This memorandum serves as staff follow-up to these issues. 1. Issue: Salary/Hire Date for the Water Utility's GIS Analyst Position Response: The estimated salary is $30,000 - $40,000 per year with an estimated hire date of October 1 , 2001. 2. Issue: Electricity Costs for Pumping Response: The Water Utility staff will continue to look for opportunities to save on pumping costs such as long-term pricing contracts and interruptible power supplies in instances where such arrangements would be feasible for continued water supply. 3. Issue: Cash Reserves — Oro Valley Water Utility Connection Fees Construction Fund Response: The line item labeled contingency in an amount of $1,177,868 will be more clearly defined as "Restricted Cash Reserves Contingency". 4. Issue: Councilmember Johnson requested a summation of contingencies and interest income. Response: Please refer to the attachment. 5. Issue: HB 2565 Revenue Estimate for Public Transportation Fund Response: The Finance Director was notified by the Transit Services Administrator on May 24 that the estimated revenues for HB 2565 (SFY 2001) should be reduced from the current $80,000 figure to $39,174. The result of this change would also decrease the contingency by $40,826 leaving a contingency balance of $56,183. Please refer to the attached memorandum from the Transit Services Administrator for further detail. 6. Issue: General Fund Expenditure Adjustments per Council Review through May 23, 2001 Response: Please refer to the last sheet of attachments identified as Issue #6. Staff is seeking Council direction with regard to these issues in order to finalize the tentative budget for Council adoption. Impact Fees 2,232,453 160,000 Oro Valley Water Utility 5,523,960 235,000 Oro Valley Stormwater Utility 38,075 - TOTAL $ 23,193,340 $ 999,000 TOWN OF ORO VALLEY DEPARTMENT OF PUBLIC WORKS INTEROFFICE MEMORANDUM TO: BILL JANSEN, PUBLIC WORKS DIRECTOR FROM: JOHN ZUKAS, TRANSIT SERVICES ADMINISTRATOR SUBJECT: LTAF II UPDATE SFY 2001, LTAF II FUNDING STATUS FY 2002 DATE: MAY 23, 2001 CC: DAVID ANDREWS, FINANCE DIRECTOR On Monday, May 21, 2001 Tom Fisher, PAG Intermodal Transportation Planner forwarded a memo pursuant to updating the PAG Region on LTAF II for State Fiscal Year 2001 and updating the PAG Region on the funding status for LTAF II for State Fiscal Year 2002. 1. State Fiscal Year 2001 (LTAF II)—The possibility of a 6.4% shortfall was projected in April 2001. However, Powerball input (which augments the revenue source) for the first 9 months of this fiscal year was actually "ahead" of last year's trend. Therefore, only the finally tally will indicate if any shortfall really exists. 2. State Fiscal Year LTAF II 2002 projections —Within the past few weeks the State Legislature acted to make significant reductions in the State's overall transportation budget for SFY 2002. The current projected allocation for SFY 2002 is now approximately $7 million in State General Funds, which represents a 54.2% reduction, compared with SFY 2001's originally published allocation. Attached for your review are the PAG Region's expected allocations via this projected reduction. 3. Powerball contribution — In each of the past few years, in the last quarter of the fiscal year, the Powerball lottery has contributed from a few to several million dollars into the LTAF II fund. Originally, LTAF II's primary source was Vehicle License Tax (VCT). Currently its primary source is the State's General Fund (which isn't fairing too well). Since the Powerball revenue has been inconsistent to the extent ADOT cannot predict its "behavior", it has not been included in the LTAF II projections for SFY 2002 (hence the projected shortfall). 4. Other application and funding issues — This summer ADOT will formally publish the SFY 2002 distribution projections, and application instructions. Approved grants will again have to be used for transit or other public transportation purposes. Typically the LTAF II funds have been distributed to jurisdictions on a quarterly basis. Due to changes in this year's LTAF II legislative fundingprocess, it is not yet known exactly how the new LTAF g II funds will be distributed, i.e., on a quarterly basis as is past years, or in a lump sum on either end of the fiscal year. Extending the start of the contracts to a date 60 days after the beginning of the fiscal year was necessitated by the fact that our tentative budget is not adopted until mid-late June and the final budget is not adopted until the middle of July. In order to finalize contracts with providers, and complete annual open enrollment proceedings, it was necessary to push the contract dates to September 1. Unfortunately,pursuant to our contracts, the providers do not have to provide renewal rates before 90 days prior to the contract renewal date. In prior years we were able to obtain our rates in early May, in times of rapid rate escalation (2001, for example), the providers will normally wait until the 90-day limit (June 1). HEALTH CARE RATES The Town of Oro Valley's current benefit rate structure is highlighted in Exhibit A. Health care rates have risen very rapidly in Tucson for the past year. There are numerous "horror stories" involving public sector entities receiving rate increases in excess of 40-50%. In fact, both Sahuarita and Marana have reported increases in that range. Amphitheater School District received rate increases in excess of 40% and 90% from their two providers. Other similar rate increase amounts have been reported in the private sector. Oro Valley is currently exploring the possibility of a health care consortium with the City of Tucson, Pima Community College, Marana, Sahuarita, and others. Unfortunately,pronounced differences in the rates currently being paid may render such an arrangement impractical for those who currently have rates lower than the average, despite the obvious appeal to those with rates higher than the average. While that effort is ongoing, we should be prepared to finalize our own contracts for FY 2001-02. United Healthcare has forwarded preliminary rates (Exhibit B). While negotiations are still ongoing, I have to assume that United may be unyielding,based on local trend information. United has given us two quotes—a 21% increase if we single source with them and eliminate our other carrier, Health-Net (formerly Intergroup), or 31.5% if we continue to offer United in addition to another carrier. It is significant to note that in either instance, some of the plan characteristics will change markedly. Health-Net has not delivered rates yet,but they expect to finalize them on Tuesday, May 29. I will attempt to forward them to Mayor and Council before the May 30 meeting date. In addition, our broker, Bob Hansen is also pursuing rate quotes from Pacificare and Blue Cross/Blue Shield. Total cost scenarios are dependent upon the receipt of the additional quotes. The Town's existing policy is to pay 100% of the employee-only cost of the least expensive plan, and to pay 75% of the difference between the additional cost of the dependent coverage and the employee only rate for the least expensive plan. Based on projections developed earlier in the budget year, we have budgeted 26% for increased health care premiums for FY 2001-02. Trend data for the Tucson area, coupled with our plan utilization levels, supported projections at that level. The "sole source"rates received from United Health Care will meet that level. Employee Benefit Rate Considerations, p. 2 Pending renewal quotes from Health-Net, or the receipt of quotes from other possible providers, there are numerous possible options for your consideration—but in essence, the Town will have to determine, based on the rate comparisons, whether to continue with two plans or opt for coverage with a single provider. In addition to rate considerations, if one, or both, of the current providers is eliminated, we will have to consider continuation of treatment issues (pregnancies, oncology treatments, etc.). Given the scope of the increased premium levels,we may have to opt for increasing employee contribution levels in order to help offset the significant level of increase that the Town will have to bear. Unfortunately, pending the receipt of Health-net's rates (anticipated on Tuesday, May 29) it is difficult to project which scenario is the most advantageous,however, pending the receipt of other quotes, a recommendation will be developed. DENTAL RATES For the past few years, employees of the Town of Oro Valley have voiced concerns with our existing dental plan (Employers' Dental Services—or E.D.S.). The plan is commonly referred to as a prepaid dental program (also known as a D.M.O. or dental maintenance organization). Participants are restricted to using the dentists who contract with the plan. At times, E.D.S.' panel of participating dentists has been very restricted, and at times the only dentists accepting new patients have been located in the eastern or southern areas of Tucson. Long waiting times for appointments have been another primary complaint of our employees. Our broker has developed an extensive list of quotes for alternative dental plans (Exhibit C). The highlighted plan from Reliance Standard appears to be the most cost-effective plan that offers the levels of service we were attempting to deliver to our employees. Reliance Standard appears to offer a network of local dentists that is larger than the panel provided by E.D.S. Employees who seek treatment through the network of providers will receive higher levels of benefits - 100% for preventative procedures, 80% for basic services, and 50% for major services. Those who obtain"out-of network" services receive 80% for preventative procedures, 60% for basic services, and 40% for major services. The advantage of this plan is that it does allow employees to seek services from non-network providers if they assume more of the cost of the treatment. In addition, the Reliance Standard plan also provides orthodontic benefits. Costs of the plan are outlined in Exhibit D. It is important to note that in preliminary budgeting the Town budgeted dental premium increases equal to our COLA (3.3%). The added cost of the Reliance Standard plan is difficult to estimate accurately, because we can assume there will be added enrollments for the new plan. The level of dissatisfaction with the E.D.S. plan has led to lower enrollment levels in recent years. The increased annual cost of offering the new dental program is anticipated to be between $18,000 and $39,000 and may be partially offset by eventual reductions in health care costs below current budget levels. FISCAL IMPACT: As noted above. SUGGESTED MOTION: To be developed subsequent to receipt and analysis of other health plan quotes. Our plan is a prepaid plan, which basically provides our employees discounts on services through contracted providers.
