LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER   ROLL CALL Present: Alan Forrest, Chair David Atler, Commissioner Tom Marek, Commissioner Greg Hitt, Commissioner Absent: Patricia Olson, Commissioner Niranjan Vescio, Vice Chair Staff Present:Peter A. Abraham, Water Utility Director Mary Rallis, Water Utility Administrator David Allred, Water Operations Manager Lee Jacobs, Water Engineering Division Manager Dan Mance, Water Conservation Specialist Attendees: Tim Bohen, Council Liaison CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to discuss when completing the blue speaker card.    No public speakers   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE AUGUST 12, 2024 REGULAR SESSION MEETING MINUTES       Motion by Commissioner Tom Marek, seconded by Commissioner David Atler to approve the meeting minutes  Vote: 5 - 0 Carried   2.REVIEW AND APPROVAL OF THE SEPTEMBER 9, 2024 REGULAR SESSION MEETING MINUTES      10/14/24 Water Utility Commission Regular Session Minutes 1  Motion by Commissioner Greg Hitt, seconded by Commissioner Tom Marek to approve the meeting minutes  Vote: 5 - 0 Carried   3.UPDATE AND DISCUSSION ON CIP PROJECTS (L. JACOBS)      Water Engineering Division Manager Lee Jacobs provided an update on the following CIP Projects: Nakoma Sky Production Well Steam Pump Production Big Wash Reservoir Rehabilitation La Cañada Two Zone (F & G) Booster Design La Cañada Pump Can Installation La Cañada Pump Can Placement La Cañada Control Building and Generator High Mesa Booster Design Scoping El Conquistador Redundancy Project Shannon Rd. E1Zone to Tangerine Rd. Discharge Main NWRRDS Independent Forebay- Shannon Rd. Partnered NWRDDS Project NWRRDS Independent Booster and Discharge Main Discussion ensued amongst the Commission and Staff   4.UPDATE AND DISCUSSION ON WATER UTILITY FINANCIALS (M. RALLIS)      Water Utility Administrator Mary Rallis provided an update on the following: Revenues for FY 24/25 Expenses through the quarter Personnel-projected to be lower than budgeted due to vacancies in Operations Operations and Maintenance Capital Debt Service Customer Service updates and statistics through 09/30/2024   5.UPDATE AND DISCUSSION ON WATER OPERATIONS (D. ALLRED)      Water Operations Manager David Allred provided an update on the following Operations and Maintenance: 24 ADEQ certified operators Statistics on wells, meters, water mains, fire hydrants, valves, stations Operate and Monitor SCADA system Working closely with Customer Service for work order requests Maintain drinking water compliance Water Operations Administration Reclaimed Facility Booster Rehab Still working on the radio change-out Water Production Activities Well C-5 Repairs Only getting ADC Inmate Work Program once a week with one or two inmates Water Control Systems Activities Programmable logic controller and instrumentation upgrades- panels are currently being built Water Distribution Activities Distribution system emergency repairs Water Utility Director Peter Abraham described the process that Water Operations Manager David Allred has set up where Operations employees are cross-trained which 10/14/24 Water Utility Commission Regular Session Minutes 2 Manager David Allred has set up where Operations employees are cross-trained which allows for a smooth process where position vacancies are not fully felt PRV emergency replacements Water Meter Operations Activities Meter maintenance and new installations Water Quality Activities Unregulated Contaminant Water Conservation Specialist Dan Mance presented the following on Water Conservation Activities: Outreach through an Open House put together by Public Works Water Smart Engagement Program There has been a continued increase in engagement and growth of the WaterSmart platform Customers interact with the "Converstations" function which allows the customers to chat directly with Customer Service staff WaterSmart leak alerts Chair Alan Forrest asked who responds to the Customer Inquiries- Water Conservation Specialist Dan Mance is the one who responds to the inquiries. Water Utility Director Abraham explained to the Commission that a vacancy is thoroughly analyzed before it is filled to ensure that the position is filled accordingly.   6.UPDATE AND DISCUSSION ON WATER RESOURCE USAGE (P. ABRAHAM)      Water Utiltiy Director Peter Abraham provided an update on the current water use for the Oro Valley Water System and the Countryside Wheeling Station through the month of September. Commissioner Greg Hitt asked why the water usage decreased. Water Utility Director Peter Abraham stated that more time will be needed to analyze this. Commissioner Tom Marek noted that the water meter amounts have not decreased.   7.UPDATE AND DISCUSSION ON THE NWRRDS PROJECT (P. ABRAHAM)      Water Utility Director Peter Abraham provided an update on the following regarding the NWRDDS Project: The foundations of the NWRRDS project It is a 50 year IGA Partnered and Independent Projects Construction of 4 booster stations Project funding: Water Conservation Grant Impact fees Groundwater preservation fees Town Council approved the submittal of a grant application to WIFA for additional funds Water Utility Staff will concurrently explore private placement loan The debt service will be paid for by impact and groundwater preservation fees Water Utility Director Peter Abraham provided a graphical explanation of how the NWRRDS project will move the water throughout. Water Utility Director Peter Abraham explained the entire process of the project and what is to be expected soon. Discussion ensued amongst the Commission and Water Utility Director Peter Abraham regarding the NWRRDS Project. Chair Alan Forrest asked what the project cost consists- Water Utility Director Peter Abraham 10/14/24 Water Utility Commission Regular Session Minutes 3 explained that the project cost is only for Oro Valley's piece. Chair Alan Forrest wanted to comment on how great it is to see the progress of where this project is at.   8.UPDATE AND DISCUSSION ON JOINT COORDIATION MEETING WITH CAP (P. ABRAHAM)      Water Utility Director Peter Abraham provided the following updates on the meeting with CAP: Colorado River Supply status update CAP rates based on annual water deliveries Rates will be published according to water volumes There has not been an agreement between the lower and upper basin states CAGRD replenishment obligation (Central Arizona Groundwater Replacement Division) Discussion ensued among the Commission and Water Utility Director Peter Abraham regarding CAP   9.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER BOHEN)    Councilmember Tim Bohen provided an update on the following: Previous Town Council meeting dates   10.DIRECTOR'S REPORT (P. ABRAHAMS)      Water Utility Director Peter Abraham provided an update on the following information: Upcoming meetings SAWUA Forum Tucson Convention Center at 8:30 a.m. West Meeting Rooms Triennial Pima County Department of Environmental Quality Sanitary Survey results Oro Valley is in full compliance State of the Town- October 31 at El Conquistador   CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda.
