As has been said, "sometimes the right path is not always the easiest one." As you have experienced first hand, there genuinely is a "ground swell" of support for the Pusch Ridge golf course. I am hopeful that some of this support can be harnessed into a not for profit 501(c)3 foundation or "Friends" of the Pusch Ridge golf course to assist in the success and preservation of this community asset. Indeed, as Town Manager Mary Jacobs is likely aware, many such groups operate in other communities. Thank you for your time. RE: WESTWARD LOOK ANNEXATION / REZONING, Comments MARCH 2, 2021 -Traffic increases: 1. Rush hour traffic heading west between 1st and the Oracle/ Ina intersection takes several lights to get through that intersection. Adding vehicles per the proposed Westward Look plans including 250 hotel units, apartments that could have more than one vehicle each, high turn over businesses, etc., will add significant numbers of commercial and personal vehicles from proposed hundreds of residents, office renters, shoppers, diners, delivery trucks, etc., not to speak of high impact, noisy construction related vehicles. 2. Traffic volume data viewable on the Oro Valley site is flawed for a number of reasons including the fact that the data is based on traffic in late June, when Tucson metro experiences seasonally low traffic volume due to the absence of Snow Birds, University students, tourists, pandemic shutdowns, etc. How about using Gem Show traffic data? Oh, we did not have Gem Show this year, which brings me to my next point. -Economy: 1. Over the past year, Tucson area shops, restaurants, and other businesses closed permanently. Consumers got in the habit of shopping online. Commerce increasingly shifted to safe, convenient online activity which requires NO physical store, no health risks, and can be accomplished any time of day and night. 2. Office space is less necessary and increasingly vacant due to the number of jobs now done from home. This trend appears to be permanent. `Is this a wise time to invest in office, commercial, or retail construction and rental? We do not want to own another fiscally unsound investment like the Oro Valley Golf Course debacle. -Environmental impact: 1. Proposed plans, shown on the Oro Valley site visual mock ups, appear to be about 50% parking spaces! To create this paved heat island will require removal of indigenous flora and fauna habitat. Bulldozing for proposed construction wil displace birds, lizards and other reptiles, rodents, snakes, rabbits, perhaps desert tortoise, and larger lindigenous species. Experience tells us there may be endangered species in this area. Need I say more? Many of us live here because of the natural environment. Sonoran Desert is fragile and unique. -Zoning for unnecessary office, commercial, retail, restaurant and residential is unnecessary as these offerings already exist nearby. Part of the value of Oro Valley is the natural habitat, an increasingly rare commodity. -Construction impact: From my Oro Valley home I see Westward Look Resort in the distance. When a truck backs up at the resort, I hear the loud beeping sound. I hear loud music from events at the resort. I tolerate that. But daily sounds of construction vehicles with the piercing beep beep beep of vehicles backing up and rumbling, starting at 7am daily will absolutely daily disrupt the "peaceful enjoyment' of the home. Construction disturbing desert land is thought to be a cause of Valley Fever, a protracted and exhausting disease. Construction vehicles also add to the traffic volume. Their weight increases deterioration of street surfaces. Potholes anyone? -Neighborhoods: Increased traffic, noise, air pollution and population density reduce quality and value of neighborhoods. These would be long term consequences of annexation, rezoning, and construction. We are mostly homeowners, many long time residents and we vote. We have no intention allowing you, Mayor, City Council, at al., to destroy our quality of life and property values. We will not be bullied into rubber stamping your misguided agenda. -Summary RE: Westward Look: NO annexation and NO rezoning, NO shopping centers or offices, NO parking lots, NO apartments, NO construction, NO increased traffic, NO environmental degradation. I am forwarding it to you just in case we run out of time. This is such an important revitalization for the City of Oro Valley and its proud residents to not follow through and make it better than it was before. Sandy Carter Shadows of the Ridge March 3, 2021 Mr. Mayor, Council and Mary Jacobs: Thank you again for your foresight in agreeing to open the Pusch Ridge Golf Course by November 1, 2021. You have several qualified residents (Friends of Pusch Ridge) ready, willing and volunteering to assist with Indigo Golf in the transition from the course's image to that of a great playable facility. We look forward to working with Indigo Golf and reviewing their thoughts and suggestions for re - sculpturing the fairways in order to reduce the amount of grass that needs to be maintained. Having seen photos of several other courses around the country, including Arizona, this seems to be the way many courses have gone. It makes sense: less maintenance and less water = BIG SAVINGS! We have several volunteers ready to work with Indigo on their marketing plan and assist in making this Course a success! In addition, in order to improve the return on your investment, we request longer play hours during the peak daylight season; and, since this will be promoted as a re-NEWed and better golf course, it should be open and available for play during the summer of '22. If this starts off with a BIG bang, including major advertising, more carts to handle the increased volume of play, we will have accomplished the start of a NEW life to Pusch Ridge Golf Course. What I am concerned about is that we are now working with Indigo Golf (formerly Billy Casper Golf, who was acquired by Troon earlier this year) and who has left the course in shambles. Was that at the direction of the City or failure from Indigo/Troon? I am not impressed if it was at the management of Troon, and actually thoroughly disappointed that the City would let this happen under their watch. At least at this point, PLEASE TURN ON THE WATER, and start the dormant turf. Since the City has left the Course to become this blighted area, please assume the responsibility to bring it back NOW, not after another 2 months of meetings. Thank you. It was noticed on the 3rd fairway, testing was for around 2 minutes each station. Also, understood, HOA representative Tony D'Angelo called Manager Ms. Jacobs, to say thank yanan "let's work together", ... with Ms. Jacobs responding: "The city won't be doing much watering to the trees until the course is open" and continued to say "neighbors are welcome to drag out their hoses if they want". It is hoped this is not council's approach and dedication to the success of this course. Hopefully, at this evenings council meeting, council will be developing a concerted effort to bring this course to a viable profit and, again, an asset to the community. Know many of Friends of Pusch Ridge Golf Course are ready and willing to advocate for the success of Council's decisions, especially with an Advisory Committee of the extremely qualified community members. It speaking with several folks including the Pima County accessor's office, home purchases generally pay a premium to be on a Golf fairways. I know we did when we purchased in 2019! I have pulled together some modeling for the impact of converting to Open space with a focus on property value. Bases on research data roughly —12 homes sell each year in the EI Conquistador complex all of which are part of the Pusch Ridge Golf complex. The table below shows the actual potential loss in dollars to sellers of their homes should we move to open space. I have highlighted the 15% scenario. The key bullets for me are: 1) Projection for the 5 year conversion cost are more than running golf operation. a. No all the cost in the included 'upgrades' to facilities have to be done to maintain golf! 2) It could cost the average home owner selling their home a real loss of $60,0001 3) Making the Golf course operational can be accomplished quickly, we have the operations history. Converting to open space seems to not have this same confidence and hence certainty of the outcome. Leaving Pusch Ridge as a Golf operational means someone will care for it and the value it brings to the community. It's unclear if the same caring will be realized in the open space option especially considering the vagary of what could be done. Last night, as I listened to the ongoing meeting, I began drafting this note to extend my congratulations to Town Manager Jacobs and Mr. Cornelison on their outstanding work on the Pusch Project Plan. While writing/listening, I found it sadly ironic that your staff were being criticized while I was typing a congratulatory message. I can only hope that messages of gratitude are the predominant theme going forward as, surely, that is most appropriate. Town Manager Jacobs and Mr. Cornelison produced a detailed and well -thought out project plan in a very short time frame. Further, I could be wrong, but I suspect that neither Town Manager Jacobs and Mr. Cornelison have worked in the golf business and, thus, must have had a steep learning curve on the topic. With all that in mind, I thought their work was exemplary. Further, in my experience, such plans have both fixed and flexible actions, so I did not quite understand the focus on trying to modify the date of the RFP in their plan. I would have assumed if the RFP could be completed earlier than scheduled that it would be released on an earlier date. Also, listening to your discussion, it would have been nice to jump in and answer some of the relatively easy questions that came up. For example, a full 9 hole course, would typically have 34-36 carts at one time — not 18. As I mentioned last night, many of us in The Friends of Pusch Ridge Golf Course, not only live on one of the town's courses, but are active golfers, and, some of us, have worked on golf courses. Please do not hesitate to take advantage of us as a resource. I have been watching every Oro Valley Town Council meeting since September and during the early meetings and other conversations it has been said that the course could not be brought back to playing capability in 2021. 1 took this as a challenge and picked up 3 tubes of sand and Rye grass seed from the EI Conquistador courses which are used for divot repair. I then started my 3 foot by 3 foot experiment. I thought to myself plant it and it will grow. The enclosed photo was in an earlier message I sent to the Town Council showing that the grass could start growing and in 30 days golf could resume. This season is almost over. April, May are the last of the snowbird season, but if the watering system was functioning and the sprinklers were turned on there could be golf sooner than October on Bermuda grass. I would love some of you come out and walk the course and look at the struggling Bermuda grass pushing as hard as it can, trying to the "Nth" degree to poke through the small slits in the hardened mud created by the June fires. It seems to me if we could resolve it by February it would be certainly advantageous," Greene said. "The longer we drag it out, the more miserable it is for the people who are living there."" Seriously? The concern is couple months in the process for an ill-advised acquisition of a golf course that been closed for two years? I'd submit that Council Member Greene and the folks he references in the article could use a reality check and some perspective - Oro Valley has owned Naranja Park (acquired in two separate purchases in 1996 and 2000) for at least two decades - and the property still isn't developed to its potential. In fact, we had to wait fifteen years just to get the first two fields at Naranja Park. 1 Oro Valley's youth are underserved in terms of recreational facilities and sports fields - and lighted fields in particular. Oro Valley Little League still does not have fields of their own - they practice up at Coronado School and have to use portable toilets because they have no facilities or running water there. And I've watched Oro Valley Dolphins Football teams practice between outfield fences at James D Kriegh Park - or at Casas Christian School and Pusch Ridge Christian Academy practice fields (bless them both for their generosity) using portable generators for lights (with the accompanying smoke and fumes) - because they had nowhere else to go. There is no way to sugar coat it, that's just shameful in a community like ours. Oro Valley is, or at least should be, better. There is no question that Oro Valley's youth deserve better. I'd also point out that the fields at Riverfont, Naranja and James D. Kriegh Parks aren't just utilized for sports. Families with small children play on them; they have picnics and other gatherings on them. People from 8 to 80 years old walk and run around and through the fields. These fields offer tremendous functionality and versatility. Unless and until Naranja and Riverfront Parks and the other municipal parks (already owned by the town) are developed to their potential with lighted fields adequate for Oro Valley's youth, teams and leagues that need them - the last thing on earth we should be considering is spending money on a defunct golf course. The fact that it was even given serious consideration smells bad. I believe that given their central locations, existing infrastructure, owned land, room for growth, existing access from arterial roads and other factors, Riverfront Park and Naranja Park are very well suited for the new fields proposed in their conceptual plans. And I believe Oro Valley would be well served by making those plans a priority and the new fields a reality over the next couple years. However, if you, our Mayor and Council, are hell-bent on buying the defunct Vistoso Golf Course, then perhaps an alternative approach should be explored. Namely, build the lighted sports fields currently planned for Naranja and Riverfront Parks on the north end of the defunct Vistoso Golf Course including the driving range. First blush it looks like four (or more) lighted, rectangular multi -use fields the size of those at Naranja, a lighted, four diamond cloverleaf along with support facilities, snack bars, rest rooms and ramadas could be situated in the area- while leaving room for open space and trails around the perimeter of that area and through the rest of the defunct course. While this wouldn't be nearly as practical or cost effective as building the sorely needed, lighted fields at Naranja and Riverfront Parks on land the town already owns; and traffic would be a real bear; but at least more people in Oro Valley and Oro Valley's youth would realize some benefit from acquiring the defunct golf course. On a positive note, I'd like to say that Kristy Diaz-Trahan and the Oro Valley Parks and Recreation team do an outstanding job maintaining the fields and facilities we do have. I hope Oro Valley takes real pride in the contribution they make. I remember at a lacrosse tournament at Naranja Park in 2019 parents from the visiting teams said "your fields here are beautiful"; and I can't count the number of times players, parents and coaches have told me how nice the softball fields are at Riverfront Park. I am an older parent and spend much time enjoying our parks, open spaces, and trails when work and family obligations permit. There are ample opportunities to walk, run and play for my family and me to choose from. Compared to communities in the metro Phoenix area, we are very, very blessed with beautiful opportunities all around us and just minutes away! Rather than developing a plan that accommodates and encourages participation in sports and active recreational activities, this draft plan seems to look for ways to make that increasingly more difficult. And, after being involved in trying to develop Oro Valley opportunities for youth sports for almost 20 years, my family and I cannot imagine that the Town of Oro Valley would yet again, ignore the youth of this community. I am a user of the Naranja park archery range and a member of the Pusch Ridge Archers and the Desert Destroyers Junior Olympic Archery Development club. I am a Nationally Certified level 2 archery coach and an assistant coach on the JOAD club. I also have over 35 years' experience in land use planning with the Federal Government, including planning for multiple use recreational areas. There are two areas of concern that I have with the Draft plan. First and foremost is safety, and second is the loss of economic inflow to the town due to the loss of revenue from archery events through the removal of valuable archery ranges as shown in the Draft Concept plan. The safety aspects I noted are mainly at the Naranja park, but some of the comments could apply to other facilities as well. The main safety concern is the locations of public restrooms in out of the way locations that make it easy for sexual predators to attack their victims and escape detection. The two proposed restrooms in the Naranja map are prime examples of this. Our archery club has pointed this out to Parks and Recreation staff, but there appears to be a disconnect between staff and planners. Another safety aspect is the placement of walking trails on the berms and within the archery ranges which would place walkers in areas they could be struck with arrows. This is in violation of all shooting range standards. The map also appears to do away with the East and West Field Courses. When I am at the range, I constantly see people utilizing both of those ranges. Our club has sponsored statewide archery meets on those courses, which brings me to the second point. Both the Pusch Ridge Archers and the Desert Destroyers have held tournaments there that bring in archers from all over the state of Arizona, and the head coach of the JOAD club has been approached by a coach from Sonora, Mexico about attending meets held by our club. All of these out-of-town guests pay the daily range fees as well as purchase food, gas and lodging in Oro Valley during their visits. This opportunity for income to the town will be forgone if the ranges are converted to walking trails as shown in the Draft Concept Plan. From all of my experience in planning, it appears that the contractors for this project do not have the experience or knowledge to properly engage the community, nor to find out what are the safety requirements for anything other than baseball and golf, and also are not looking at the diversity of sports that can be accommodated with the existing facilities to the benefit of the community. I would hope this is corrected before the next version of the plan comes out. I am also a level 2 nationally certified archery coach and currently ranked in the top ten in the United States for target archery. After looking at the new site plan for Naranja park I have a few concerns in regards to the archery ranges and the surrounding trails. My biggest concern is the proposed trail directly behind the end of the archery range. After some rough measuring the trail is approximately 125 yards from the shooting line of the archery range. I hope that this was an oversight from a lack of experience with modern archery equipment which is capable of shooting distances over 300 yards. According to USA Archery, which sets the standards for range safety, "An earthen or stone berm built 5 feet or higher positioned within 10 yards beyond and to the sides of the targets." is necessary for consistently stopping arrows and therefore would allow for a trail behind the berm. My second concern is that both the east and the west walking courses were not mentioned in the site plan and that new trails were added around them. Every Morning that I am at the range I see numerous people using both walking courses in preparation for bowhunting season or 3D archery tournaments. We have many state champion shooters who call the Naranja Park range home and practice numerous times per week. I greatly hope that it is not the plan to have the walking courses removed and that any additional trails that may be added around the walking courses will be done so with professional input from one of the many great nationally certified archery coaches and judges in the area such as: Dianne or Terry Lebeau, Alexander Krilov, or Lawrence Brady. I have been to many wading streams with a waterfall at one end and a few fountains at the end that are very refreshing for adults and children alike. Some have boulders to jump to and a fountain here and there. It's easy to just get your feet wet and cool off instead of having to have a swimsuit on to get in the splashpad. I have a few in Utah (St. George and Springville). We have enough splashpads around. Give us something novel all ages can use. My greater concern is the lack of vision embodied in the plan and an approach that suggests there cannot be multiple priorities with regard to park system development. After reading and rereading the document I find nothing aspirational in this draft. There is no vision statement, no policies, no goals that suggest the Town of Oro Valley is committed to a diverse, high-quality, multi -faceted park system. I find this to be at odds with the passion and commitment you and your staff bring to the community each day. It is as if the Town is just going through the motions, creating a plan that is minimalist at best and that does not commit the Town to doing the hard work necessary to create a vibrant park system residents can be proud of. If we as a community aim low, we most certainly will not achieve excellence. Equally troubling is the sense the draft plan conveys of pitting one interest group against another. My view, and I believe that of most residents, is that the park system can excel in all areas. Oro Valley can have a superlative trail system AND outstanding active recreational parks AND a high-quality community center AND excellent historic parks. The manner in which the plan is drafted suggests that parks are a zero-sum game and the elevating one element to a high priority necessitates suppressing another to low priority. A much more appropriate approach would be to establish goals and priorities for each of the key elements of a multi- faceted municipal park system. It is my hope and my recommendation that the plan as currently drafted be rejected by Mayor and Council. Oro Valley can do better. Overall, all of the new features seem really great and very diverse. I am however concerned with the amount of field space. I have 3 children who play soccer and we have used fields at both Riverfront and Naranja parks. Currently at both parks, the fields are very crowded and teams have to compete for space and end up having very little space to run a practice. I am concerned that all of the multi use fields are being taken from Riverfront and only 2 added to Naranja. Lacrosse is becoming ever popular and 1 am very concerned that only 4 multi use fields for all of Oro Valley will not allow enough space for all of these lacrosse, soccer, football and cheerleading teams to practice and play games. There are more baseball and softball fields than multi use fields that all of these other sports have to share. I am also concerned that some of the open areas are being taken away. For example, at Riverfront, there are several open grass areas that are not part of fields for kids to run around and play. My kids like to take balls to throw around and kick around when we go play at the park during their siblings practice. If this open area is taken for amphitheaters and splash pads and all the fields are full, what grassy space is left open for families to play catch and run around. Thank you for your time. Our oldest is now 19 and off to college and we have 2 highschool boys, that although participate in high school sports at school, also currently play lacrosse, where most practices are at Naranja Park. There are nights in the Spring where we have multiple lacrosse teams sharing fields as there is not enough space to rent more fields. In addition, we live in the Copper Creek neighborhood so we walk the trail at Naranja park often and on most evenings and Saturdays (especially before COVID) this park was busting with people and not nearly enough room. Go over to Riverfront they are full as well 111 I am extremely concerned that this plan does not call for more lighted multi -sports fields. I extremely support the need for softball and baseball fields as well, however, not at the cost of taking out current multi -sports fields. 1. My first concern is I am not sure how well you have advertised as I completely missed this was available to review. 2. 1 am not confident the families in our community were reached in regards to the priorities of the parks, especially those with children. 3. It is stated that we currently have 10 lighted multi -use fields. I am only aware of the 4 at Naranja and 2 at Riverfront Park. If the ones at Riverfront are removed that put us at 4. Your current chart shows needs exist as well. 4. Please remember kids need safe places to practice their sports during reasonable hours of the evening. 5. Remember all the nights and weekends you have likely been at these parks and seen them busting at the seam with practices and kids and it being quite obvious the we need more lighted parks for these kids to practice. I still remember being at the ribbon cutting at Naranja Park, when only 2 fields were open, and they were so full by the first week, it was obvious more fields were needed. Then 2 additional fields were built and the park is still busy as ever. It is amazing to me, how many weekends over the years, our family has spent in Phoenix for football, lacrosse, and baseball and how many parks have many multi use fields and diamonds. Prioritizing the children and activities to keep them healthy, focused and safe is critical. There were more responses from users of the Naranja Park Dog Park than there were from users of the Naranja Park fields - and more responses from users of West Lambert Lane Park than users of James D. Kriegh Park and Riverfront Park combined. Recommendations that will reduce, not add to, the inventory of fields: The draft recommends that the two lacrosse / football / soccer fields at Riverfront Park be converted to softball fields, without a timetable or a commitment to replace the rectangular multi -sport fields at a different location. It appears that it is the Town Council that is pushing for the plan as currently drafted, perhaps as cover for the proposed acquisition of the defunct Golf Course at Vistoso. Being the Regional Commissioner of your local AYSO Region 922 soccer league, I know full well that the multi -use fields are too crowded every week night with all kinds of sports programs servicing our kids! And even though there is a pandemic going on, and this should be a slow year, parents want more sports and exercise for their kids! We require 3 multi use fields every Fall just for our league to be able to have enough space for our 50+ teams to practice! We pay more than $8,000 in field reservations every Fall and we usually don't get enough space! And if we had more multi -use fields, we would finally be able to host our own OV soccer tournament every spring like the Ft. Lowell Shootout, bringing in patrons to our hotels and restaurants. I know firsthand the importance of physical activity not just for the community's youngest citizens, but also for Town residents of all ages. The plan seems to make it more difficult for sports groups to find space to practice and play. I've watched our coaches struggle to juggle and balance practice and game times in order to accommodate the limited field space that currently exists, and it appears this plan will reduce open field space even more. The coaches for my son's team all work for free, and work very hard to keep our kids active and engaged already. Please don't make it more difficult for them, or for our kids, to have open space to play and practice team sports. The draft plan should be unanimously rejected. Already for practice, fields are overburdened due to the high activity of organized sports. Sports for children is a necessity for them to build a team attitude, leader ship, the ability to trust other adults, and of course the physical activity needed for a healthy lifestyle. To further limit fields and not expand and add fields, will be a detriment to the high, family -based community. When people are looking for somewhere to live in the region, Oro valley is the gem due to the good schools, clean community, and the family sports/parks activities. These are the same factors considered for companies when they move into a community. They want to live where the talent is. Highly educated talent is another strength of Oro valley. As the average age of residence trend down, the town must stay focused on keeping the great family atmosphere that exist today. I highly recommend reconsideration of the park plan in place. Reducing the number of fields and claiming there are more lit fields than there are, is a disservice to the community. The plan should include more future fields that can be used for a variety of sports- soccer, football, lacrosse, rugby. Baseball is presently under represented based on team demands and Oro Valley little league should be able to have fields in Oro Valley to use. Please keep Oro Valley a family community. There are 4 less fields than counted and the overage of 520 acres of usable park land. Much of that is unusable or has been so poorly maintained. This report concludes that no new parks will be needed through 2035. 1 am not sure if you have been to the lit major fields, Naranja, James Kriegh, and Riverfront. They are packed full every night of the week (without Covid) and all day on the weekends. The age group of the people moving into Oro Valley is getting lower, single family residential property inventory is nonexistent. Families and children deserve more recreation parks. There is no need for more "flower" parks, we already live in one big "flower" nature park. Also, why would we build another softball park when we have an absolutely beautiful one at Riverfront. Why doesn't the counsel address the blatant disservice this city has done to Oro Valley Little League? The conditions for which they have to play in is embarrassing. Why wouldn't the city build baseball fields to address this instead of another softball park. It is very clear, those who provided the initial assessment of the people and needs of the community have no idea where and who they live with and around. It would behoove the counsel to throw out this draft and start over by speaking to the families who live here. This Master Plan is so far from a current and future representation of the Town of Oro Valley. By starting over, the town would more effectively utilize the funds and time spent for the future and the growth of Oro Valley. I urge you to go out and visit the parks yourself and see it the perspective of actual park users (not theoretical users). We spend a lot of time at the Oro Valley parks with the kids playing soccer, lacrosse, and using the play ground. During this past year, the parks have been our boys best way to socialize and interact with other kids and allow them to burn off that energy. The current draft recommends that the two lacrosse/football/soccer (multi -season sports) fields at Riverfront Park be converted into softball fields. All I can say is- Are you kidding? Do you see how heavily those fields are used for those sports? Once you create a baseball/softball field, that's all that the field can be used for. It limits all other sports. At least with soccer/football/lacrosse fields, they can be used by multiple sports and open areas. I subscribe to "The greatest good for the greatest number'Whoever wrote that proposal has not done a site visit and seen their usage and are completely out of touch. We are very disappointed to even see that in proposed plan. Please re-evaluate your Master Plan proposal. It's important to get it right, because it not only affects the current generation but future generations. Also, several other notes were pointed out to us and we agree with these points as flawed and biased in the proposed plan: Factual errors: The plan claims that there are 10 lighted multi -sport field in Oro Valley when there are only 6. The plan also suggests that there are 581 acres of developed park land in the community when there are only 61 acres that actually fit into this category. • Inappropriate Conclusions: Using the incorrect numbers above, the plan concludes that no new parks will be needed through the year 2035 and that the Town should only build two new lighted multi -sport fields over the next 15 years. • Flawed Public Outreach: The individuals included in the survey of residents do not represent the Oro Valley community. There were more responses from users of the Naranja Park Dog Park than there were from users of the Naranja Park fields - and more responses from users of West Lambert Lane Park than users of James D. Kriegh Park and Riverfront Park combined.
