CALL TO ORDER - Chair Campbell called the meeting to order at 9:01 a.m.

REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE AUGUST 5, 2019 REGULAR SESSION MEETING MINUTES
Motion by Member Charlie Hurt, seconded by Member Byron McMillan to approve the August 5th
minutes as written.
Vote: 3 - 0 Carried
2.DISCUSSION ON ORO VALLEY WATER UTILITY WELCOME KIT
Ms. Boyce reported that the Utility does not have a welcome kit but it does send welcome letters through
the WaterSmart software. We sent out 880 welcome letters since March of this year. These letters could
be standardized and improved by including Oro Valley Water Utility information and native landscape
recommendations, including irrigation tips. Mr. Abraham suggested a tri-fold which includes ideas on
indoor and outdoor conservation.
Ms. Boyce will work with Town staff and plans to have a draft by June of 2020.

3.DISCUSSION ON IRRIGATION WATER USAGE AND STATISTIC COMPARISONS
Ms. Boyce reviewed Water CASA's draft 2018 Update Water Usage Study. The study reflects higher
indoor use than exterior use incorporating a dual-metered system.
Ms. Boyce conducted her own research on Oro Valley Water Utility customer usage. She hopes to utilize
our AMI technology for further research. She indicated the data learned from this project will be a guide
for the conservation program.
Ms. Boyce reviewed her research:
- Strategy used to determine indoor and outdoor water use
- Overall goals and planning
- Outdoor use was 57 percent of the typical domestic water use in Oro Valley
- A WaterSmart Timed Irrigators report for single family residences was used to select a sample
- Characteristics of an "irrigator"
- Breakdown of irrigable areas
- Irrigable area and average irrigation use by day
- Ratio of total water use/timed irrigation for irrigator group
- Pool owners - 74 percent of customers sampled have pools
Mr. Abraham said we will data mine our AMI and pursue further research. He stated we are in the
development stages and it will be a multi-year project.
Discussion ensued amongst the subcommittee members and staff regarding:
- Adding a conservation variable to include irrigation conservation to the Water Resource Utilization Plan
- A written water conservation plan to educate customers since the most substantial water savings can
come from landscape irrigation.
Mr. Abraham will include this agenda item in the Water Utility Commission Annual Work Plan.
4.DISCUSSION ON POTENTIAL EXCESS RECLAIMED WATER AND USAGE
This item was tabled and will be discussed at a subcommitte meeting to be held in December.
FUTURE AGENDA ITEMS - Chair Campbell requested "Discussion on potential excess reclaimed water usage"
as a future agenda item since it was tabled from today's agenda.

10:27 a.m.
