PARKS AND RECREATION ADVISORY BOARD
STUDY SESSION
October 20,2020

CALL TO ORDER
Chair Temple was having technical difficulties,therefore,Vice Chair Clark called the meeting to order at
6:07 p.m.

CALL TO AUDIENCE
Vice Chair Clark opened call to the audience.
No one wished to speak,
Vice Chair Clark closed call to the audience.
COUNCIL LIAISON COMMENTS
Vice Mayor Barrett is attending at the request of Council Member Jones-Ivey who was absent.Vice Mayor
Barrett did not have any comments.
STUDY SESSION AGENDA
1. PRESENTATION AND DISCUSSION REGARDING THE PARKS AND RECREATION MASTER PLAN
PROJECT
Ms.Diaz-Trahan made some opening comments and turned the meeting over to Mike Svetz from PROS
Consulting.Mr.Svetz presentation included:

•Concept Plan Framework
•Community Center*
•Naranja Park
•Riverfront Park
•James D.Kriegh Park
•Steam Pump Ranch
•Next Steps
*It was noted that Concept Plans for the Community Center was for the outdoor space only,there will be a
separate concept plan developed for the Community Center's indoor space.Mr.Svetz concluded with a
presentation timeline.The next presentation will be held at a Virtual Community Meeting on November
12th.
Chair Temple opened the public comment period.
No one wished to speak.

Chair Temple then allowed for questions and discussion.
•Member Wood commented that the golf course at Vistoso should be removed from the map before
presented to the public. Mr.Svetz agreed to do so.Member Coyle asked for clarification
neighborhood and HOA parks,both are generally interchangeable in Oro Valley and designed to
service a very small area.
•Member Coyle asked about implementation of the concept plans and costs.Mr.Svetz added most
existing parks will be about lifecycle replacement and that reconfiguring parks and adding amenities
should result in future prioritized strategic plans. No costs have been visited at this time,however
the future CIP cost plan will include 1)lifecycle,2)upgrading,and 3)a phased plan for Naranja
Park.
.Member Cachoeira commented Oro Valley has two baseball little leagues with 300-500 kids who do
not practice in Oro Valley,and he was in favor of a free and accessible splash pad. Member
Saletta asked about criteria of critical items and how they relate to the CIP.Mr.Svetz commented
that the critical items should have been taken care of already,and will be taken care of first.
•Chair Temple asked about synergies relative to the Riverfront Park amphitheater and Steam Pump
Ranch open-air space.Mr.Svetz responded that prior surveys by constituents resulted in
community rated events as a number one priority. Providing a small space Steam Pump Ranch,a
small to medium space at Riverfront Park,and eventually a large community wide or multi day event
space at Naranja Park would be the best way to fulfill this priority.

Motion by Chair Gary Temple,second by Vice Chair Anna Clark moved to adjourn at 7:31 p.m.
Vote:6-0 Carried
