CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Board on any issue
not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Board members may
ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to
criticism made by speakers. However, the Board may not discuss or take legal action on matters raised
during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to
discuss when completing the blue speaker card.

to the Board meeting in the Town Clerk's Office between the hours of 8:00 a.m. – 5:00 p.m.

INSTRUCTIONS TO SPEAKERS
Members of the public have the right to speak during any posted public hearing. However, those items not
listed as a public hearing are for consideration and action by the Board during the course of their business
meeting. Members of the public may be allowed to speak on these topics at the discretion of the Chair.
If you wish to address the Board on any item(s) on this agenda, please complete a blue speaker card located on the
Agenda table at the back of the room and give it to the Recording Secretary. Please indicate on the speaker card
which item number and topic you wish to speak on, or if you wish to speak during “Call to Audience,”
please specify what you wish to discuss when completing the blue speaker card.
Please step forward to the podium when the Chair announces the item(s) on the agenda which you are interested in
addressing.
1. For the record, please state your name and whether or not you are a Town resident.
2. Speak only on the issue currently being discussed by the Board. Please organize your speech, you will only be
allowed to address the Board once regarding the topic being discussed.

DEPARTMENT REPORT ON CURRENT EVENTS
Rosalyn Epting reported on the following:
Summer camp recap. Twelve different camps were offered throughout the town.
4th of July event was attended by over 10,000 people.
Some of the Parks and Recreation staff attended the Annual Arizona Parks and Recreation
Conference
Two awards were received at the conference: one for Outstanding Recreational Program and the
other for Mayor Winfield for Outstanding Public Official.
Steam Pump ranch shade project update.
Elevator project at the Community Center update.
CDO wash project update.
Pusch Ridge golf course pedestrian bridge update.
Hole #5 at the Conquistador course update.
Grants, Arizona Game and Fish awarded the town a 50-50 matching grant for the shade
structure at the archery range.

4.DISCUSSION AND POSSIBLE ACTION TO MAKE A RECOMMENDATION TO COUNCIL
REGARDING RENAMING WEST LAMBERT LANE PARK
Motioned by member Antonia Landau, seconded by member Joanne Moothart to approve the
following three names in order of preference to the Town Council for the renaming of West Lambert
Lane Park.
1. Golden Peak Trails
2. Panorama Trails
3. Golden Peak Loop
Vote: 7 - 0 Carried
5.DISCUSSION AND POSSIBLE ACTION REGARDING COMMUNITY AND RECREATION CENTER
POLICY CHANGES FOR MEMBER RESERVATION CANCELATIONS AND NON-MEMBER
RESERVATIONS
Community Center Manager Nick Scala spoke about the desired policy changes with regard to
reservations for members and non-members at the Community and Recreation Center.
Motion by Vice Chair Joanne Moothart, seconded by Member Emily Veres to approve the new non
member reservation policy.
Vote: 7 - 0 Carried
Motion by Member Antonia Landau, seconded by Member Emily Veres to approve, with changes, the
new member reservation policy.
Vote: 7 - 0 Carried
ADJOURNMENT
Motioned by Chair Temple, seconded by member Joanne Moothart to adjourn at 7:53 p.m.

SUBJECT:
PRESENTATION AND DISCUSSION REGARDING THE VISTOSO TRAILS NATURE PRESERVE DESERT
ECOSYSTEM RESTORATION PROJECT
RECOMMENDATION:
This item is for information and discussion purposes only.
EXECUTIVE SUMMARY:
This item will provide an update on the Vistoso Trails Nature Preserve Desert Ecosystem Restoration
Project.
BACKGROUND OR DETAILED INFORMATION:
Kimley-Horn and Associates is the contractor for the Vistoso Trails Nature Preserve Desert Ecosystem
Restoration Project. Rebeca Field is the Senior Project Manager assigned to this project from
Kimley-Horn and Associates. Rebeca has been working with staff and stakeholders to develop a concept
plan that was presented to the Town Council on September 18, 2024. The concept plan was approved
by Town Council at that meeting.
Stakeholders Interviewed Include:
Rosa Daily – Resident
Jack Dash – Horticulturist and Botanist, President of the Local Chapter of the Native Plant Society
Elise Gornish – Ecological Restoration Specialist, University of Arizona
Gayle Mateer – President of Preserve Vistoso
Joe Winfield – Mayor
Matt Wood – President Vistoso Community Association
Megan Worzella – Parks & Recreation Advisory Board Member
Rebeca Field will be in attendance to discuss the process thus far, as well as present the Town Council
approved concept plan that was based on stakeholder feedback. Per a Council motion on April 17, 2024,
the desert garden design and prioritization of areas receiving treatment will be approved by Council.
FISCAL IMPACT:
$2,000,000 is currently budgeted for this project.

•Installation of protection fencing around existing ‘Islands of Fertility’
•Targeted hand/mechanical removal of invasive species in areas of existing vegetation
•Topsoil will not be removed –soils testing recommended for amendments
•Invasive species eradication in larger areas will be a combination of mechanical removal and targeted herbicide application
•Take advantage of ‘people-power’ for invasive species removal
Restoration Strategies
•Application of seed mix to occur over desert cobble placement as cost allows
•Variety of seed mixes to be installed depending on microclimate/condition of area (i.e.upland area vs. drainage area, low grow seed mix along residential edges, etc.)
•Trees will be included in Riparian and Upland seed mixes
•Former golf course restoration areas will not be irrigated
•Start work from the outside and work IN –focus on the edges
