As you all of aware of the Oro Valley Church of the Nazarene (OVCN) has
changed their strategy from building a sports complex in our neighborhood to
expanding their foot print on the neighborhood with additional buildings.
At the neighborhood meeting last month they wanted a height exception to build
a 40 foot structure. Also .they had no plan for any open space other than the
wash they cannot build on. When the church expanded in 2018 the only open
space was very narrow strips of vegetation.
In contrast, in 2020 Oro Valley's Planning and Rezoning with final approval of
City Council approved construction of a storage facility at the corner of Celle
Concordia and Oracle Road. To minimize the impact on several adjacent homes
on Celle Concordia the developer agreed to conserve 48 percent of the site as
natural undisturbed land. Also the requirement included preserving native plants
within 100 feet of Oracle road per the Oracle road scenic corridor overlay district.
The city required a 300 foot buffer with densely- vegetated natural landscape
along Calle.Concordia on the Celle Concordia side of the property. The buffer
and significant wash was required to be preserved in perpetuity through a
conservation easement (a legal instrument enforceable by the town). The buffer
Is also to be open for public access.
In addition, portions of the site were.to be re -vegetated increasing the total
amount of open space to 62 percent. That included a requirement for enhanced
landscaping along Oracle road and the west side of the property to create
overlapping and continuous tree canopy to reduce visual impact from Oracle
road and the Oro Valley aquatic center. This also included. adding trees along
both sides of the access drive, areas previously disturbed, and any gaps in
vegetation.
It is interesting to note that in September of 2019 city officials had great concern
before approving the rezoning because the storage facility building might block
the view from the aquatic center. At the neighborhood meeting (attended by me
and my wife) the neighbors along Celle Concordia were also concerned about
the views, traffic, noise, lighting, wildlife, etc. The same concerns the neighbors
in the area of the church have.
Based on input from the city and neighbors the developer was required, on their
5.89 acre site, to lower the proposed height of the building to 25 and 16 feet
even though the requested zoning allowed 34 feet. The height reduction was to
reduce visual impact from the aquatic center and Oracle road. The developer
was to build a 16 foot section of the building on the south side to help make it
less visible from the Calle Concordia residents. The church is proposing a
building with a height of at least 40 feet which is considerably taller than the Fry's
grocery store on 1st and Oracle.
The city also required self -storage business hours to be from 6:00 a.m. to 7:00
p.m. to minimize the impact on the neighborhood and aquatic center. However,
there is no restriction currently on the hours of church operations.
The church currently owns 27.1837 acres. To apply the same standards to the
church as the storage facility would require the church to have 13.0482 acres as
natural open space under perpetuity using the 48 percent criteria (48 percent of
27.1837 acres). To meet the total amount of open space required by the storage
facility would require a total of 16.8539 acres (62 percent of 27.1837 acres).
TO BE EQUITABLE IN TREATMENT REQUIRED OF THE STORAGE
FACILITY. THE CHURCH SHOULD DESIGNATE, AT A MINIMUM, THE
9.9189 ACRES CURRENTLY ZONED RESIDENTALIAGRICULTURE AS
NATURAL OPEN SPACE FOR PERPETUITY UNDER A LEGAL AGREEMENT
WITH ORO VALLEY TO PROTECT THE NEIGHBORS, THERE'SHOULD NOT
BE A DOUBLE STANDARD. A TAX PAYING ENTITY SHOULD NOT BE
HELD TO A HIGHER STANDARD THAN A NON TAX PAYING ENTITY IN
PROTECTING THE NEIGHBORHOOD.

Dear Mayor and council members.
Thank you for the opportunity to share my continued opposition to any future expansion of the
Oro Valley Church, of the Nazarene.
The church leadership continues to disregard the requests of its immediate neighbors who are
all opposed to the expansion.
Any further building will degrade the lives of our neighbors with increased traffic, noise, light
pollution, flooding and the destruction of open spaces.
Within a five mile radius of OVCON mega church, there are a dozen "neighborhood " churches.
Not one of them intrudes on their neighbors with impassable traffic, bright light decorations,
ear deafening music and excessive water runoff.
OVCON has outgrown their home and allowing them to turn residential property into a parking
lot is just plain wrong.
I ask you to consider that when a town capitulates to a single entity over the wishes of an
entire neighborhood, that you are setting a dangerous precedent and that is not a good thing
for the future of Oro Valley.
