may either facilitate or hinder development of the Naranja Town Site. The project's Site Opportunities and Constraints Analysis is included within Tech Memo No. 1. Community Design Workshop The first community design workshop was held on January 7, 2002. There was an excellent response from the community. So much so that fourteen teams were created, varying from six to ten members, to study the Naranja Town Site and develop design concepts. When people arrived at the workshop, they were initially asked about their primary area of interest in this project. People were generally directed to a specific table so that a variety of interests would be represented in each group. However, this procedure was not strictly enforced. Some teams resulted that had an interest in a single issue, such as the environment or the arts. Once the teams were formed, each group was provided with an aerial topographic base map of the site, opportunities and constraints exhibit and pre-printed "cut outs" representing different facilities at the same scale as the base map. There was a great degree of interaction among each of the teams. After about one and one-half hours, the teams were asked to post their design concepts and select a representative to explain it. There was a good deal of variety in terms of the concepts, but some features were included in almost every design. Almost as frequently, amphitheater, performing arts center, recreation center and softball/baseball fields were included. A trail around the perimeter of the site appeared in almost every concept. In addition to the elements identified above, another common feature that was evident in almost all design concepts was the clustering of uses into activity zones. Three zones became apparent: cultural, recreation and office. The pictures of each design concept can be found in Exhibit 3, along with the activity zones and major elements highlighted. Town of Oro Valley 3 Master Plan for Naranja Town Site Stantec Consulting Inc./The Architecture Company MASTER PLAN PROGRAM The Master Plan Program, which formulates the goals and parameters for the design of the Naranja Town Site, is derived in large part by the stakeholder group's input, the results of the Community Design Workshop and direction from the Task Force Committee. The prioritization of Town Site facilities is an important step in the Master Plan Program phase in order to avoid potential conflicts or constraints during future detailed site design phase. The designer/consultant needs to know which elements and uses have the highest priority, so that they may be addressed first. In addition, it also aids in identifying the sequence for incorporating these features into the park construction program and identifying future funding sources. Community Design Workshop Priority of Uses The consultants are using the results of the January 7, 2002 workshop to guide them during the design of alternative concept plans. In order to determine the priority of uses as expressed at the Community Design Workshop, the matrix of uses shown above was refined to rank the priority of uses from highest to lowest. As shown on Exhibit 4, the high priority uses for the site included amphitheater, performing arts center, recreation center, tennis courts, other sport courts, soccer/football fields, softball/baseball fields, playgrounds, and dog park. Medium priority uses included museums, festival area, aquatic center, skate park, bmx track, lake, and nature center. Task Force Committee Priority of Uses On February 4, 2002, the Task Force Committee was asked to provide further direction on the prioritization of facilities. A polling of Task Force Committee members was used to determine the highest to lowest priority uses. Priorities of the Task Force mirrored the design concepts created at the community workshop. Little League fields, Pop Warner football fields, multi-use fields, playgrounds, tennis courts, basketball courts, tetherball, skate park, skate surface, community center (gym, multi-purpose room, fitness center, classrooms), nature center, dog park/dog obedience, paved multi-use trail, nature trail, meeting rooms (within community center), and classrooms (within community center) all received unanimous votes from the Task Force. As a result, these facilities were given a "high" priority rating. Though not unanimous other high priority uses included softball fields, youth soccer fields, volleyball courts, horseshoe pits, bmx park, senior center, outdoor amphitheater and outdoor festival area, Medium priority ratings were given to baseball fields, full-size soccer fields, aquatic center, performance hall and Town administrative facilities. Town of Oro Valley 4 Master Plan for Naranja Town Site Stantec Consulting Inc./The Architecture Company On February 4, 2002 Town staff gave a presentation on Parks, Open Space and Trails planning standards that were adopted as part of the Focus 2020: Oro Valley General Plan. These standards are based on the number of residents in Oro Valley, and can be used to determine future needs. Based on these standards, the facilities with the greatest need in the community are tennis courts, picnic ramadas, sports fields (including baseball, Little League, soccer, football, and softball), and basketball courts. These needs are consistent with the facilities that received the highest priority ranking by the Task Force Committee. MASTER PLAN DEVELOPMENT Preliminary Alternative Development Concept Plans The next step in the process is the creation of the Town Site Master Plan, which is based on the Master Plan Program derived from community input and the Task Force Committee direction, as well as, from the findings of the Site Opportunities and Constraints Analysis. The consultant will design two alternative concept plans denoting various development options. Each alternative concept plan will depict recreational and cultural facilities, building footprints, parking layouts and circulation, pedestrian walkways, bicycle paths, trail linkages, and project focal points, i.e., plazas. A Task Force review meeting will be held to evaluate each alternative concept plan. The best elements of the alternatives will then be combined into a refined Concept Plan, that will be reviewed by the community at another public workshop in the near future. Once this general feed back is incorporated, the final master plan concept will be presented to the Task Force Committee and Executive Committee for a recommendation. The Master Plan will then be taken before the Oro Valley Town Council for approval. To initiate the design phase, attached are two Preliminary Concept Plan Alternatives, that depict general locations of recreational and cultural facilities and proposed circulation linkages. With the approval of the Task Force Committee these preliminary concepts will become the basis for the more detailed alternative concept plans described above.
