Approval of proposed changes, if accepted, further degrade the quality of life for ALL existing Oro Valley residents,
plants and animals, by destroying and depleting irreplaceable natural resources. If anyone acquires information through
a credible, non -politicized source, they know that there is NOT "a 100 -year supply of water" for anything at this time.
Dozens of residential developers have already ignored/evaded that fact and reality as they obtain/buy permits to cover
acres of natural desert land with "sardine houses" and 'fake' residence -type commercial buildings, and retain water -
wasting golf courses serving select influential residents and land owners/ speculators.
Large industrial complexes will escalate the problem, drawing down the water, then abandoning facilities after ruining
hundreds of acres of natural desert land. The land, plants and animals cannot speak for themselves; The People of Oro
Valley can, and will do so.

Subject: Support for proposed zoning code amendment
JJ -This email is to express my support for the proposed zoning code amendment to the Economic Expansion Zone to be
discussed at the Council hearing tonight. I have followed this with you over the last several months and I think the
current version, which includes additional revisions, will be very helpful to us in attracting business employers to
Innovation Park, and it takes care to address the concerns that have been raised by Council members.
Venture West owns approximately 130 acres in Innovation Park. About half of the Park is owned by others, including
large tracts owned by Roche for future expansion. While we are able to immediately meet the needs of smaller
companies within Innovation Corporate Center ---proud home to the soon to be open University of Arizona Oro Valley
Incubator—we do not have building -ready land to show to larger prospects. As we both know from working with
corporate prospects, and with site selectors, most companies are looking at a 12 month window to be in their new
facility. When they evaluate Tucson, or other cities, they have many pre -graded, building -ready sites to look at, but at
Innovation Park we currently can't offer that. The proposed amendment to be discussed tonight would take our current
18 month process and make it competitive at 12 months, which will be very powerful.
As we know, this ability will be very beneficial to our current project "Alpha" prospect. Additionally, somewhat to our
surprise in this time of Covid, our prospect list is more robust now than it has been in several years. At Innovation
Corporate Center, for example, we have 4-5 interested companies looking at buildings. (Maybe seeing the UA incubator
building coming out of the ground has contributed to this, as we all had hoped.)
I believe the recent revisions to the proposed amendment help address concerns about the visual impact of graded
parcels. I will further add, as a practical and economic matter, that getting a site to be building -ready is a very
expensive investment, and therefore one that would not be used on more than a parcel or two of raw land at any one
time ---perhaps 25 acres in total-- until such land is absorbed.
Thank you for the hard work you and staff have done on getting Oro Valley to be competitive for the type of employers
we all wish to have in our community, and thank you to Council for carefully considering the interests of all stakeholders
in this process.

Blading and clearing land for possible future development is both economically and environmentally damaging. Just as
the Corona virus easily crosses man made borders, so does the dust from bare land, so does the heat build up from lack
of plants, and so does the habitat destruction affecting animals across the whole area.
Who pays for this blading? What company will need to come in to do the dust abatement? Or run off? How attractive
will it be for a company to have to pay to landscape all of the site instead of leaving part of the site with the beautiful,
natural landscape?
Perhaps you should change the Oro Valley website Photo to show bare, bladed dirt instead of the natural saguaro filled
desert. Which would be more attractive?
