COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY)
Council Liaison Dr. Harry Greene commented that he appreciated everything that previous Stormwater Division
Manager John Spiker did, and that he did a terrific job. He wished Mr. Spiker well in his new job. Councilmember
Greene also stated that the Council will be going into study sessions in the next month or so to prepare the
course for the Town.
DIRECTORS REPORT (INFORMATIONAL ONLY)
Interim Stormwater Division Manager Dennis Roberts commented on the following:
The presentation to the Stormwater Utility Commission (SWUC) about the Notice of Intent for the
Stormwater Rate Review has been rescheduled for the SWUC meeting on February 20, 2025. Stormwater
Utility (SWU) staff will meet with the Mayor and Council in early February to introduce the presentation.
The Flood Control District advisory committee has announced a significant update regarding their revised
methodology for peak discharge calculation software.
A reminder that there are openings for the SWUC. Interested residents can visit orovalleyaz.gov and
search 'Boards and Commissions' to learn more.
The SWU team is partnering with the Pima County Flood Control District (PCFCD) for an exciting project
collaboration at the end of the month. This meeting will explore potential projects and foster greater
teamwork between our two organizations.
1/16/25 Minutes, Stormwater Utility Commission Regular Session 1
The Arizona Department of Emergency and Military Affairs (ADEMA) has reviewed and ranked Notices of
Intent submitted by various Arizona agencies for the Hazard Mitigation Grant Program Post-Fire 5493
Grant. Our proposal for drainage infrastructure improvements on North Pomegranate Drive has been
ranked, and we are now competing for this grant.
The SWU received a request for information from FEMA regarding the Highland Wash Flood Control
Project. We responded and submitted our deliverables on January 14, 2025. We are hopeful that we will
get a notification of award in our next correspondence with FEMA.

Motion by Commissioner Richard Hawkinson, seconded by Commissioner Rob Schlicher to elect
Commissioner Richard Hawkinson as Stormwater Utility Commission Vice Chair.
Discussion had ensued among the Commissioners. Both Commissioner Schlicher and Commissioner
Hawkinson expressed their willingness to nominate themselves. Upon hearing that Commissioner
Hawkinson nominated himself, Commissioner Schlicher seconded, stating that he would vote for
Commissioner Hawkinson. All votes were cast unanimously for Commissioner Hawkinson.

4.DISCUSSION REGARDING THE STORMWATER UTILITY COMMISSION REGULAR SESSION
MEETING SCHEDULE FOR CALENDAR YEAR 2025
The Stormwater Utility Commissioners reviewed the 2025 SWUC meeting dates as presented.
Meetings will be held on the 3rd Thursday of each month. The attached document list the anticipated
meeting dates for regular meetings of the SWUC for 2025.
Mr. Roberts shared that Town Code Section 15-24-6 establishes a Town of Oro Valley
Stormwater Utility Commission comprised of five (5) Oro Valley residents, and the Mayor and Council
shall appoint the members. Commissioners serve two-year terms, with the possibility of reappointment
for another term. Topics discussed during Regular Session Meetings are mostly informational, related
to ongoing SW projects and administrative reports. One exception to this is the requirement in Town
Code 15-24-13 Section H. It mandates that the Stormwater Utility Commission (SWUC) annually
review the Stormwater Utility revenue requirements and recommend rate adjustments to the Town
Council as necessary.
Chair Crocker commented that the 2024 SWUC Tour of Projects Field Trip was canceled in

Chair Crocker commented that the 2024 SWUC Tour of Projects Field Trip was canceled in
October 2024, and no date for a 2025 SWUC Field Trip was listed in the 2025 meeting schedule.
He suggested that the Commission seek a recommendation from staff regarding a suitable date
and have staff present the information at the next SWUC meeting.
5.DISCUSSION OF MEETINGS AND EVENTS
Mr. Roberts discussed recent meetings and events.
6.DISCUSSION OF 2024/2025 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, SECOND
QUARTER REPORT
Mr. Roberts reported on the Town's 2024/2025 MS4 Compliance Schedule, Quarter 2, October 1 -
December 31 2024 time period. The summary table shows that the SWU is up to date and has met
their objectives this quarter.
Chair Crocker stated that he understood that items not checked would take place during the remaining
period. Mr. Roberts concurred.
7.DISCUSSION OF RESULTS OF NOVEMBER 14, 2024 TOWN OF ORO VALLEY MS4 AUDIT BY
ADEQ
Mr. Roberts reported that on November 14, 2024, the ADEQ (Arizona Department of Environmental
Quality) performed a compliance audit of the MS4 program of the Town of Oro Valley (Town). The
objective was to evaluate the Town's Stormwater Management program and to identify any possible
concerns.
Discussion ensued. Chair Crocker inquired if the audit was rated as noncompliant and
mentioned noticing minor noncompliance issues in the report. Mr. Roberts stated that noncompliance
issues outlined in the report were corrected immediately or were in the process of being addressed.
We are submitting a report to the ADEQ with pictures of the corrected issues.
Mr. Roberts stated that the SWU did receive a nice compliment at the end of the audit where the
inspectors mentioned that the Town was probably within the top echelon of towns that do a good job
with their ADEQ inspection.
Commissioner Hawkinson had questions about the current procedure the SWU has for taking
samples, and also about the sampling in relation to the Environmental Protection Agency (EPA) rules.
Commissioner Hawkinson wondered if the sampling rules differed between the ephemeral streams in
our region and the permanent streams found in the eastern United States. Mr. Roberts commented
that in the SWU sampling process, our staff go out when there is a big rain, and that we adhere to
the requirements to take proper sampling. We continue to submit our sample results, and we get
positive feedback from the agencies.
Commissioner Hawkinson was interested in knowing what the state thinks about the sampling
program and about what the EPA requires from dry environments as compared to hydrology in the
east, and if that was something that could be modified to better fit the situation. Commissioner
Schlicher commented that those requirements are stated in the General Permit and would probably
require a change to the Permit. Mr. Roberts agreed, stating that a modification would indeed be
required if needed.
At a future SWUC meeting, Mr. Roberts will have staff present a report to bring the commission up to
date about the procedure the SWU uses to take samples. Mr. Roberts will also reach out to our EPA
contacts for feedback on our process.

Council Liaison Greene questioned the unnamed substance in uncovered containers pictured in the
report. Mr. Roberts stated that the substance was identified as belonging to the Traffic Department and
was related to striping. The ADEQ inspectors expressed concern about the storage of the material.
They recommended that it should be contained during rain and covered properly. Chair Crocker, along
with Council Liaison Greene, inquired whether it was necessary to recommend adequate storage. Mr.
Roberts explained that the need for storage requirements was not communicated to him during the
inspection. He assured the Commission that he would follow up on the storage issue.

DISCUSSION OF THE ADEQ SMALL MS4 PERMIT CHARACTERIZATION MONITORING PROGRAM

EXECUTIVE SUMMARY:
The Arizona Department of Environmental Quality (ADEQ) introduced the latest Small MS4 Permit AZG2021-002,
effective as of September 30, 2021. This updated permit redefines how agencies across Arizona manage
stormwater, launching an innovative program to enhance our understanding of stormwater discharge impacts.
One key requirement under this permit is for permittees to monitor stormwater discharges from their MS4 systems at
three strategically chosen outfalls. The data collected through this monitoring effort will provide critical information
on the characterization of stormwater discharges to protected surface waters.
For a comprehensive overview of the program, please refer to the document titled
Attachment-1-TOV-Sampling-Analysis-Plan, which contains a detailed sampling and analysis plan.
By embracing this initiative, Oro Valley is protecting water quality and fostering sustainable practices for generations
to come.
BACKGROUND OR DETAILED INFORMATION:
In alignment with the 2021 Arizona Department of Environmental Quality (ADEQ) Small MS4 Permit
(AZG2021-002), the Town of Oro Valley Stormwater Utility has successfully completed its stormwater
characterization monitoring requirements.
The permit mandates that permittees sample stormwater discharges from their MS4 systems at three locations
within two years of the permit’s effective date. To meet this requirement, the Town identified three representative
outfalls to monitor stormwater pollution from the MS4 system:
Pusch View Lane Outfall: Sampled on December 12, 2022
Steampump Wash: Sampled on February 22, 2023
The Villages of La Cañada at the Cañada del Oro Wash: Sampled on September 12, 2023
Each location reflects a distinct land use—residential, commercial, and industrial—offering a comprehensive
analysis of stormwater impacts across various environments. The collected data, documented in a Discharge
Monitoring Report (DMR), provides critical insights into the pollutants identified at these sites. For an outline of
monitored pollutants, please see Attachment-2-Monitoring-Constituents.
For visual reference, a detailed map of the sampling locations is available in Attachment-3-Sampling-Locations.
With the final sample collected on September 12, 2023, the Town of Oro Valley has demonstrated its commitment
to water quality and environmental stewardship. This achievement underscores the importance of proactive
monitoring in protecting Arizona’s surface waters for future generations.

Section 1. Introduction
1.1 Background
The Town of Oro Valley operates its storm drainage system under the authorization of the
Arizona Pollution Discharge Elimination System (AZPDES) General Permit for Storm Water
Discharges Associated with Small Municipal Separate Storm Sewer Systems (MS4s), hereafter
referred to as the MS4 General Permit. The current MS4 General Permit, issued by the Arizona
Department of Environmental Quality (ADEQ) is effective from September 30, 2021 through
September 29, 2026.
In accordance with Section 7.2 of the MS4 General Permit, The Town is required to sample
stormwater discharges from the MS4 to protected surface waters at the outfalls identified by the
Town in Part 7.2(4) of the permit. The Town is required to sample stormwater discharges from
the MS4, as required in Appendix B, one (1) time within the first two (2) years of the effective
date of the permit. This monitoring requirement is intended to provide discharge characterization
data of stormwater discharges from the MS4 to State of Arizona listed protected surface waters.
1.2 Purpose
This plan was created to better understand/Estimate pollutant loading into state listed protected
surface waters from Town of Oro Valley outfalls. This sampling and analysis plan will describe
the Town’s wet weather stormwater characterization monitoring program for the 2021 through
2026 permit term.
Section 2. Town of Oro Valley Receiving Water Bodies
2.1 Receiving Water Body Overview
Two State of Arizona protected surface waters exist within the Town of Oro Valley, (none of
which are impaired or outstanding surface waters). These surface waters are The Canada Del Oro
Wash (State Highway 77 to Town Limits) and Big Wash (Town Limits to Canada Del Oro
Wash). Town of Oro Valley municipal outfall sampling locations and associated receiving
waterbodies are identified in Table 2-1. Figure 2-1. provides a map of the Town’s outfalls and
associated receiving waterbodies.

Of the 23 identified outfalls within the Town of Oro Valley all sampling sites (3 municipal
outfalls) are located along the Canada Del Oro Wash. Of the remaining 20 outfalls, 11 are
located on private property with 9 along Big Wash near the Oro Valley Marketplace and 2 along
the CDO. 9 other outfalls exist along the CDO, with 6 being municipal and 3 that fall under
Pima County jurisdiction. According to the 2021 MS4 General Permit “the identified outfalls for
this one-time characterization monitoring must be reported in a discharge monitoring report
(DMR), including the identification of the land use for the area served by the outfall from the
following three uses: residential, commercial, industrial. The permittee’s selected outfalls must
be representative MS4 dischargers and discharge to a protected surface water”. The Town of Oro
Valley has no industrial sites discharging into or near a State listed protected surface water. The
monitoring locations will be representative of the general land uses within the Town and will be
a mixture of 1 residential and 2 commercial outfalls along the Canada Del Oro watercourse. For
a map of the 3 outfalls being monitored through this plan, see figure 2-1 below.
Section 3. Stormwater Characterization Monitoring Constituents and Personnel
3.1 Analytical Constituents
Stormwater runoff from urbanized areas may contain high concentrations of toxic metals,
hydrocarbons, pesticides, bacteria, nutrients, and sediments. It is essential that sample analyses
meet specific criteria. These analytic objectives for the Town of Oro Valley samples are shown
in Appendix A of this document, which outlines the sampling parameters, units of measure for
each parameter, the monitoring frequency, and the monitoring type to be used for this plan.
3.2 The Sampling Team
The Sampling Team refers to all Stormwater Utility personnel who may be involved in the
characterization monitoring program. See Table 3-1 for a list of Town of Oro Valley personnel
involved in this sampling and analysis plan.

3.3 Sampling Method
For storm water discharges associated with this sampling and analysis plan, the Town of Oro
Valley will to the maximum extent practicable, sample during the first 30 minutes of a discharge
associated with each rain event. Manual grab samples have been chosen as the sampling method
for this program. This technique has been found to be most suitable for every constituent on the
list of pollutants to be monitored in the AZG2021-002 MS4 General Permit. Manual grab
samples will be taken at each site per the sampling protocols described in the NPDES Storm
Water Sampling Guidance Document (U.S. Environmental Protection Agency, July 1992).
According to this document, “a grab sample is a discrete, individual sample taken within a short
period of time (usually less than 15 minutes). Analysis of grab samples characterizes the quality
of a storm water discharge at the given time of the discharge.” Samples will be collected in
clean, labeled bottles provided by the contracted laboratory. If necessary, an extension pole, rope
or other apparatus will be used to aid the sampling crew in safe sample collection.

specified by Part 5.0 Water Quality Standards of this permit.
2.The permittee shall collect discrete samples and shall attempt to include the "first
flush" (first 30 minutes of stormwater discharge) of a qualifying storm event
whenever possible to do so. Auto Sampling equipment may be used, if available.
3.When analyzing for metals, the permittee shall assume a 1 :1 total dissolved ratio

EXECUTIVE SUMMARY:
The purpose of this year's field trip is to explore various drainage facilities across the Town that are part of the
Stormwater Utility’s projects. These projects represent a range of statuses—recently completed, under construction,
and planned for future repairs. This field visit aims to provide Commissioners with valuable insights into the diverse
infrastructure needs within the Town, enhancing their understanding of the scale and scope of ongoing and
upcoming repairs.
While the list of sites is not yet finalized, the following locations are being considered as stops for the field trip (six in
total):

The most recent Arizona Department of Environmental
Quality, Small MS4 Permit AZG2021-002 (Adopted September
30, 2021) has incorporated a new program for the agencies
operating small MS4’s within the state.
The 2021 ADEQ Small MS4 permit states: The permittee shall
sample stormwater discharges from the MS4, as required, one
(1) time within the first two (2) years of the effective date of
the permit at 3 locations.

•Sampling occurs one time at 3 different
locations, due by Sept 30, 2023.
•Monitoring Locations: 1 each from
residential, commercial, and industrial land
use areas.
•In the event of adverse conditions, sampling
is not required.
•Qualifying storm event of 0.10” or greater.
