I still have some concerns about the monument sign color palette. The color photos show that the base of the sign and sign panels would be a beige (earth tone color) to match the building. There is also stack stone applied to the sign (stone also matches the building). I don't think that is clearly written in the text of the criteria. Please identify those components of the sign in the text of the criteria. Then the list of 15 colors is provided on the color sheets and in text of the criteria. I suppose the list of colors is meant to be for the lexan faces. In other words the letters on the sign could use one of 15 colors. You did add a statement that no more than 2 colors are allowed. So can tenants only use two color or all 15 colors? I would highly suggest eliminated the 15 colors and shrinking the list down to just 2 or 3 colors. The Board will look at this long list of bright colors and envision a monument sign with 15 bright colors on it. One other minor item. At the top of page 4, the first bullet point, "The signs will be..." check spelling of permanently. Can you get something back tome by Friday the 26"'. All signs must be integrated with the Shopping Center's architectural character and designed in a manner that will not create a nuisance or diminish the visibility and/or value of other Parcels. Endeavors have been made to work within the requirements of the Town of Oro Valley sign ordinances while creating unique designs that are architecturally compatible with the Shopping Center and make a strong identity statement. All signs within the Shopping Center must conform to the Oro Valley sign code and the standards outlined in this Sign Criteria. Conformance will be strictly enforced and nonconforming installation or unapproved signage must be brought into conformance at the expense of the violating party. General Requirements All signs that are intended to be placed in or on the Shopping Center will be reviewed by the master developer, CTW-Oro Valley, LLC or its Assignee ("CTW") for compatibility with these guidelines. Each building Owner/Occupant will receive a copy of these guidelines before designing signs. Plans must be approved in writing by CTW prior to installation. CTW's approval of such plans does not constitute a representation or warranty that such plans are in compliance with applicable governmental requirements. Compliance with all governmental requirements is the sole responsibility of each Owner/Occupant. Owner/Occupant must then resubmit for another review. • Sign content shall be restricted to the identification of business or service located on a Parcel. • All signs shall be made out of durable and long-lasting materials. D • No exposed neon tubing, ballasts, crossovers, raceways, conduits, conductors or transformers are permitted, except conduit at any under -canopy signs (which must be painted to match the canopy). • All screws, nails and fasteners shall be made of non -corrosive material. • Any damage to a building's fascia, canopy, structure, roof, or flashing which is caused bo the sign contractor or Owner/Occupant must be repaired and/or paid for by the sign contractor or Owner/Occupant. The criteria provides an expanded color palette for signs placed on the wall above the tenant spaces and includes updated standards for the existing monument signs as shown in the applicants submittal (Attachment 1). The proposed changes meet the Town's Design Principles by establishing a unified design theme for the development. A Sign Criteria is a document that governs all permanent signs within a multi -tenant development and is designed to comply with the standards of the Oro Valley Sign Code while providing compatible and coordinated identification for the center. A Sign Criteria is required to be reviewed by the Conceptual Design Review Board (CDRB) for final approval prior to the issuance of a sign permit. 4. BACKGROUND: Placita De Oro, as seen in Attachment 2, began development in 2005 followed by a sign criteria established in 2006. The original criteria was based on standards from the Towns Sign Code that was in effect at the time. Since 2006, the Sign Code was revised to allow more flexibility in terms of colors and sizes. The proposed criteria is based on the standards of the Town's current Sign Code. OV314-002 Placita De Oro Conceptual Design Review Board Staff Report Existing Site Conditions • 11 acre site • 6 buildings • Zoning is C-2 Commercial • Site was developed in 2005 SIGN CRITERIA: Page 2 of 4 The proposed Sign Criteria establishes design standards for wall and monument signs in the development. The current Sign Criteria limits the colors and size of signs as detailed in the table below. The primary focus of the proposed criteria is to add an expanded color palette for the wall signs installed over the tenant spaces and allow the existing monument signs to be enlarged to the size standards of the current sign code. Project identification and sign elements shall incorporate architectural treatment and project unifying elements which are integrated with the overall design of the project in terms of style, materials, color and theme. The Placita De Oro development is a one-story retail center built with Santa Fe style architecture which includes stone veneer accents and stucco painted with earth tone colors (Attachment 3). The two monument signs existing on the site are built using elements of the Santa Fe architecture along with stone, stucco and earth tone colors. The proposed monument signs would continue the same earth tone color and Santa Fe design as the existing signs but would be enlarged to the area and height proposed in the Sign Criteria. The proposed criteria would allow the words on the sign to use the original copper patina color but also add a palette of 12 additional colors as shown in Attachment 1. The developments unifying elements will be maintained by continuing the original monument sign design that blends with the architecture of the site. As feasible, sign colors shall utilize the project color palette approved as part of the Conceptual Design for the project. The proposed Criteria provides an expanded color palette for wall signs with 15 color choices. The Criteria also increases the logo usage to 20 square feet which will allow tenants to clearly identify their business. In the past, tenants expressed concern that the limited color palette and logo size did not provide adequate visibility for their businesses which can be setback as much as 700' from Tangerine Road. The buildings in the center are painted with hues of tans and beige. The limited colors do not provide variety needed to adequately identify the various tenants within the center. Additionally, adding contrasting sign colors to the building colors will address the visibility issues created by the large setback from Tangerine Road. The criteria will continue the use of reverse pan channel letters with white halo illumination which will maintain consistency and unified design.
