Dear Mayor and Council,
Regarding the Oro Valley Church of the Nazarene (OVCN) building height request to be discussed and
voted on at this week's Town Council session, my wife and I would like to express our strong support for
this request. Our family has lived and worked in Oro Valley since 2008, and we have attended OVCN
since 2021. Over the past four years, we have witnessed the church's remarkable growth, and it is clear
that the current facilities no longer meet the needs of the congregation.
Since the church first began planning new facilities several years ago, OVCN has actively listened to
community concerns and made numerous modifications to its development plans. Initial proposals
included outdoor football fields with 60-foot lights, a large indoor gymnasium, and an outdoor
amphitheater. After receiving feedback, the plans were revised significantly, now focusing on a new
sanctuary with additional parking —all within the property's current zoning regulations. OVCN has
demonstrated a commitment to collaboration and compromise to make the church's vision compatible
with the neighborhood.
The sole decision before you this week is simply the height of the sanctuary. OVCN is requesting a 40-
foot-tall building, positioned between the existing 29-foot sanctuary and the 60-foot CDO High School
Fine Arts building. Some concerns have been raised about blocked views, but that argument just
doesn't hold water. If you are standing on Calle Loma Linda looking east towards the Santa Catalina
mountains, the new building would not exceed the height of the CDO facility and would largely obscure
only that existing structure, not impacting views of the mountains.
I've watched countless hours of Neighborhood Meetings, Planning and Zoning Meetings, and Call to
Audience related to the OVCN proposals, and it's quite evident that the neighbors are opposed to any
development on that property. It seems that the Planning & Zoning Commission buckled under pressure
from the neighbors at the January 14th meeting, unanimously voting down the height request with zero
discussion or explanation. However, the request before you is a straightforward height consideration,
and we urge you to evaluate it based on its own merits. We respectfully ask that you approve the height
request and allow OVCN to move forward with a project that will benefit both its congregation and the
broader Oro Valley community.
One final point: I support the proposal to prohibit parking along Calle Loma Linda between Calle
Concordia and Linda Vista. Parking along the right-of-way has understandably created challenges for
nearby residents, and I believe this restriction would be a reasonable solution to address some of their
concerns.

My name is Doug Dalby and I am a resident of Oro Valley.
I would like to strongly encourage the Council to NOT approve the building height request appeal that has
been submitted by OVCN since the P/Z Commission as already rejected the building height request at
the January 14th P and Z meeting.
Location, as has been stated multiple times over the last 5 years, matters and dovetails with
compatibility. The proposed facility is not compatible with the rural residential neighborhood for a
multitude of reason which have also been stated over the past years.
The building height request is just one aspect of the total project that will impact the neighborhood and
the town. I support the P/Z Commission's rejection of the OVCN height request and hope that you will
not reverse their decision.

As a resident of CatLe Concordia, I'd like to express the feelings of my household against any rezoning
requested by the Oro Valley Church of the Nazarean. The church has effectively been in a battle for
years, against the community within which they "live" to expand their campus with buildings that
encroach upon the lives of the surrounding residents, growth in traffic that encroaches upon the lives of
the neighborhood and the fauna and flora. Bottom line, their approach has been completely contrary to
their own vision:

ENGAGE - We meet people where they are, no matter their story or background, by investing in real relationships
and inviting them into the hope of Jesus through baptism and church membership.

EMPOWER - We empower followers to impact the world through local and global missions. Whether in our
neighborhood or across the globe, we share the love of Jesus by meeting both spiritual and practical needs.
At OVCN, you belong. Let's make an impact together!
Their actions are not consistent with meeting the needs of their community. Here is a sampling of
what they have been doing in their own neighborhood:

"Are we going to know that victory is ours and we're taking it all"
"I think I've told you before, I want to cause some problems"
-Professional sound recordings with excessive decibel readings
-Parking violations on Calle Concordia during events
2 years of false claims of an agreement with Amphi School District for a bridge to their
parking lot for overflow parking. Amphi confirmed no agreement, i.e. THE CHURCH LIED!
-Founding member promised a greenbelt of separation — did not happen
-No meaningful dialogue with neighbors i.e. "This is what we are going to do"
-Letters to neighbors with misspelled names (repeatedly) Sending more letters saying "you
did not respond" when in fact several of the C/BV Group had attended said previous meeting
in the office at OWN
-Multiple instances of vandalism, theft, trespassing and destruction of property with police
reports filed
So at the end of the day, we all know that this expansion and the relationship of the church with for -
profit organizations like Fellowship of Christian Athletes is not at all about values, but about economic
growth. As such, we implore you to not approve any rezoning of the property or other plans for
expansion. Their interaction with their own community in the Calle Concordia/Buena Vista corridor is
completely contrary to their Christian values.
We support the Planning & Zoning Commission's rejection of the OVCN height request and hope
that you do not reverse their decision

The Oro Valley Church of the Nazarene is in a location that's not compatible for the number of people they want going in
and out. It's a safety issue.
The roads are being damaged by it.
Also when they expand the parking lot, increasing the hard surface, the flooding issues will increase for residences on
the south and Southwest side.

Please, just a moment here if you would. I had (recently retired) been a state
Licensed commercial and residential contractor in our state of Arizona for
decades. I'm aware of various jurisdictions Development Services center and their
Planning and Zoning departments. This department is there to make the right
decisions for construction and such.
Oro Valley's Planning and Zoning commission recently unanimously voted to REJECT
the Oro Valley Church of the Nazarene's ask request for a building height
increase. I'm sure you would not at this point change/overturn what that body of
government is qualified to do. It makes no sense for you to do so.
This church claims to be such a good member of the Oro Valley community, yet they
have been causing pain and problems for a one of a kind southern Arizona residential
neighborhood for years.
We hope this church does not intimidate our precious town and that you do not over
turn the Planning and Zonings correct decision.

To the members of the Oro Valley town council:
I do not live in the neighborhood of the OV Church of the Nazarene but my daughter, her husband and two young
children live on Calle Concordia near the cross street of Buena Vista and I'm aware of the concerns of those in that
neighborhood.
When I visit my family on Sundays the traffic is very heavy and the parking on Calle Concordia and Buena Vista is dense.
One expects to have those situations near a large church on a Sunday, but the proposal to build a high capacity gym
which would be used at times other than Sunday is a burden of traffic, parking, intrusive sound and lighting mounted on
large poles is a burden that neighborhood should not have to contend with. Residents purchased their homes in that
rural area, many with horse properties and a country ambiance knowing that churches will have services on Sunday but
were not expecting the sort of development that the OVCN has proposed.
As a frequent visitor to that neighborhood and as a resident of Oro Valley I would like to know that the OV town council
will support the neighborhood's concerns and that we in other neighborhoods would also be protected from the
incursions of a business, a church or other organization that might plan to expand leading to similar serious concerns. A
number of my neighbors in OV also signed the petition as they could relate to the concerns of the neighbors of OVCN
and would expect that the town council would support their desire to protect their homes and property also.
I support the Planning & Zoning Commission's rejection of the OVCN height request and hope that you do not reverse
that decision.

I am writing to strongly urge you to uphold the unanimous decision of the Planning & Zoning Commission in rejecting the
Oro Valley Church of the Nazarene's (OVCN) height request. We support the Planning & Zoning Commission's rejection of
the OVCN height request and hope that you do not reverse their decision.
This appeal is just the latest in a long string of attempts by OVCN to sneakily circumvent zoning regulations and force
through an expansion that the community has repeatedly pushed back against. Over the years, the church has used
myriad tactics to steadily increase its footprint, frustrating retired homeowners who have invested their life savings in
their properties and moved here expecting stability, not a never-ending battle against an institution that refuses to
respect its surroundings. Their persistence in pursuing outsized development has also wasted the time and bandwidth of
the Planning & Zoning Commission and the Town Council, forcing them to repeatedly address the same core issue: the
church's unwillingness to work within the established rules that apply to everyone else.
Adding insult to injury, Pastor Coulter has actively fostered division by referring to concerned neighbors as "enemies" in
his sermons. It is both disturbing and deeply inappropriate for a religious leader to demonize residents who simply want
to protect their homes, quality of life, and community standards. Labeling people as adversaries for advocating fair
zoning regulations contradicts the very principles of goodwill and respect that OVCN claims to uphold.
The unanimous 7-0 vote by the Planning & Zoning Commission was a clear message: this proposal is not in the best
interest of Oro Valley residents. The Town Council now has an opportunity to reinforce that message by rejecting OVCN's
appeal. Doing so will demonstrate a commitment to transparency, responsible development, and the protection of
residents from an organization that has shown little regard for the very community it claims to serve.
Thank you for your time and consideration. I trust you will stand with the residents of Oro Valley in preserving the
integrity of our neighborhoods.

Hello, I am writing to let you know that we support the Planning & Zoning Commission's
rejection of the OVCN height request and hope that you do not reverse their decision.
We have lived in this neighborhood for the past 24 years & have already seen a change
in the fabric of this residential neighborhood since OVCN began to expand.
I have dire concerns when the pastor calls the neighborhood "the enemy". There
has been vandalism of signs and other acts of un-neighborliness that is being condoned
by OVCN.
The amount of traffic is phenomenal and the complete lack of regard for the
neighborhood by parishoners is astounding. An example of my concerns is the
intersection of Calle Concordia & Buena Vista. It's already a bit tricky because the roads
are offset, but the combination of OVCN parishioner traffic plus CDO traffic is a recipe for
disaster. The freshly minted drivers from CDO do not need additional traffic at that
intersection.

I recently sent the following to ASK ORO VALLEY. Surprisingly, the response was to contact you
directly. So here it is:
During a recent OV Town Council Meeting, VM Melanie Barrett put forth a motion suggesting new
building heights in Oro Valley to be limited to no more than three stories. The motion carried
unanimously. As justification for this drastic action she stated that within the recent data collected in
preparation for the 2026 Oro Valley General Plan respondents had, "remarkable. consensus"--- 87%
Barrett said , that four and five story buildings "were not appropriate for Oro Valley".
I have spent a great deal of time digging through the information available to the public regarding the
construct 2026 General Plan and I can find no such data or inquiry that that would even generate
such data.
In a housing survey 14% of residents did say they did not think 4-5 story rental apartments were
"very acceptable" or acceptable".
I did find a statement that 82% of respondents said "maintaining views" was a top priority. In the on-
line events there were only 6 comments specifically referencing building heights.
In the OV Path Forward Survey there were no questions regarding 4/5 story buildings.
Would you please share with me your source of information for stating that 87% of the 8900 stated
that "four and five story buildings were not appropriate for Oro Valley."

Please deny this latest attempt of the Oro Valley Church of th Nazarene to increase the height of their
75,000 foot building they are planning to build in our neighborhood .The churches property is next
to my property and is adjacent to my home site on the north and East boundaries.of myfive acre
home site. My peace of mind and quality of life will definitely be affected by this huge and
undesirable building they plan to build right next door to me. The value of my property will be largely
affected and so will my peace of mind
I cannot fathom the church growing to four thousand attendees each Sunday from the 2,000 they
claim are attending the church now. When the church first applied for a zoning change on the ten
acres they had to build a neighborhood churchin tje mid 1970.s , the church leaders promised to keep
the buildings within the parameters of the neighbor hood building code and be an unobtrusive entity
in the quiet , rural setting that the neighbors enjoyed. They have now become a Mega Church and I
guess want to have the dubious recognition of becoming the largest Nazarene Church in the world.
The traffic is so bad on Sunday mornings that I find that I am house bound during church comings
and goings. My question is why do yothe church want to have four thousand people attend here in
this neihborhoo instead of finding and area that would be suitable for and another Nazarene church
Why have everyone come to this one former Neighborhood church that is an upheaval to so many
neighbors in th area. Trafic ,noise, dust etc. will all be contended with by our neighbors. Who knows
what e they have p;planned for weekdays and evenings.? Respectfullly

neighborhood for 8 years, right around the corner from the church. An important part of what drew me
to this neighborhood was the open vista to the mountains resulting from having only single -floor

My husband Jerry and myself would like the opportunity to address again the issue of height variance
request by OVCN.
We are unable to attend the meeting in person but find it very important to stress our opposition to
you during this appeal period that has been submitted by OVCN.
Of course all of our neighbors involved in this request by OVCN over the many years have been
under extreme duress with the uncertainty of this and after receiving the
P & Z denial of OVCN request, we have felt some sense that this request as well as the many other
requests by the OVCN may finally come to an end. But with the appeal by OVCN it is crucial for us in
our community surrounding OVCN to express our many concerns with saving our neighborhood.
The impact on our neighborhood if P&Z's decision is reversed by the Town Council would be
devastating to our lives as we know them to be now.
We are already at traffic capacity on our roads coming into the Calle Buena Vista and Calle
Concordia intersection. Turning off of either of these two roads is very difficult for drivers at heavy
driving times. This intersection was designed over 55+ years ago.
We are at max traffic capacity at the round a bout during busy day driving times. This round a bout is
the location of many fender benders on a regular basis.
And if you take all the roads used to access entrance to OVCN, every neighborhood has to endure
heavy car traffic.
La Canada onto Calle Concordia. Two lane 35 mile per hour rural neighborhood road.
Oracle traffic light at Calle Concordia.
Magee at Northern and the neighborhood that runs along Northern. Also just a two lane road. 45 mile
per hour road with very often higher speeds due to the lack of police presence.
Hardy road to round a bout, both ways heavy traffic continuously.
Increasing the variance so that OVCN can add another 1500+ people to enter our neighborhood with
three separate service times on Sunday is so overwhelming to the safety and planned burden our
streets were meant to handle. Not only would it increase traffic on Sunday it would open the
opportunity for any day of the week to see increased numbers of vehicle traffic.
Beyond the traffic coming in we would incur unforeseen watershed issues that would occur in any of
our properties that have washes running thru them due to the oversized buildings that are
proposed. When it rains on those large roof structures during heavy rain periods, that water runs
right to Shadow Mountain estates and Campo Bello. It would be devastating to us to incur that kind
of watershed. Even with a plan proposed by the applicant during construction it could be disastrous to
us.
Our neighborhood of Campo Bello is horse property land, please consider the safety of our property
owners and the horses. Pedestrians of course along with our children and pets have to be at the top
of the list for safety concerns with any additional increase traffic burden that would most definitely
occur if approved.
Lastly, lets address the OVPath Forward survey and the voice of the people that took the time to
answer what is important to the citizens living in our community.
Citizens clearly stated they do not want blocking of our mountain views.
Citizens do not want more increased traffic or traffic lights.
Citizens do not want unsafe roads due to heavy traffic.
Reversing the decision on the height variance request would go against what you as the Town of Oro
Valley asked your citizens.

My family, along with many others in this neighborhood, have deep roots in the community. We have
Lived here for decades, finding peace in its natural beauty, historical significance, and the sense of
belonging it offers. This neighborhood is not just a place to live —it is a sanctuary that has enriched our
lives and those of countless others who have called it home. Many residents hope to remain here for
years to come, preserving the integrity and character of the area that makes it so special.
While we recognize and respect the need for growth in Oro Valley, we firmly believe that the request for a
height variance represents a turning point that could irreparably harm the neighborhood we cherish. This
variance is not just a matter of height; it is part of a broader, more concerning plan for the church's
expansion. it is a request that masks the true intentions of an ongoing, unreasonable growth agenda that
will alter the very fabric of our community.
The proposed height increase, which the church has indicated will facilitate an increase in sanctuary
capacity, is far more than a simple architectural change. It is directly tied to an inevitable rise in the
number of people, traffic, noise, and most concerning of all, safety risks. As a parent, I am deeply
invested in ensuring that our neighborhood remains safe for all residents, and I cannot, in good
conscience, support a decision that may compromise the safety of our children, families, and elders.
The potential increase in traffic and congestion will significantly exacerbate these risks, making the area
Less secure for everyone.
Granting this variance would set a precedent for further growth and changes that cannot be undone.
OVCN has made it clear that they have plans for continued expansion. Each step of this process will only
bring more disruption and strain to the community, and we will be left with consequences that cannot be
reversed. Our neighborhood would no longer resemble the peaceful, welcoming place that we have
worked so hard to preserve for generations.
I urge you to consider the long-term impact that approving this request would have on the safety and
quality of life for all of us. We ask that you protect the integrity of this special place that we call home and
safeguard the well-being of the families who have lived here for so long.

I live on Calle Buena Vista and I have followed the developing plans for the church.
The area where the hur h is located is surrounded by suburban ranch properties and others which are over one acre. The
church has grown substantially over the years. Originally a neighborhood church, it is now so big that any additions to
the property will be so big and affect those homes in the neighborhood causing increased traffic and obstructing views of
the mountains if the 40 foot building is permitted.
The pastor has been portraying the neighbors who are objecting to their plans as "the enemy" and that we are going
against God's will. These statements do not seem very Christian.
Please carefully consider what these plans will do to our neighborhood. 3,000 is the projected membership for the
church if this project is approved.

I am writing as a homeowner on Hardy Road to express my strong support for the Planning & Zoning
Commission's rejection of the OVCN height request, and I urge you not to reverse their decision during
tomorrow's meeting.
Since moving here three and a half years ago, I have personally witnessed the increase in traffic on our
street and the fatal accidents on Hardy/Oracle, with many drivers ignoring both the roundabout
etiquette and the speed limit. The situation has become so concerning that we can no longer safely
walk our dog on our own street. The existing infrastructure is already struggling to support the current
traffic (which overflows to Hardy), and allowing OVCN to expand would only make matters worse.
I find it deeply troubling that OVCN has never reached out to their neighbors —including those of us on
Hardy —to discuss their plans or address our genuine concerns. Since moving here, I have attended
every neighborhood and town hall meeting, yet OVCN has made no effort to engage with the community.
Instead, they have sent emails to their congregation, calling those of us who oppose their expansion
"evil." Additionally, they have appeared at town council meetings visibly annoyed with neighbors,
treating our valid concerns with an air of entitlement rather than respect.This is not the behavior of a
good neighbor, and their disregard for community input should not be rewarded.
We are aware that OVCN has threatened to sue the town if this request is denied. I ask that you not
allow this intimidation to influence your decision. A lawsuit should not take precedence over the well-
being and safety of Oro Valley residents.
Please stand with your constituents by upholding the Planning & Zoning Commission's decision. This
expansion is not appropriate for our small community.

respect the role that religious institutions play in our community, I know this
expansion raises several concerns.
First, the proposed addition will significantly impact the surrounding neighborhood
by increasing traffic congestion and parking difficulties. This will not only be an
inconvenience to residents but will also pose safety risks, particularly for

Additionally, the construction and subsequent increased use of the facility will lead

Dear Councilmembers:
I have lived in the town since before it became a town in close proximity to the Oro Valley
Church of the Nazarene. When first built in the late 70s or early 80s, it was a small Santa
Fe structure which was proportional to its surroundings, single family homes on 1 to 5
acres. I heard no complaints from the neighbors then, many of whom still live in the
neighborhood. The proposed latest expansion of the church, however, to include a 75,000
square foot building with a requested 40 foot building height on part of it has garnered
nearly 100 percent objection from all those who would be the most directly impacted.
I had occasion to attend a meeting several months ago at OVCN, during which Pastor
Coulter was pitching this new expansion project to members of his congregation. He was
attempting to get the attendees enthused about his goal to raise $45,000,000 for the
project. The pastor explained that the church, which started out with a membership of 500
people, has now expanded to 1,500, but that's just the beginning. Within the next few years,
he said, the congregation will expand to 3,500. The new, larger congregation will be

accommodated by holding 3 services each Sunday with 1,500 people attending each one
of them.
Before the Town Council at this time is an appeal of a request to raise the building height to
40 feet, which was unanimously denied by the P&Z Commission.
To the neighbors, the increased building height, which will certainly obstruct viewsheds, is
great cause for concern, but there are other even larger concerns, which the neighbors
have been registering since the church began the Oro Valley process to accomplish its
objectives. Those concerns include, but are not limited to, excessive traffic, inadequate
parking, loss of viewsheds, noise and the impacts on the environment. We respectfully
request that the Council take up these issues now and assure that, in all respects (no
variances), the Town's codes are met to the letter. Further, I request that the Town Council
members carefully review the Land Use Code as it pertains to a project's compatibility with
its surroundings. An interpretation that a further expansion of OVCN would be compatible
with the neighborhood would be a mistake, in my opinion.
OVCN has made no secret that, in addition to this latest plan, there are further plans to
expand on its own property and to take over other adjacent properties as well. It is time to
stop the OVCN spread and preserve one of the last remaining low density neighborhoods
in Oro Valleywhich includes Linda Vista Citrus Tracts, Campo Bello and Shadow Mountain
Estates.

Dear Council Members:
Our family has lived in Oro Valley, 1 block from the Oro Valley Church of the Nazarene, for
almost 10 years. Prior to that, for 30 years, we lived less than a mile away. We own horses
and have enjoyed the less congested and quieter lifestyle Oro Valley promotes and provides.
Since the church expansion plans have been underway, we have experienced a walker/jogger
being critically injured at our property entrance, my husband being accosted by a church
member threatening "watch out - the church is coming for you" and having our mailbox
vandalized, along with the increased traffic during services and events. Many neighbors have
experienced similar incidents.
Approval of the height variation will assist the church in their goals to expand into a "Mega
Church" with thousands of additional attendees and vehicles. These church members are not
our neighbors and will not be affected by this change.
None of us have threatened church members or vandalized the church because they wish to
build their membership.
We hope the council supports our concerns, and have faith your decision will confirm that,
along with the decision Planning and Zoning has reached.
My family and I support the Planning & Zoning Commission's rejection of the OWN height
request and hope that you do not reverse their decision". .
