HomeMy WebLinkAboutMinutes - Historic Preservation Commission - 1/4/2021 (4)MINUTES TOWN OF ORO VALLEY HISTORIC PRESERVATION COMMISSION REGULAR SESSION January 4, 2021            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER    Chair Munden called the meeting to order at 5:02 p.m.   ROLL CALL Present: Dan Biel, Vice Chair Steve Hannestad, Commissioner Stephanie Krueger, Commissioner Michael Wilson, Commissioner Gail Munden, Chair Absent: Puntadeleste Bozeman, Commissioner Von Golden, Commissioner Staff Present:Michael Standish, Town Clerk Joe Andrews, Deputy Town Attorney Matthew Jankowski, Parks and Recreation Deputy Director Lynanne Dellerman-Silverthorn, Recreation and Cultural Services Manager Brandon Laue, Aquatics Manager MaryAnne Tolmie, Senior Office Specialist Attendees: Steve Solomon, Council Member Henry Zipf, Historical Society President CALL TO AUDIENCE    Chair Munden opened call to audience. No one wished to speak. Chair Munden closed call to audience.   COUNCIL LIAISON COMMENTS    Council Member Solomon wished everyone a Happy New Year. He looks forward to a great year with three new commissioners.   PRESENTATIONS   1.Historical Society Update    1.Historical Society Update       Mr. Henry Zipf, the new President, reported that the Board of Directors met December 29th and held elections. The Pusch House Museum has been certified by the Arizona Historical Society. The tours at Steam Pump Ranch are taking place each 2nd and 4th Saturday, they will contact Staff for promoting ideas. Mr. Zipf will contact staff regarding the Town's License Agreement. A Copper Queen safe will be moved to the Tack Room.   2.Presentation and discussion regarding general board and commission member duties and responsibilities, public records, open meetings and conflict of interest       Mr. Andrews and Mr. Standish conducted a presentation that included: Open Meeting Law Public Records Conflict of Interest   CONSENT AGENDA   1.REVIEW AND APPROVAL THE DECEMBER 7, 2020 MEETING MINUTES       Some changes and clarifications were made to the Historical Society Presentation section.    Motion by Chair Gail Munden, seconded by Commissioner Steve Hannestad to approve with changes the Minutes of the December 7, 2020 Historic Preservation Commission meeting.  Vote: 5 - 0 Carried   2.CONSIDERATION AND ADOPTION OF CALENDAR YEAR 2021 HISTORIC PRESERVATION COMMISSION MEETING SCHEDULE       Motion by Chair Gail Munden, seconded by Commissioner Michael Wilson the 2021 meeting schedule was adopted as written.  Vote: 5 - 0 Carried   REGULAR SESSION AGENDA   1.WELCOME NEW MEMBERS       Chair Munden welcomed Ms. Stephanie Krueger who introduced herself.   2.ELECTION OF HISTORIC PRESERVATION COMMISSION CHAIR    Motion by Commissioner Michael Wilson, seconded by Commissioner Steve Hannestad to elect Gail Munden as Chair for the 2021 calendar year.  Vote: 5 - 0 Carried   3.ELECTION OF HISTORIC PRESERVATION COMMISSION VICE CHAIR      Vote: 5 - 0 Carried    Motion by Chair Gail Munden, seconded by Commissioner Michael Wilson to elect Dan Biel as Vice Chair of calendar year 2021.  Vote: 5 - 0 Carried   4.DISCUSSION AND POSSIBLE ACTION REGARDING THE ANNUAL REPORT ASSIGNMENT       Motion by Chair Gail Munden, seconded by Commissioner Stephanie Krueger to assign Chair Munden to provide the Annual Report.  Vote: 5 - 0 Carried    Motion by Chair Gail Munden, seconded by Commissioner Steve Hannestad to present the annual report at the February 1, 2021 Meeting.  Vote: 5 - 0 Carried   5.DISCUSSION AND POSSIBLE ACTION OF ASSIGNMENTS FOR THE CULTURAL HERITAGE PRESERVATION PLAN       Not all commission members were present. Chair Munden asked that everyone read the entire document at least three times before the next meeting.    Motion by Chair Gail Munden, seconded by Vice Chair Dan Biel to move this item to the February 1, 2021 Meeting.  Vote: 5 - 0 Carried   6.PRESENTATION AND DISCUSSION REGARDING HISTORIC PRESERVATION TOPICS FOR CERTIFIED LOCAL GOVERNMENTS       Mrs. Dellerman-Silverthorne presented the CLG for this month which included: The role of the Historic Preservation Commission Local Preservation Planning Mission and Objectives History of Certified Local Governments (CLG) Arizona State Historic Preservation Office (SHPO) The National Historic Preservation Act What do we do in return? Where does the HPC fit in? Oro Valley's Conservation Efforts   DEPARTMENT UPDATE    Mrs. Dellerman-Silverthorne reiterated that the Historical Society tours went very well, were COVID safe, and some photos were taken. Staff is working with the second Saturday vendors to show their wares virtually. She reported that we have moved to the next level to be selected to receive assistance from U of A Graduate students' capstone projects, and should hear by next month's meeting. The agreement with El Toro Flix has come to an end. Staff is working to provide some summer activities with COVID precautions. Celebrate Oro Valley will be held as a six-day virtual event.     FUTURE AGENDA ITEMS    Chair Munden called for future agenda items. Commissioner Wilson would like an update on the Alexander property and the variance request.   ADJOURNMENT    Motion by Chair Gail Munden, seconded by Commissioner Stephanie Krueger to adjourn the meeting at 6:22 p.m.  Vote: 5 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Historic Preservation Commission of Oro Valley, Arizona held on the 4th day of January, 2021.
