Increasing the variance so that OVCN can add another 1500+ people to enter our neighborhood with
three separate service times on Sunday is so overwhelming to the safety and planned burden our
streets were meant to handle. Not only would it increase traffic on Sunday it would open the
opportunity for any day of the week to see increased numbers of vehicle traffic.
Beyond the traffic coming in we would incur unforeseen watershed issues that would occur in any of
our properties that have washes running thru them due to the oversized buildings that are
proposed. When it rains on those large roof structures during heavy rain periods, that water runs
right to Shadow Mountain estates and Campo Bello. It would be devastating to us to incur that kind
of watershed. Even with a plan proposed by the applicant during construction it could be disastrous to
us.
Our neighborhood of Campo Bello is horse property land, please consider the safety of our property
owners and the horses. Pedestrians of course along with our children and pets have to be at the top
of the list for safety concerns with any additional increase traffic burden that would most definitely
occur if approved.
Lastly, lets address the OVPath Forward survey and the voice of the people that took the time to
answer what is important to the citizens living in our community.
Citizens clearly stated they do not want blocking of our mountain views.
Citizens do not want more increased traffic or traffic lights.
Citizens do not want unsafe roads due to heavy traffic.
Reversing the decision on the height variance request would go against what you as the Town of Oro
Valley asked your citizens.

Their actions are not consistent with meeting the needs of their community. Here is a sampling of
what they have been doing in their own neighborhood:

“Are we going to know that victory is ours and we’re taking it all”
“I think I’ve told you before, I want to cause some problems”
-Professional sound recordings with excessive decibel readings
-Parking violations on Calle Concordia during events
2 years of false claims of an agreement with Amphi School District for a bridge to their
parking lot for overflow parking. Amphi confirmed no agreement, i.e. THE CHURCH LIED!
-Founding member promised a greenbelt of separation – did not happen
-No meaningful dialogue with neighbors i.e. “This is what we are going to do”

-Letters to neighbors with misspelled names (repeatedly) Sending more letters saying “you
did not respond” when in fact several of the C/BV Group had attended said previous meeting
in the office at OVCN
-Multiple instances of vandalism, theft, trespassing and destruction of property with police
reports filed
So at the end of the day, we all know that this expansion and the relationship of the church with for-
profit organizations like Fellowship of Christian Athletes is not at all about values, but about economic
growth. As such, we implore you to not approve any rezoning of the property or other plans for
expansion. Their interaction with their own community in the Calle Concordia/Buena Vista corridor is
completely contrary to their Christian values.
We support the Planning & Zoning Commission's rejection of the OVCN height request and hope
that you do not reverse their decision

Location, as has been stated multiple times over the last 5 years, matters and dovetails with
compatibility. The proposed facility is not compatible with the rural residential neighborhood for a
multitude of reason which have also been stated over the past years.
The building height request is just one aspect of the total project that will impact the neighborhood and
the town. I support the P/Z Commission's rejection of the OVCN height request and hope that you will
not reverse their decision.

I live on Calle Buena Vista and I have followed the developing plans for the church.
The area where the hur h is located is surrounded by suburban ranch properƟes and others which are over one acre. The
church has grown substanƟally over the years. Originally a neighborhood church, it is now so big that any addiƟons to
the property will be so big and affect those homes in the neighborhood causing increased traffic and obstrucƟng views of
the mountains if the 40 foot building is permiƩed.
The pastor has been portraying the neighbors who are objecƟng to their plans as “the enemy” and that we are going
against God’s will. These statements do not seem very ChrisƟan.
Please carefully consider what these plans will do to our neighborhood. 3,000 is the projected membership for the
church if this project is approved.

community for over 30 years, spanning multiple generations of my family, I stand in strong opposition to
this request and respectfully urge you to uphold the unanimous rejection of the proposal by the Oro
Valley Planning & Zoning Commission.
My family, along with many others in this neighborhood, have deep roots in the community. We have
lived here for decades, finding peace in its natural beauty, historical significance, and the sense of
belonging it offers. This neighborhood is not just a place to live—it is a sanctuary that has enriched our
lives and those of countless others who have called it home. Many residents hope to remain here for
years to come, preserving the integrity and character of the area that makes it so special.
While we recognize and respect the need for growth in Oro Valley, we firmly believe that the request for a
height variance represents a turning point that could irreparably harm the neighborhood we cherish. This
variance is not just a matter of height; it is part of a broader, more concerning plan for the church's
expansion. It is a request that masks the true intentions of an ongoing, unreasonable growth agenda that
will alter the very fabric of our community.
The proposed height increase, which the church has indicated will facilitate an increase in sanctuary
capacity, is far more than a simple architectural change. It is directly tied to an inevitable rise in the
number of people, traffic, noise, and most concerning of all, safety risks. As a parent, I am deeply
invested in ensuring that our neighborhood remains safe for all residents, and I cannot, in good
conscience, support a decision that may compromise the safety of our children, families, and elders.
The potential increase in traffic and congestion will significantly exacerbate these risks, making the area
less secure for everyone.
Granting this variance would set a precedent for further growth and changes that cannot be undone.
OVCN has made it clear that they have plans for continued expansion. Each step of this process will only
bring more disruption and strain to the community, and we will be left with consequences that cannot be
reversed. Our neighborhood would no longer resemble the peaceful, welcoming place that we have
worked so hard to preserve for generations.
I urge you to consider the long-term impact that approving this request would have on the safety and
quality of life for all of us. We ask that you protect the integrity of this special place that we call home and
safeguard the well-being of the families who have lived here for so long.
Thank you for your time and thoughtful consideration of our concerns. I trust that you will make a
decision that reflects the values of our community and upholds the best interests of all Oro Valley

The Oro Valley Church of the Nazarene is in a locaƟon that’s not compaƟble for the number of people they want going in
and out. It’s a safety issue.
The roads are being damaged by it.
Also when they expand the parking lot, increasing the hard surface, the flooding issues will increase for residences on
the south and Southwest side.
Please prevent further damage to this area on Calla Concordia and Buena Vista.

To the members of the Oro Valley town council:
I do not live in the neighborhood of the OV Church of the Nazarene but my daughter, her husband and two young
children live on Calle Concordia near the cross street of Buena Vista and I’m aware of the concerns of those in that
neighborhood.
When I visit my family on Sundays the traffic is very heavy and the parking on Calle Concordia and Buena Vista is dense.
One expects to have those situaƟons near a large church on a Sunday, but the proposal to build a high capacity gym
which would be used at Ɵmes other than Sunday is a burden of traffic, parking, intrusive sound and lighƟng mounted on
large poles is a burden that neighborhood should not have to contend with. Residents purchased their homes in that
rural area, many with horse properƟes and a country ambiance knowing that churches will have services on Sunday but
were not expecƟng the sort of development that the OVCN has proposed.
As a frequent visitor to that neighborhood and as a resident of Oro Valley I would like to know that the OV town council
will support the neighborhood’s concerns and that we in other neighborhoods would also be protected from the
incursions of a business, a church or other organizaƟon that might plan to expand leading to similar serious concerns. A
number of my neighbors in OV also signed the peƟƟon as they could relate to the concerns of the neighbors of OVCN
and would expect that the town council would support their desire to protect their homes and property also.
I support the Planning & Zoning Commission’s rejecƟon of the OVCN height request and hope that you do not reverse
that decision.

I am wriƟng to strongly urge you to uphold the unanimous decision of the Planning & Zoning Commission in rejecƟng the
Oro Valley Church of the Nazarene’s (OVCN) height request. We support the Planning & Zoning Commission’s rejecƟon of
the OVCN height request and hope that you do not reverse their decision.
This appeal is just the latest in a long string of aƩempts by OVCN to sneakily circumvent zoning regulaƟons and force
through an expansion that the community has repeatedly pushed back against. Over the years, the church has used
myriad tacƟcs to steadily increase its footprint, frustraƟng reƟred homeowners who have invested their life savings in
their properƟes and moved here expecƟng stability, not a never-ending baƩle against an insƟtuƟon that refuses to
respect its surroundings. Their persistence in pursuing outsized development has also wasted the Ɵme and bandwidth of
the Planning & Zoning Commission and the Town Council, forcing them to repeatedly address the same core issue: the
church’s unwillingness to work within the established rules that apply to everyone else.
Adding insult to injury, Pastor Coulter has acƟvely fostered division by referring to concerned neighbors as “enemies” in
his sermons. It is both disturbing and deeply inappropriate for a religious leader to demonize residents who simply want
to protect their homes, quality of life, and community standards. Labeling people as adversaries for advocaƟng fair
zoning regulaƟons contradicts the very principles of goodwill and respect that OVCN claims to uphold.
The unanimous 7-0 vote by the Planning & Zoning Commission was a clear message: this proposal is not in the best
interest of Oro Valley residents. The Town Council now has an opportunity to reinforce that message by rejecƟng OVCN’s
appeal. Doing so will demonstrate a commitment to transparency, responsible development, and the protecƟon of
residents from an organizaƟon that has shown liƩle regard for the very community it claims to serve.
Thank you for your Ɵme and consideraƟon. I trust you will stand with the residents of Oro Valley in preserving the
integrity of our neighborhoods.

Fe structure which was proportional to its surroundings, single family homes on 1 to 5
acres. I heard no complaints from the neighbors then, many of whom still live in the
neighborhood. The proposed latest expansion of the church, however, to include a 75 ,000
square foot building with a requested 40 foot building height on part of it has garnered
nearly 100 percent objection from all those who would be the most directly impacted.
I had occasion to attend a meeting several months ago at OVCN, during which Pastor
Coulter was pitching this new expansion project to members of his congregation. He was
attempting to get the attendees enthused about his goal to raise $45,000,000 for the
project. The pastor explained that the church, which started out with a membership of 500
people, has now expanded to 1,500, but that's just the beginning. Within the next few years,
he said, the congregation will expand to 3,500. The new, larger congre gation will be
accommodated by holding 3 services each Sunday with 1,500 people attending each one
of them.
Before the Town Council at this time is an appeal of a request to raise the building height to
40 feet, which was unanimously denied by the P&Z Commission.
To the neighbors, the increased building height, which will certainly obstruct viewsheds, is
great cause for concern, but there are other even larger concerns, which the neighbors
have been registering since the church began the Oro Valley process to accomplish its
objectives. Those concerns include, but are not limited to, excessive traffic, inadequate
parking, loss of viewsheds, noise and the impacts on the environment. We respectfully
request that the Council take up these issues now and assure that, in all respects (no
variances), the Town's codes are met to the letter. Further, I request that the Town Council
members carefully review the Land Use Code as it pertains to a project's compatibility with
its surroundings. An interpretation that a further expansion of OVCN would be compatible
with the neighborhood would be a mistake, in my opinion.
OVCN has made no secret that, in addition to this latest plan, there are further plans to
expand on its own property and to take over other adjacent properties as well. It is time to
stop the OVCN spread and preserve one of the last remaining low density neighborhoods
in Oro Valley which includes Linda Vista Citrus Tracts, Campo Bello and Shadow Mountain
Estates.

Lastly, I am concerned about the impact on property values in the surrounding area.
A large-scale addition will alter the aesthetics of the neighborhood and make nearby
homes less desirable to prospective buyers.
