When the pond was present there were many water birds and the water was also used in the past for fire control. I am disappointed to hear it may not be brought back to life. In the original plan from what I remember it was going to be fixed up. I would encourage the town to refurbish the pond to bring back the beauty and wildlife. If cost is an issue I believe the neighborhood would come together to raise the money. Thank you for listening. Therefore, we wish you to know that we strongly favor asking consultants to recommend options for the old pond area. We are property owners at the Vistoso Resort Casitas across the road from the old pond area and we were active supporters of the proposal to convert the old golf course to a nature preserve. In our opinion the former pond basin is an eyesore and contributes nothing to the appearance or usefulness of the nature trail. Consultants should be asked to identify and eva;iate options for the basin including beautification or resurrection of the pond. Simply abandoning it "as is" should not be an option. Read Carefully. Report phishing. Good day to all. We are property owners located at 655 W Vistoso Highlands Drive. This is directly across the road from the old golf course water pond. We have owned since 2004, and have observed the changes to the property now titled Vistoso Preserve. It is our understanding the water hole on the old golf course was built to maintain a water reserve for the course and prior to the golf course there was no freestanding water on the property. We are opposed to creating a water area here. Our opposition is based upon two factors. First the history of the land never included free standing water And we must remember we all live in a desert environment. Our second concern is the continuing decline in water available to the general home owning population and the increase in costs to have water for human and other consumption. The cost of water increases on an annual basis and this water would be paid for by Oro Valley taxpayers. Thank you for taking the time to read this email. Being right about one thing does not convey that authority to another. The pond is one of those. Water, even reclaimed water, is too valuable a commodity to become an ego bauble in the desert. Native planting makes much more sense. And surely would prove much more cost effective. Any decision is for a lifetime. That is a lot of water under the bridge. It was always planned as a native area. And ponds are not native. Read Carefully. Report phishing. Hello I would like to address the Town Council concerning the recent request by OVCN to have a variance on height of building. This is a request with not only an unreasonably large height increase but one that would set a irreversable precedence in our community. Planning and Zoning boards grant variances based on criteria set forth by the Town. My husband and built our home on Calle Buena Vista based on the criteria set forth and followed those requirements. When an applicant requests a variance they will come to a Planning and Zoning board with the following situations typically. 1. The applicant faces practical difficulties or particular hardship in carrying out the strict letter of the zoning regulation OVCN is not having a hardship, they are not facing any difficulties in their current conditions. 2. The property cannot yield a reasonable return if permitted to be used only under the zoning regulations. This opens up the entire can of worms with what they have been trying to do along with getting a rezone on the Residential property and now they are trying to find a another way around that plan to still build a mammoth size building or more if they were to receive this variance request 3. The plight of the owner is due to unique circumstances and the variance requested will not alter the essential character of the locality. They have no plight and no unique circumstances, they just want to growth and expand their presence in our neighborhood. This request would DEFINITELY change the character of the locality. As a neighborhood we have strongly come together to show our opposition to this proposal, both with a rezone and now with a variance request. We have spent many hours standing in front of you, writing emails or letters. The burden that this variance height proposal would create would be forever. If there is any more proof you need to realize your residents do not want there residential communities changed with irreversible changes, read your own OVPath forward results. Residents want no blocking of mountain views, no more increased traffic or traffic lights. Residents do not want unsafe roads due to heavy traffic in residential areas with dangers of speed control. Residents stated in the survey they want Oro Valley to protect our environment. With what OVCN has already done to a 10 acre residential historical property by stripping it of its native trees and plants has already affected residents and wildlife. OVCN is stating they want to make that a paved parking lot is proof they are not considering us a neighborhood and community. We do not want more asphalt. We want our Town Council and Planning and Zoning to protect us and this beautiful part of Historical Oro Valley. Please see my OP -Ed about regional water issues that was just published. (I can send a .pdf if requested) Please distribute this important email to Mayor Winfield and the Town Council before the upcoming Town Council Meeting Regarding the desire of Oro Valley voters for a "water feature" at Vistoso Trails Nature Preserve, I have these thoughts: a) "water features" including open ponds, waterfalls and fountains are a luxury that our state may not be able to afford any longer, just like lush green lawns. We are in a genuine water crisis, and when legislators are considering recycling sewage to directly make drinking water ("sewer to tap"), we need to re-examine all of our water use with a new viewpoint that takes climate change, growing population and reduced water availability into consideration. b) "water features" like big ponds are not a natural feature of the Sonoran Desert ecosystem, but they can serve educational and ecological purposes. I did not live in Oro Valley when the open pond for the golf course irrigation system was working, but apparently it was scenic, attracted migrating waterfowl and was aesthetically pleasing. Given that, the old pond was supported by money generated by a functioning golf course, which no longer exists. A comparable pond -like water feature is likely to be very expensive when we factor in reconstruction of the basin, relining the basin, replacing much of the old piping, engineering fees, security and administrative costs etc. c) The remnants of the old pond are a public hazard, and it will be very expensive to rehabilitate the pond basin to hold water once again. I build wastewater treatment systems worldwide and have engineering expertise in this work, and I think OV has more pressing priorities than a "vanity water feature" to meet the demands of a vocal minority of voters. d) Anew pond -like "water feature" could also be a public hazard. I've noticed that our teenage boys in particular are attracted to "water features" such as the Center Pointe Vistoso community pool, forcing our neighbor to install an elaborate CCTV camera system. This recent post in Nextdoor.com illustrates the problem further, please see attached. don't think a decorative pond would sustain fishing, but rowdy young teens might try to swim in it without extensive security. In summary, I am NOT in favor of a large "water feature" that harkens back to the old pond that used to exist in the location that people remember. A more affordable and practical option could be devised that would help to sustain local wildlife, create a modest riparian habitat, and meet the needs of the public. I am in contact with UA faculty who have offered to play a role in this if OV Town Council is interested, and I would like to speak to the Council as a Blue Card speaker when we meet on December 6th. During the previous long process of preserving the golf course as a nature preserve we provided numerous photos of the wildlife that was present on the golf course property. Many of those photos were taken from our back yard. Among that extensive wildlife were deer. We noted that many deer (groups of 6 or more and individual) made rounds in the natural wildlife corridor provided by the golf course regularly passing by our house. Particularly over the last year or so we have noticed a significant reduction in the deer that are observed from our property. We believe that may be due in part to the lack of water in the Preserve. We had strongly supported a pond option in the previous Preserve Master Plans and were disappointed when that option was discarded in the latest plan. We believe that including a pond in the Preserve would not negate the objective of bringing the property back to a natural Sonoran desert state, but would bring back the level of Sonoran desert wildlife present in the Preserve as recently as a year or two ago. We urge the Council to approve further review of pond options for the Vistoso Trails Nature Preserve and hopefully leading to a final approval of such a feature in the Preserve. During the design and building process, there were many obstacles and difficulties but we were always mindful and respectful of the town's codes and ordinances. We painstakingly worked with our builders and architects to navigate within the regulations and restrictions within our communities Vistoso Highlands and Campo Bello that were set forth by the town of Oro Valley. The OVCN is requesting a variance to allow buildings on their property to be constructed with a finish height of 40'. That is 16' higher than the community of Linda Vista #2 allows. Linda Vista #2 and all of its surrounding neighborhoods were built for the last 50 + years in compliance with Oro Valley's building ordinances. To allow a variance of this magnitude within these built out historic communities would be irresponsible and extremely disrespectful to hundreds of residents who call these communities home. My kids have to walk,,ride a bike or have me take them the 1 1/2-mile trek from home to school (CDO) (Amphitheater school district does not provide transportation as we live too close to the school). Calle Concordia in its current status is not exactly the safest road for walking or biking during high traffic hours. Crossing the street with only one crosswalk by the park isn't easy. During high traffic hours there are so many new drivers that I won't let my kids ride their bikes to school and on many occasions, I have seen drivers heading West on Calle Concordia near Raleigh Dr driving in the bike lane and coming close to hitting my dog and I who are walking in the dirt beside the bike lane. I think I heard mention of adding a turn lane into the OVCN but I am wondering if anyone has paid attention to the turn lane into the CDO lower parking lot? During high traffic hours that turn lane backs up all the way to Calle Buena Vista. While the turn lane is helpful it doesn't fix the already existing traffic problem. Allowing the rezoning is only going to make these situations worse and more dangerous. Second, I would like to talk about parking. Parking is always a nightmare. The parking lots are never big enough and the overflow traffic always goes into the surrounding neighborhood. Our neighborhood already has existing parking issues when CDO has events, when CDO little league has events and when the Aquatic Center has events. The overflow at these events always spills into the nearby neighborhood streets. Allowing the rezoning for the OVCN to build an even larger campus than it already has is only going to make these parking issues worse. We love our neighborhood and work with the already existing traffic and parking issues because we love our high school, our parks and our swimming and baseball/softball teams that already exist here. This rezoning seems like big traffic and parking debacle to add to the existing traffic and parking debacle that already exists. Calle Concordia traffic and the existing parking is already busy and dangerous enough. Allowing this rezoning is only going to make it worse! Many of those photos were taken from our back yard. Among that extensive wildlife were deer. We noted that many deer (groups of 6 or more and individual) made rounds in the natural wildlife corridor provided by the golf course regularly passing by our house. Particularly over the last year or so we have noticed a significant reduction in the deer that are observed from our property. We believe that may be due in part to the lack of water in the Preserve. We had strongly supported a pond option in the previous Preserve Master Plans and were disappointed when that option was discarded in the latest plan. We believe that including a pond in the Preserve would not negate the objective of bringing the property back to a natural Sonoran desert state, but would bring back the level of Sonoran desert wildlife present in the Preserve as recently as a year or two ago. We urge the Council to approve further review of pond options for the Vistoso Trails Nature Preserve and hopefully leading to a final approval of such a feature in the Preserve. We urge the council to amend the contract with Kimley-Horn to include a pond concept with associated costs so this option can be reconsidered by the council. Read Carefully. Report phishing. When we first moved to Vistoso Trails Casitas the existing pond was pretty and a very nice feature in the neighborhood. We were disappointed to see it removed several years ago and would truly enjoy having it reinstated in the neighborhood landscape. Their is no question that having the beautiful pond back would help to improve property values and allow the residents to enjoy a more beautiful landscape feature surrounding their homes. Thank you. Much dedication was brought to its protection. As we look forward to -its, best use, it �is crucial to remember its principal attributes: views of the Pusch and Samaniego Ridges, the ability to provide wildlife habitat, extensive walking and biking paths, and space for future trails and outdoor gathering. All of this is consistent with our desert surroundings. The former water feature on the property was an anomaly. While it may have .been understandable at the time the golf course was designed, it is completely out of the question in our current era of water scarcity. As taxpayers, we are extremely disappointed that you have voted to allocate additional funds to Investigate the cost of reinstating a water feature which does not belong in our desert environment, would cost hundreds of thousands of dollars to rehabilitate, would consume great quantities of costly water*annually due to water loss by evaporation and which would pose a safety threat to young children unless fenced. Nearby residents are not the only voices in Oro Valley who are concerned about this decision. All of us want our voices to be heard. We want our governing body to be sensitive to our environment and the future and not saddle us with inappropriate and expensive decisions. We are in support of .Mayor Winfield's position on this matter. As a former landscape architect, he is well versed in how the land and climate interact as well as long term open space preservation and use.
