Mayor, vice mayor and council members Thank you for the opportunity to speak briefly about the Oro Valley Church of the Nazarene proposed expansion. My name is Chuck Leefers and I've been an Oro Valley resident for 20 years. I live at For over a seven year period, I was an instructor/facilitator for incarcerated fathers at the US Federal Penitentiary on S. Wilmot Rd. It broke my heart when many shared their stories with me of how they had come to be in that place. Candid, raw accounts. Almost without exception, each could pinpoint exact decisions they made leading up to their imprisonment. Most without parental guidance or positive role -modeling, they were rudderless and subject to destructive influences. OVCN has become a solid anchor point for many families. More and more are coming to the point of decision to entrust God to steer their lives to be more loving, purposeful, and intentional. Our missions outreach, our sports ministry, various programs like feed my starving children, and partnering with OVPD and Golder Ranch demonstrate to our children that we are an "other- centered" community of Christ followers. That's where we focus a great amount of attention... So that every child, youth, or young adult has an opportunity to look back on their life and pinpoint the exact decisions they made to positively impact this world. Questions that have been asked include why is there no movement or answers to what will be done with the old pond on Vistoso Trails??? When the survey was sent out overwhelmingly it proved that the pond was one of the top concerns, asking for some sort of water feature. To date nothing has been done. This seems to me another stone walling of what the people are asking the council to look into. Once again, nothing is on the agenda for the March 5th Town council meeting. Many of us, in good faith, contributed our hard earned dollars to save this parcel of land, only to receive silence from the Town. I respectfully ask to do the job you were elected to do and give us come answers. Mayor Winfield and members of the Town Council, I note on the financial presentation scheduled at the March 5 Town Council meeting the attached slide which references the uses of the Community Center Fund. I understand and accept that the Town Council authorized uses for the Community Center Tax for Parks and Recreations uses beyond those directly associated with the Community Center. However, I believe any uses outside the Community Center Operations should be recorded as a transfer out from the tax collected and not be included within the Operations and Maintenance of the Community Center. It appears that the maintenance and operations costs for the Vistoso Trails Nature Preserve are being posted within the expense lines of the Community Center. This negatvely distorts the reporting of the actual operating costs of the Community Center in relations to the user fees collected. i am in full support of investments within the Vistoso Trails Nature Preserve. However, unlike virtually everything offered at the Community Center, the Preserve does not charge a fee to use. I respectfully ask that you consider establishing a separate accounting for the operations and maintenance of the Vistoso Trails Nature Preserve and remove it from the Community Center Operating Statement. I vote Stephan Donovan City Council Meeting 19 February 2025 - Statement on Height Exception Appeal Once again the Oro Valley Church of Nazarene (OVCN) is requesting special treatment to construct a building 40 feet In height. This Is totally unacceptable because it further destroys our neighborhood by blocking off views that result in devaluating our quality of life and property values. The churches last expansion resulted in blocking views for me and other neighbors. Erecting even taller and larger.buildings will block even more of the views that attracted us and neighbors to our neighborhood and Oro Valley. If the height exception is approved it would show a total double standard by city officials. In 2020 Oro Valley's Planning and' Zoning with final approval of City Council approved rezoning and construction of a taxpaying storage facility at the comer of Calle Concordia and Oracle Road. To minimize the Impact on several adjacent homes on Calle Concordia the developer agreed to conserve 48 percent of the site as natural undisturbed land. The city required a 300 foot buffer with densely vegetated natural landscape along the Calle Concordia side of the property. In addition, based on input for the city and neighbors, the. developer was required, on their 5.89 acre site, to lower the proposed height of the building to 25 and 16 feet even though the requested zoning allowed 34 feet. The height reduction was to reduce visual impact for the neighbors, aquatic center, and Oracle Road. The developer was to build a 16 foot section of the building on the south side to help make it less visible for the Calle Concordia residents. It is interesting to note that in September 2019 city officials had great concern before approving the rezoning and construction because the storage facility buildings might block the view from the Aquatic Center. in contrast the church is proposing a building with a height of 40 feet which is considerably taller and with more square footage than- the Fry's grocery store at 18t Avenue and Oracle Road. A building of any height will have an adverse effect on those taxpayers, living in the neighborhood. There is .no valid reason for the proposed sanctuary to be 40 feet in height or even in the neighborhood. Read Carefully. Report phishing. We live on the VP so have a special interest in this portion of the OV Connect project. When considering the OV connect project you need to remember that the Vistoso Preserve is in a Conservancy which has certain requirements that do not apply to other areas. Thus, connecting it's paths to others would present a number of problems: 1. The purpose of a Conservancy is not to provide a thoroughfare to work, shopping etc. Its objective is to preserve and increase the natural habitat for everyone to enjoy. The VP is already suffering from misuse so increasing traffic would multiply this problem. Since there is no plan for enforcement of usage rules (which need to be developed and then posted), the area would suffer even more. 2. Town meetings, surveys etc alt showed atop priority for the Preserve is to keep it natural. Benches etc yes, landscaping (against Con- servancy rules anyway), lighting (trails are in homes backyards), art, no. 3. It was also established at the meetings etc, that safety is an issue for the homes that surround the Preserve. We did not want to have it open at night since there is direct access to our backyards. 1 4. The Preserve is not meant to be a park for ball games, picnics, or any activity that damages its vegetation. It would be hard to get some users to understand this. Updates and Actions We'd like to provide you with some updates on several items that have been ongoing for some time. We also have action items and we need your help and involvement! 1. Rules for Property Maintenance for Adjacent Homeowners On Wednesday January 8, 2025 the Town Council considered a proposal from the Town staff that addressed homeowners whose properties are adjacent to the Vistoso Trails Nature Preserve (VTNP). As you know, the lack of maintenance behind property fences has been a problem for years. In their proposal the staff took the position that homeowners are not allowed to address any hazards, invasives, or other concerns they may have with the property directly behind their homes, and that doing so would be considered "trespassing" on the Preserve property. The Town also maintained that they would not be performing maintenance behind property fences. A number of homeowners spoke at the meeting and many others sent letters to the council to voice their disagreement with the Town's approach. As a result of your input the Council directed Town Staff to consider the homeowner input and produce 3 a revised version of the standards. As of this writing we have not seen the latest draft. We'll update you when we do. 2. Feasibility Study and Design Proposal for Bringing Back the Pond At the November 6, 2024 Town Council meeting many residents spoke up in favor of the Council directing Kimley-Horne (the consulting company working on a plan for the Preserve) to research the feasibility and cost to restore the former pond. Many residents sent letters to the Council as well. As a result of community input once again, the Council did direct Kimley-Horne as residents asked. This required a modification to the contract between the Town and the consultants, which was just completed in February. We don't expect to see any updates until late March or early April. We are following this item closely and will notify you when we get a date for it to go before Council. At that time we'll need a large turnout to advocate for the return of the pond. 3. Budget Allocation for the Preserve in 2025-2026 The Town budget process for the 2025-2026 is starting. Since most of the funding that was allocated for this fiscal year was never spent (and no work was done) we need to make sure it carries over to next year. We may also be calling on PV members to advocate for additional funds in this new budget process as we are learning inflation will affect both the pond area and greens and fairways renovations. We'll stay on top of this as well and will update you as we learn more. 4. OV Trails Connect Project As part of the new 10-year action plan (OV's Path Forward) the Town Staff has proposed a project called OV Trails Connect. The goal of this initiative is to connect all the various trail systems in Oro Valley and create a single trail system, having consistent signage, amenities, maps, etc. While the idea is not without merit we have some concerns: • Funding: With all the trail systems combined how do we ensure we'll get the funding we'll need for the maintenance and revegetation of the Preserve? As we all know, we've had some success securing funding, but work has not 4 proceeded. We need to make sure our share -of the overall budget and our priorities are not diluted if we become part of this larger system. • Safety: Our trail system is unique in that it's bounded by over 500 private homes. As we know, policing has been minimal and there have been issues with vandalism and, rule breaking. If we're connected with other trails that will increase traffic on the property. We'll need to see a concrete plan for how the Town expects to provide security to the homeowners on the property. How Can You Help? This page also contains a survey link. The survey asks about your priorities fora connected trail system. To make sure our priorities are heard be sure 'to rate landscaping and maintenance as high priorities. The survey will also ask about connectivity to other trails and shopping. Again, we may want to proceed with caution on those items until we better understand how safety and security will be addressed. You can also click on the "Share Your Big Idea" button to leave comments. This is great opportunity to emphasize the need for maintenance improvements and revegetation for the Preserve. Attend the Trails Connect Trailside Chat Event this Thursday, March 6 from 8am to 10am to share your ideas on how to shape the plan for the connected trails and multi -use path network. The Town's table will be located close to the restroom nearest the former golf course parking lot. Attend the OV Trails Connect Stakeholder Meeting on March 12: The link to sign up for this virtual event can be found here. Get the Strava app: The. project refers to an app called Strava. If you install the app on your phone you can record your visits to the Preserve and they will be uploaded to the Strava database. We're already showing up in the system as the 2nd most used trail system 'in OV. Imagine if everyone who uses the Preserve had this on their phones. We would quickly jump to #1 and generate some attention! Continue to send letters and emails to the Council members. The Council has many distractions and groups competing for their attention.
