LA CAÑADA DRIVE            SPECIAL SESSION AT OR AFTER 5:00 PM   CALL TO ORDER   ROLL CALL Present: Alan Forrest, Chair Niranjan Vescio, Vice Chair David Atler, Commissioner Tom Marek, Commissioner Greg Hitt, Commissioner Absent: Patricia Olson, Commissioner Staff Present:Peter A. Abraham, Water Utility Director Mary Rallis, Water Utility Administrator Mary Murphy, Town Council Liaison CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to discuss when completing the blue speaker card.    No public speakers   SPECIAL SESSION AGENDA   1.REVIEW AND APPROVAL OF THE OCTOBER 14, 2024 REGULAR SESSION MEETING MINUTES       to approve minutes with changes  Vote: 5 - 0 Carried   2.WELCOME WATER UTILITY COUNCIL LIAISON MARY MURPHY, COMMISSIONER AND STAFF INTRODUCTIONS (P. ABRAHAM)    Water Utility Director Peter Abraham introduced Town Councilwoman Mary Murphy as the Commission's new Council Liaison. Councilwoman Mary Murphy introduced herself to the Commission and provided a brief personal introduction and professional background and Water Utility Commission members individually introduced themselves as well. 11/18/2024 Water Utility Commission Special Session 1   3.CENTRAL ARIZONA PROJECT (CAP) UPDATES (M. BASEFSKY)      Water Utilitiy Director Peter Abraham introduced Mitch Basefsky, who provided the Commission with a presentation on the following information on the Central Arizona Project: Colorado River Basin Population and counties served Law of the river [Colorado] Timeline of the Law of the River Colorado River Compact Boulder Canyon Project Act Colorado River Basin Project Act Colorado River flow history Snowpack and runoff CAP Priorities Proposed Schedule post 2026 Discussion ensued amongst the Commission, Water Utility Staff and Mitch Basefsky. Water Utility Director Peter Abraham thanked Mitch Basefsky for his presentation and attendance.   4.UPDATE AND DISCUSSION ON WATER RATES ANALYSIS (M. RALLIS & P. ABRAHAM)      Water Utility Director Peter Abraham provided a brief summary of the Water Rates Analysis for fiscal year 2025-2026. Water Utility Administrator Mary Rallis provided an update on the following: Purpose of the water rates analysis Water Rates Analysis goals Water Utility Director Peter Abraham presented the following information: Historical and projected CAP delivery & wheeling costs CAP delivery costs City of Tucson CAP wheeling costs Historical and Projected Personnel & Power Costs Operations and Maintenance Costs Historical and Estimated Capital Costs No rates increase during 2020 due to COVID-19 and the financial burdens brought forth by the pandemic. Potable water accounts by meter size Historical annual potable water use Debt service amount Historical and estimated ending cash balance Water Rates Analysis Goals for FY 25/26 Tentative schedule for water rates Discussion ensued among the Commissioners, Water Utility Director Peter Abraham, and Water Utility Administrator Mary Rallis regarding wheeling and power costs. Discussion ensued between the Commission and Water Utility Director Peter Abraham regarding the costs of operations and maintenance costs. Discussion ensued between the Commissioners and Water Utility Director Peter Abraham. Discussion ensued among the Commissioners and Water Utility Peter Abraham regarding conservation and potable water use.   11/18/2024 Water Utility Commission Special Session 2 5.DISCUSSION AND POSSIBLE ACTION ON THE CANCELLATION OF THE DECEMBER WATER UTILITY COMMISSION REGULAR SESSION    Motion by Commissioner Tom Marek, seconded by Vice Chair Niranjan Vescio to cancel the December 2024 regular session  Vote: 5 - 0 Carried    Water Utility Director Peter Abraham stated that there are not any pressing issues that need to discussed in December. Water Utility Director stated that this has been done in the past.   6.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER MURPHY)    Council Liaison Mary Murphy stated she has been newly sworn in and looks forward to working with the Commission.   7.DIRECTOR'S REPORT       Water Utility Director Peter Abraham provided an update on the following information: Upcoming meetings scheduled December 19, 2024 Town Volunteer Appreciation Dinner OV's Path Forward- Resident Working Group Sign up on OVPathForward.com Chair Alan Forrest asked if we will have new Commission members in January. Water Utility Director Peter Abraham stated that there are two vacancies that need to be filled. Water Utility Director Peter Abraham informed the Commissioners that if they are interested in serving as Chair and Vice Chair, please email Water Utility Senior Office Specialist Maritza Valenzuela.   ADJOURNMENT    Motion by Commissioner Tom Marek, seconded by Commissioner David Atler to adjourn the meeting at 7:10 p.m.  Vote: 5 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Water Utility Commission of Oro Valley, Arizona held on the 18th day of November 2024.
