CALL TO ORDER
Vice Chair Outlaw Ryan called the meeting to order at 6:00 p.m.

The Council Liaison was not present at the meeting.
SPECIAL SESSION AGENDA
1.REVIEW AND APPROVAL OF THE OCTOBER 1, 2024 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Joe Nichols, seconded by Commissioner Philip Zielinski to approve the
October 1, 2024 meeting minutes as written.
Vote: 5 - 0 Carried
2.DISCUSSION AND POSSIBLE ACTION REGARDING THE COMMUNITY'S DRAFT VISION AND

2.DISCUSSION AND POSSIBLE ACTION REGARDING THE COMMUNITY'S DRAFT VISION AND
GUIDING PRINCIPLES FOR THE NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH
FORWARD
Principal Planner Milini Simms provided a presentation that included the following:

Consultant Jan Gordley, president of the Gordley Group, spoke about the engagement process and
what her company brings to the effort. She congratulated the Town on the recent excellence award
that was won for the outreach effort. She shared her perspective on the current process, which is
focused on the draft vision statement and guiding principles. She stressed the importance of resisting
the temptation of adding your own views; it should be the vision and words of the residents.
Discussion ensued among the Commission and staff.
Motion by Commissioner Philip Zielinski, seconded by Commissioner Robert Kellar to recommend
endorsement of OV's Path Forward draft vision and guiding principles, as written in Attachment 1.
Vote: 5 - 0 Carried
3.DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR APPROVAL OF MODEL HOME
ARCHITECTURE FOR THE RIVERS EDGE (LOTS 121 - 141) RESIDENTIAL SUBDIVISION
LOCATED NORTHWEST CORNER OF LAMBERT LANE AND SHORE CLIFF DRIVE, 2401594
Planner Alex Chavez provided a presentation that included the following:

- Side and rear elevations
- Surrounding development
- Summary and recommendation

Applicant Kevin McConnell with Richmond American Homes, provided a presentation that included the
following:
- River's Edge overview
- River's Edge site plan
- Context photographs
- T642 Cassandra rendering - elevations, building heights, floor plans
- T843 Townsend rendering - elevations, building heights, floor plans
- T951 Copper rendering - elevations, building heights, floor plans
- Exterior material information
- Color schemes for each elevation
Discussion ensued among the Commission, staff and the applicant.
Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to approve the Model
Home Architecture for proposed three (3) model homes within the upcoming Rivers Edge (Lots 121-141)
subdivision, based on finding that the request complies with the Design Standards and Guidelines of the
Zoning Code.
Vote: 5 - 0 Carried
4.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION OF A TOWN CODE AMENDMENT TO
COMPLY WITH NEW ARIZONA REVISED STATUTES (ARS) 9-461.18(B) APPLICABLE TO
ACCESSORY DWELLING UNITS BY 1) CHANGING ZONING DEFINITIONS AND STANDARDS
RELATED TO GUEST HOUSES
Senior Planning Technician Patty Hayes provided a presentation that included the following:
- Purpose
- Process
- I. Accessory Dwelling definitions
- I. State's ADU and OV guest house definitions
- Where can an ADU/guest house be built?
- State and Oro Valley ADU standards
- Concern: front yard ADU driveways and garages
- Solution: front yard ADU driveway and garage limits
- Concern & solution; type of ADU
- Summary and recommendation

Ms. Hayes addressed questions raised during the public hearing.

Motion by Commissioner Philip Zielinski, seconded by Commissioner Joe Nichols to recommend
approval of the proposed code amendment to the Zoning Code Chapters 23, 25,27 and 31 regarding
regulation of Accessory Dwelling Units, based on a finding that the request is consistent with Arizona
Revised Statue (ARS) 9-461.18(B).
Vote: 5 - 0 Carried
5.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING ZONING CODE
AMENDMENTS TO CHAPTER 22 AND OTHER RELATED SECTIONS TO 1) REFLECT RECENT
STATE LAW CHANGES REGARDING MUNICIPAL REVIEW TIMEFRAMES OF RESIDENTIAL
REZONING APPLICATIONS, 2) LEGAL PROTEST AREAS AND 3) ESTABLISHING AN
EXPIRATION PERIOD FOR ALL DEVELOPMENT REVIEW APPLICATIONS
Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- 1. Timeframes for residential rezoning applications
- 2. Legal protest
- 3. Expiration of development review applications
- Summary
Vice Chair Outlaw Ryan opened the public hearing.
Oro Valley resident Melanie Larson spoke in support of Agenda Item 5.
Vice Chair Outlaw Ryan closed the public hearing.
Discussion ensued among the Commission and staff.
Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to recommend
approval of the proposed code amendment, based on a finding it is in conformance with state law and all
applicable General Plan and zoning code requirements.
Vote: 5 - 0 Carried
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Michael Spaeth provided an update on the next Commission meeting in December, as well as
upcoming neighborhood meetings.
ADJOURNMENT
Motion by Commissioner Robert Kellar, seconded by Commissioner Sandra Wilson to adjourn the
meeting.
Vice Chair Outlaw Ryan adjourned the meeting at 7:36 p.m.
