Policy No. 29 provides for an Annual Employee Forum for Town employees to meet with members of the Town Council to discuss recommended changes to compensation, benefits, etc The Annual Employee Forum was initiated at the February 16, 2000 Regular Town Council meeting, but was continued to the Study Session on March 8, 2000. This agenda item facilitates the continuation of the Annual Employee Forum (per Policy No. 29) for the FY2000-2001 Budget process. The Planning and Zoning Staff and Administration are committed to improving the quality of life and customer service in our operations and in the Town in general. In this effort,we need your help and support in the following areas: • Use exit interview information and other programs to promote employee retention. • We ask that the Town Manager and Council support our superiors when they request additional staff. • Many have noticed an increase in illness that correlates to the increased stress level and work load amongst the P &Z staff. • Town growth has exceeded the capabilities of the existing staff We propose that the Council provide funding to bring new staff on board ASAP. • Continue to evaluate the salaries for all P & Z staff The planner positions have been addressed and we appreciate what the Council has done in this regard. However, the rest of the titles in Planning and Zoning need to be evaluated. • Request support for travel and training. At least 5% of our time should be devoted to professional development--both outside and in-house training programs. This will free up the clerical staff to do their jobs more effectively and with less interruption. • Evaluate the space that is being provided in the new building in relation to existing and projected staff. We need the close relationships that the move into the new building will provide, but we also need to insure that adequate space is provided for all staff. Please reconsider the staff relocations and consider keeping the modular building for the increase in staff. A worse case scenario would be 4 separate inspections per card issued. per year 2107 = 8428 inspections - dY 4x p 8428/year roughly equals 421 inspections per day. by5 inspectors currentlyemployed= 84 inspections per inspector per day. Divided p Without consideringtravel time and allowing 10 min./insp. That would equal a 14-hour day per inspector. Keep in mind that some inspections can take up to 2-3 hours and even longer for a commercial inspection. An average scenario would be 2 separate inspections per card issued. This would be half the time listed in the worse case above or a 7-hour day per inspector. . however travel time would need to be included and 10 min hardly covers Realistically, the time required to make most inspections. Also many times we will see 3 or 4 inspections per card. PLAN REVIEW: We currently employ 2 plan reviewers. One typically reviews commercial and custom p y homes, the other reviews model plans and custom homes. typical custom or model plan will take roughly 2.5 days to review including being sent A back for corrections. For one per reviewertakingin 5 week, each taking at least 2.5 days per plan would equal 12.5 days or an average backlog of 3 plans per week. Representatives SUMMARY: On April 21, 1999 the Town Council passed Ordinance No. (0)99-34 amending Section 4-1-8 of the Oro Valley Town Code to provide for an annual meeting with representatives of the F.O.P. to discuss their proposals regarding compensation, benefits, etc. In accordance with that Ordinance, such meeting(s) "should be concluded no later than February 15 of the fiscal year." Pursuant to the attached memo, the F.O.P. had earlier requested that the annual meeting with their representatives for the 2000-2001 fiscal year budget process be continued to March, 2000. Two meetings have been held with representatives from the F.O.P. and several recommendations are being evaluated at the present time. An additional meeting has been scheduled with the F.O.P. on March 13, 2000, at which time more discussion will take place. This agenda item facilitates ongoing discussions leading to an annual meeting with the F.O.P. representatives for the FY2000-2001 Budget process ATTACHMENTS: 1. FISCAL IMPACT: None i ice'. /1/ Chuck Sw: t, Town Manager ATTACHMENT 2 ORDINANCE NO (0) 99-34, AN ORDINANCE OF THE TOWN OF ORO VALLEY AUTHORIZING THE ADDITION OF SECTION 4-1-8 OF THE TOWN CODE OF THE TOWN OF ORO VALLEY, PROVIDING FOR A MECHANISM TO IMPROVE COMMUNICATIONS WITH MEMBERS OF THE ORO VALLEY POLICE DEPARTMENT BY ESTABLISHING A PROCESS FOR THE DISCUSSION OF PAY, BENEFITS, AND WORKING CONDITIONS. WHEREAS,the Town of Oro Valley is committed to the development and continuation of harmonious and cooperative relationships with all of its employees; and WHEREAS,the Town recognizes that the commissioned officers with a rank of Sergeant and below are represented by the Fraternal Order of Police (hereinafter the F.O.P.); and WHEREAS,the continued smooth operation of the Oro Valley Police Department is of great benefit to the citizens of Oro Valley and the general public; and WHEREAS,the Town Council believes that the following ordinance will be in furtherance of the general public's health, safety and welfare by providing for a mechanism to improve communications with the F.O.P., and thus allowing them to propose changes or make recommendations regarding pay, benefits, and/or working conditions; NOW THEREFORE, the Mayor and Council of the Town of Oro Valley hereby ordain as follows: Section 1 —The attached document entitled"Exhibit A" creating Town Code Section 4-1-8 is adopted in its entirety. Section 2 - Any and all ordinances, provisions of the Town Code, or otherwise in conflict with the provisions of this ordinance are hereby repealed. Section 3 —If any subsection, section, sentence, clause, phrase or portion of this ordinance or anypart of the code adopted herein by reference is for any reason held to be invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions thereof. Dudley, Town Atto a- EXHIBIT "A" 4-1-8 Council/Police relations and processes (A) The Town Council recognizes the Fraternal Order of Police (hereinafter the F.O.P.) Lodge#53 as the non-exclusive representatives of commissioned Oro Valley officers with a rank of Sergeant or lower. (B) The Town Council will make arrangements to meet annually with representatives of the F.O.P. to review recommended or proposed changes to compensation plans, benefitsP lans, or other issues which significantly affect working conditions. To Provide for subsequent budget actions, if required, such meetings should be concluded no later than February 15 of the fiscal year. (C) To provide for action as defined in section B, above, the Town Council may designate an individual councilmember to act as Liaison to the F.O.P.to meet pursuant to a schedule which is mutually agreed upon by the Liaison and the F.O.P. to discuss issues as identified in Section B. It must be emphasized that the role of the Liaison is that of a facilitator to enhance the communication process with the F.O.P. In addition, in their role as Liaison, an individual councilmember is not acting as a decision-maker or negotiator. (D) Should the F.O.P. disagree about a specific course of action, items of discussion may be brought forward for public hearing at a future Council meeting. Issues of this nature shall be placed on an agenda within the timeframe of the next three (3) regularly scheduled Council Meetings.
