SUBJ: Performance Standards and Criteria - Fire Advisory Board
SUMMARY: Attached are the recommended short-term Performance Standards and
Criteria and the recommended Non-Emergency services for fire providers of the Town
of Oro Valley.
Also, the Fire Advisory Board is recommending to have Town staff get a cost analysis
by an individual provider to determine the cost to provide the recommended standards
in Oro Valley.
The Fire Advisory Board is continuing with long-term strategic objectives.
SUGGESTED MOTION: I move to accept the recommended short-term Performance
Standards and Criteria and the recommended Non-Emergency services for fire
providers of the Town of Oro Valley.

PERFORMANCE STANDARDS AND CRITERIA
FOR FIRE SERVICE IN ORO VALLEY
1. The minimum number of state certified firefighters assigned to an engine and
ladder company designated to serve the Town of Oro Valley shall be four(4). The
four(4) firefighters shall include at least a captain, a certified paramedic and a
qualified driver.
2. The minimum number of state certified firefighters on the scene of a fire within
six (6) minutes of the receipt of the call by the fire department shall be six (6)
state certified firefighters 90% of the time. The total response time shall not
exceed eight (8)minutes.
3. The minimum training level of personnel assigned to ambulances shall be one (1)
certified emergency paramedic and one (1) emergency medical technician.
4. Ninety percent (90%)of responses to medical emergencies shall be made within
five (5) minutes from receipt of the call by the fire department to time on scene.
The total response time shall not exceed seven(7) minutes."
5. Ninety percent (90%) of responses to fire emergencies shall be made within six
(6) minutes from receipt of the call by the fire department to time on scene. The
total response time shall not exceed eight (8) minutes.
6. An ALS (Advance Life Support)transport capable unit shall arrive at the scene of
a medical emergency within eight (8) minutes 90% of the time and twelve(12)
minutes 100% of the time, from the time requested.
7. Each fire department shall assign, at minimum, one (1) ALS engine company
and/or ALS ladder company at every station that is designated to serve Oro
Valley. In addition, a minimum of one (1) ALS ambulance from each fire
department shall be assigned to one (1)of their designated stations. If a unit,
designated to serve Oro Valley, is dispatched to an emergency outside of Oro
Valley, another ALS unit of similar function shall be moved to the Oro Valley
area within one (1) hour maximum from the time the unit responded to that
emergency. In addition, if an engine or ladder designated to serve Oro Valley is
dispatched outside of Oro Valley, one (1) firefighter is to remain at the station.
Backup units shall have a minimum of three (3) state certified firefighters on the
fire apparatus and two (2) personnel on an ambulance, as defined in item three (3)
above.
8. Hazardous material response shall be provided in compliance with local, state and
federal regulations.
9. That the Town and the fire departments set a goal of an ISO rating of four(4) or
better within ten(10) years.

10. In an unhydranted area, the responsible fire service shall rovide engines and

water tenders sufficient to maintain a 250 gallons per minute water supply for a
minimum of two (2)hours.
11. A fire agency shall provide a water tender in the Town of Oro Valley.
12. A fire service provider shall provide a minimum of two (2)National Wildland
Consortium Group (NWCG) certified (red card) firefighters and a minimum of
one type six brush truck to respond to brush fires in the Town of Oro Valley.
13. Non-emergency services, public education and fire prevention services shall
include, but not be limited to:
• babysitter education,
• bicycle helmet education,
• bike safety programs,
• blood pressure checks,
• car seat inspections,
• CPR instruction,
• desert pest removal,
• home inspections, and
• residential/vehicle lockouts.
14. Documentation that confirms compliance with these Performance Standards shall
be provided, upon request, to include, but not limited to:
• equipment inventory,
• hose and pump test records,
• hydrant tests and maintenance,
• commercial fire inspections,
• ladder certification tests,
• duty rosters,
• personnel status and certification,
• mutual aid agreements, and
• training and dispatch records.
DEFINITIONS:
• An engine is defined as a class "A" pumper meeting, but not limited to, National
Firefighter Protection Association (NFPA) standard 1901 and 1911.
➢ A ladder is defined as a hydraulic aerial device meeting, but not limited to, NFPA
standard 1901 and 1914.
➢ A tender is defined as a mobile water supply of at least 2000 gallons meeting, but not
limited to, NFPA standard 1901 and 1142.
• Engines, ladders, and tenders shall comply with general provisions of ISO for
equipment.

Below is the scope of work given to the Board on July 20, 2000:
Fire Advisory Board Scope of Work:
Using the Town of Oro Valley Arizona Fire Services Strategic Plan as a
resource document, develop a recommendation to present to the Town
Council for a Fire and Emergency Services Implementation Plan and an
Economic Analysis for that plan.
You should consider the following:
A. Should the Town have 2 fire providers?
a. Equitable service?
b. Costs equal?
c. Response times?
d. Consistent standards?
B. Should the Town establish its own Fire Department?
C. Are the current Fire and Emergency Services within the Town adequate
with no changes needed?
Once a plan is decided on establish a phased plan for implementation in the
short term and the long term including an economic analysis.
To date the Fire Advisory board has:
A) Agreed that the short term plan for all Fire and Emergency Services
provided within the Town, regardless of who provides them, should be
equitable, equal in cost and comply with consistent standards. The board has
agreed on the standards that should be required. The Board has decided that
the standards would apply to the short and long term plans. (attached).
B) The Board has agreed that in the long run, the Town should have one fire
provider. They have agreed on 4 possible ways in providing the Town with
one provider they are:
1) A municipal fire department
2) An Oro Valley fire district
3) Annexation of Town into Golder Ranch's fire district
4) One provider system where services are provided to the Town by a single
provider.
C) The Board has requested a legal opinion from the Town attorney's office
on the feasibility of an Oro Valley Fire District or a municipal fire department
when part of the Town is currently within Golder Ranch's fire district.
The Board has not developed a cost analysis for implementation of the short
term or long term goals. They have discussed methods of obtaining a cost
analysis but have not yet settled on a way to get an accurate analysis. It may
be that the Town will need to contract out an outside consultant or direct Town
staff to develop the economic analysis of the short term and long term goals.
