Posted: 7/1/98 2:30 pm sr • TOWN OF ORO VALLEY COUNCIL COMMUNICATION MEETING DATE: July 8, 1998 TO: HONORABLE MAYOR & COUNCIL FROM: Bryant Nodine, AICP, Planning and Zoning Administrator SUBJECT: An Amendment to the Condition of the Oro Valley Retail Center Development Plan Relating to the Traffic Study BACKGROUND: On November 19, 1997, when the Ryan Company proposed a commercial center, featuring Target as the anchor, in the Rooney Ranch PAD, the Town Council approved the development plan with the following condition from the Town Engineer's report: "The applicant shall continue to address traffic issues with the Town staff and the Arizona Department of Transportation and arrive atappropriate resolution to all traffic issues." p p The applicant has continued to address the traffic issues and completed a traffic study in early June. Comments on the traffic study from both the Town and ADOT have recently been provided to the applicant. The applicant anticipates that they will be able to address these comments in the next few weeks. However, even in the best scenario as outlined in the attached letter from Mr. Norm Phillips to ADOT, resolution of the traffic issues could take until the end of August. In the attached construction schedule from the Barclay Group, they anticipate being able to begin construction of the Target building and be permitted and under contract for the parking and off-site improvements before the end of August. This schedule is not possible with the above condition in place, because the development plan•approval and subsequent permits are contingent on the "appropriate resolution to all traffic issues." Accordingly, thea applicant has requested that the Town modifythe conditions of the development plan to pp q allow construction on the Target store, pads, and associated parking and offsite improvements to begin. ADOT recommends that the Barclay Group use simple growth rates versus zone-oriented data in deriving assumptions and conclusions. The Barclay Group should use the June 29th letter from Hank Warner to Paul Steiner as a reference in completing the final elements of the Traffic Impact Analysis. Our office has received and reviewed the Traffic impact Analysis Report for the Rooney Ranch Center dated June 1,1998 that you recently submitted. As agreed upon in our meeting of April 16, 1998, The report is a draft that does not include the highway capacity analysis portion of the report or a complete written description. The report does include the trip generation, traffic counts, and traffic assignment A follow up meeting between the developer, his representatives, the Town of Oro Valley, and the Arizona Department of Transportation was held yesterday to discuss many of the issues. As a result, I have the following comments regarding the report and the meeting held yesterciay. 1. The report does not address a loop road behind the shopping center as a main entrance/exit to the site. We recommended that such an alternative be analyzed in the April meeting and previous meetings. We feel that such an alternative will reduce traffic at the SH 77 and 1st Avenue intersection and provide an efficient alternative route to the shopping center for residents of Oro Valley. 2. During the meeting on June 24th, you indicated that the analysis assumes that 100% of the traffic going to and from First Avenue propagates through the parking lot to the north main driveway. Since no assumptions and no distribution is given in the report, a distribution of trips within the parking lot should be sketched to show the assumptions being made. 3. The growth rates used in the report appear to be very high. I recommend that a growth rate of 1.04 be used for Oracle Road and a growth rate of 1.06 be used for 1st Avenue. 4. We requested in previous meetings that our policy on 'Traffic Impact Analysis for Proposed Development' be used in terms of looking at horizon years. Therefore, we recommend looking at a 5-year horizon (buildout) and a 10 year horizon with the growth rates indicated in comment#3. 5. The reduction of trips by 20% to account for internal trips seems to be high given the fact that all four quadrants of the SH771First Avenue intersection are zoned commercial. Many of the typical internal trips would therefore result in trips across the F/QMM1Y0 - T1tANOPOfiTAT10H PLANNING - A@IOfMLl11C8 Mr. Paul F. Steiner, Jr. P.E. June 25, 1998 Page 2 intersection. To account for this, I recommend reducing this percent reduction from 20% to 10% and increasing the distribution of traffic to First Avenue east of SH 77 from 2% to 7%, resulting in a 105% total trip distribution. (As you may recall t recommended a total trip distribution of 110% in my previous letter to account for the error associated with not being able to perfectly predict the future distribution of traffic). 6. The total traffic volumes need to be shown on a diagram, rather than in tables. 7. A peak hour factor of 0.90 should be used for all movements in the highway capacity analyses. The capacity printouts should indicate what the PHF for each movement is. 9. The site plan shows a driveway that connects parking lots in the front of the shopping center to the loop road in the back. Such a driveway would greatly improve access to the loop road and to First Avenue from the shopping center for the residents of Oro Valley. As indicated in the June and April meetings, a State permit cannot be issued until the Traffic Impact Study and necessary engineering plans showing the improvements are reviewed and approved. We will continue to review the traffic impact study and any design plans prior to the submission of a permit application in an effort to help expedite our review process. 10. It is my belief that the comments presented herein will yield a report that will give our Department a clear picture of the impact of this development on SH 77 traffic. At such time, we will consider what improvements may be needed. It is understood that a traffic signal will be needed at Pusch View Lane. Submit a revised development plan including the conditions approved by the Town Council on July 15, 1.998. 3 . • • • • • TOWN OF ORO VALLEY 2 COUNCIL COMMUNICATION MEETING DATE: July 8, 1998 TO: HONORABLE MAYOR& COUNCIL FROM: Valerie Feuer, Senior Planner SUBJECT: OV 13-98-33 ROONEY RANCH RETAIL CENTER(TARGET) SIGN PACKAGE BACKGROUND: In March, 1998, the Development Review Board made recommendations to the Town Council on an alternative sign package'requested for the Oro Valley Retail Center at Oracle Road and First Avenue. Since that time, the Town Council approved an Economic Development Exemption for the Center, but has not come to agreement on the alternative sign package. After a joint study session among the Town Council, DRB and the Oro Valley Arts Board, the Town Council asked DRB to meet again. The Community Artists Focus Group also submitted some suggestions to enhance the signage in the center. SUMMARY: The Community Artists Focus Group met on May 27, 1998 to make recommendations on four issues regarding the Rooney Ranch Center signage. The Development Review Board then met on June 23, 1998, with input from the Community Artists Focus Group. The topics of discussion were four elements of the sign package: size and color for the in-line stores; request for revised guidelines for the pad stores to address the Wells Fargo Bank signage; and the monument sign. COMMUNITY ARTISTS FOCUS GROUP RECOMMENDATIONS: The Community Artists Focus Group recommended the following: • Size: current sign code height of 4 feet for letters and logo. Color:. copper patina for all signs. The Target logo would be the Target corporate color. Wells Fargo Bank: copper patina for all signs and logos. Monument Sign on Oracle: one major 4 sided monument sign showing the major anchors; the fourth side could be a directory for the smaller businesses in the center. DEVELOPMENT REVIEW BOARD ACTION: The Development Review Board recommended the following, by a vote of 6 to 0: Size: for anchor tenant only, 4 foot 8 inch tall letters with the logo at 5 feet 3 inches, which allows the logo to appear to be.in proportion to the letters. Pad Stores/Wells Fargo Bank: copper patina lettering, twenty square foot logo with symbols only internally illuminated, and cabinet that could protrude eight inches from the wall. ATM signage on the canopy is permitted as directional signs, including the Wells Fargo logo. Monument Signs on Oracle Road: a maximum height of 8 feet; halo illuminated text; internally illuminated logo, characters only emitting light, in corporate colors of anchors; 64 square feet of signage in a curvilinear shape. Alvord Tucson, Arizona 85706 ROONEY RANCH CENTER Comprehensive Sign Plan Sign Specifications and Requirements Rooney Ranch Center is a mixed use retail center located at the southwest corner of Oracle Road (U.S. Route 77) and First Ave. within the Town of Oro Valley. The purposeof this sign plan is to create a graphic environment that affords individual and distinctive identity for each business and is also integrated and compatible within the center .The total concept is to give an impression of quality, professionalism and instill a total managed business image. The plan has taken into consideration the unique character of the Town of Oro Valley and its desire to provide an professional and attractive appearance for its visitors and residents traveling on Oracle Road. Upon completion Rooney Ranch Center will combine to bring 300,000 square feet of architecturally distinctive retail and mixed use space for businesses to the expanding Oro Valley area. SUMMARY: Target: A letter was received from Erica Street, Assistant General Counsel for Target Stores, regarding their g concern in maintaining the use of the red Target bullseye design in Oro Valley. The DRB recommendation does support the use of Target's corporate color for the bullseye. Wells Fargo Bank: Following the June 23 DRB meeting, Wells Fargo has submitted a new proposal for signage, which addresses issues raised at that meeting. This proposal complies with the DRB recommendation for halo illuminated, individual letters in copper patina, on the east and south elevation of the building. A non- illuminated 31 square foot cabinet sign in proposed on the Oracle Road side, while an internally illuminated 31 square foot cabinet sign is proposed over the main (south) entrance. On this sign, the entire cabinet, with the exception of the black, which consistutes about one quarter of the background, would be illuminated. Staff supports the copper patina letters and non-illuminated sign on Oracle. However, given the limitation of twenty square feet for the logo, we suggest that Wells Fargo use their standard sixteen square foot sign for the east and south sides of the building. In addition, the red background in the sign over the main entrance should not be illuminated, consistent with other signage in the center and throughout Oro Valley. ATTACHMENTS: 1. The distinctive red, three ring bullseye design has been part of Target Stores' corporate identity for more than thirty years. As the attached Federal service mark registrations indicate, the bullseye design was recognized as a distinctive source of origin in the early 1960's and was registered as a federal service mark in March of 1968. Target has prominently featured the bullseye design on the exteriors of its Target store locations consistently and continuously since that time. In fact, the Target bullseye is one of the symbols most widely recognized by American retail consumers. It is critical that Target be able to use its corporate identity in all locations, including, Oro Valley, Arizona. Our primary concern is maintaining the distinctive Target bullseye design as a - protectible service mark. Failure on the part of Target to use the mark consistently as a designator of origin seriously undermines that ability. Service marks are extremely important in the retail sector. They serve to (1) identify and distinguish the services of one company from those of another, (2) signify that all goods and services offered in conjunction with the mark are of similar quality, and(3) symbolize the goodwill of a business. In addition, many of Target's advertising and marketing efforts use the bullseye design as a focal point for their messages. An inability to tie those materials to the Oro Valley store could significantly harm our business efforts in Oro Valley. The management of Target Stores looks forward to becoming actively involved as a corporate citizen in the Oro Valley community. As the enclosed background materials demonstrate, we are serious about our commitment to and involvement in supporting the health and vitality of the communities which we serve. We have been notified that there are other existing signs that the Town considers to be subject to special approval,because of inclusion of the Wells Fargo identification. While these signs have not been regulated by other communities where they have been installed, it is our desire for them to be consistent with the sign package approval, so they are included in our request. ATM kiosks.The ATM kiosks are pro-manufactured units with an accent band at the top and identification copy on the accent band. The signs are intended to provide on-site packaging for the ATMs. Whereas most communities don't count this against the sign allocation,we understand that Oro Valley does and we therefore include it in our package. This graphic is applied to the structure itself, which has then been clear coated. It cannot simply be removed, and we believe it has a minimal aesthetic impact. Directional Signs. The small directional signs on-site are part of the comprehensive graphics package for branch sites, and contains a small stagecoach logo. Unlike most communities, we are told that Oro Valley considers this to advertising copy (rather than identification), which would require special approval by the Council. Therefore,please include this with our request. The signs are in place, so that staff.and the Council can view them at their leisure to consider their attractive appearance. Regarding the logo cabinets, we have discussed that the intricate molding of these high quality sign faces, with three levels of relief, does not lend itself to custom sizing. There is no 20 square foot cabinet sign, and the next larger size is the 31 square foot W-31 sign. The actual difference in dimensions between a hypothetical 20 square foot sign, and the W-31, is minimal. To offset the difference in size, we are proposing to not illuminate the sign facing Oracle Road, and to only illuminate the sign at the west end of the south elevation, farthest away from the road. Bear in mind that the black background of the sign is opaque, and not illuminated, which reduces the area of illuminated signage. Finally,we have proposed to eliminate the west facing sign,against our better judgment. By restricting wall signage facing access points to the south elevation, we run the risk of funneling ingress traffic to that driveway, which is so close to the main entry into the center that there could be occasional bottlenecks. We felt we could better disperse incoming traffic by providing signage on the west,thus encouraging use of the west driveway entrance. The"two side only"rule conflicts with the best interests of the traffic safety. Nonetheless, the bank is prepared to concede the west- facing sign. Since that time, the Town Council approved an Economic Development Exemption for the Center, but has not come to agreement on the alternative sign package. After a joint study session among the Town Council, DRB and the Oro Valley Arts Board, the Town Council asked DRB to meet again and make recommendations on the few outstanding issues to be resolved. The Community Artist Focus Group has also submitted some suggestions to enhance the signage in the center. Discussions at the study session centered on the importance of the signage along the roadway and the monument sign. While the copper patina color is still considered the 6-23-98 Development Review Board Minutes Page 2 preferred color by some, others felt that the color was not as important as long as the standards •Y were consistent, not only within the center but at all commercial centers in Oro Valley. The General Plan encourages protection of the scenic vistas from the Oracle Road Scenic Corridor, and encourages the commercial developments be planned with strict aesthetic and design guidelines.. The topics of discussion are four elements of the sign package: size and color for the in-line stores; request for revised guidelines for the pad stores to address the Wells Fargo Bank signage; and the monument sign. Richard Underwood asked if the sign package could be discussed as separate items but put together in the motion. Mary Glueck suggested that the applicants speak one at a time so the Board would understand what they were asking for. Dick Eggerding commented that the Arts Board has no authority in making a decision nor does DRB. Council would make the final decision. If the DRB discusses item by item the Artists Focus Group will give their opinion. Our intent is to protect the Oracle Road Scenic Corridor. Richard Underwood commented the DRB should issue a report to Council on their recommendations as well as the Artists Focus Group and get this issue settled. J s Size: David Randolph representing the Target Group, addressed the size issue, 5'3" for the Bullseye and 4' 8" for the letters. Member Smith asked what the Town Code allows. Valerie replied 4' tall. Member Smith asked the applicant if he was aware of the sign code before they decided to build. Paul Schloss, representative for Target and Wells Fargo, replied yes, but we always ask for exceptions, it depends on the size of the project. Pictures were shown of existing Targets in P P Tucson as well as other cities. The consensus of the DRB was to accept the 4' 8" letters and 5' 3" logo. • Dick Eggerding commented that the Artists Focus Group had no problems with the 4' 8" letters or the 5' 3" bullseye. Color: David Randolph showed the Board six color samples of red that were available. He also provided a paint sample. He stated that Target has no signs that do not have their corporate color. Target has a nationally registered trademark. Valerie Feuer commented staff did recommend a color that is similar to the toned down red, the tile color used by Pizza Hut. Member Glueck commented that Target knew what the code was when they came to Oro Valley. Member Glueck showed clippings of newspaper advertisements that were different from the typical red color. Mr. Randolph replied the code says we can have any color except iridescent or • flourescent. Valerie stated because the signage had been established in that shopping center the color was already approved. Paul Schloss commented that when he first approached the Town that all reasonable requests would be taken into consideration. The next issue discussed was illumination. David Randolph commented he would like to maintain the lighting for the bulls-eye and lettering to be the same. He feels it would be aesthetically more pleasing and it doesn't break up the logo. However, he would like to use red halo illumination, it would be a soft illumination around the letters. Don Chatfield stated that staff could not support red halo illumination. Bank of America had that at one time and there were a lot of complaints from the public. Dick Eggerding supported Mr. Chatfield's recommendation as well as the DRB. Valerie Feuer commented that the recommendation of staff is the logo symbol could be internally illuminated, letters would be backlit in white. Consensus of the Board is white halo illumination of the letters. Member Glueck commented that in terms of reading the sign, white is better behind the Target letters. • Mr. Chatfield raised the issue of not deviating from the copper patina. The Artists Focus Group agreed the lettering should be consistent with the copper patina and urged the DRB to stay consistent with the colors for that project. Member Smith and Member Allen supported the copper patina letters. Member Glueck said she could support the red if it were consistent with the project but prefers the copper patina. Member Smith stated the recommendation of the DRB is the copper patina. Paul Schloss asked the Board to maintain a standard and apply it through the Town. Member Underwood stated the Board needs to be equal with other applicants in the future. Chair Lewis agreed. Member Smith felt each center needs to be different but consistent within the center. Pad Stores: David Jones, representing Wells Fargo Bank, asked for flexibility for their logo. The P g recommendation of staff is 1 SF sign area for each linear foot of the building elevation but not exceeding 20 SF for the logo. Wells Fargo is asking for 31 SF, which they feel is a minor increment and eliminate the individual letters and just have their logo displayed on three sides of the building. Member Wind commented he prefers the logo but feels lettering should identify .the bank. Member Underwood stated he likes the logo but also feel Wells Fargo should be on the building. Member Allen prefers the copper patina lettering. Member Smith agreed. Member Underwood commented, give them their corporate color, but copper patina should be the standard for the lettering. Mr. Jones stated they would prefer not to deviate the lettering from the logo, this is a registered trademark, and he would like to display the logo. Member Wind asked how many logos could they have on the building and Valerie replied on two sides. Recess: 5 Minutes 8:40 meeting resumes. The DRB discussed the Wells Fargo issue. Member Smith feels the applicant should stick with the copper patina lettering. The logo should only be 20 SF. Member Wind agreed. Member Glueck supports copper patina lettering and logo in their corporate colors, but is not opposed to logo on backside of building. Member Allen is not opposed to the corporate colors in logo but feels copper patina letters should be on the building. The consensus rp is copper patina lettering, and corporate color for the logo and signage to be kept 20 SF and on two sides of the building. The Artists Focus Group supports that decision. Monument Signs: Trey. Aikin, Barclay Group, Scottsdale, Arizona, asked what was the recommendation from staff on the monument. Valerie replied, two monuments on Oracle, that could be 8 feet tall, and the monument on First Avenue could be 5 to 6 feet tall. Mr. Aikin stated that Barclay is proposing 10 feet 6 inches and is asking for two more panels on the monument. Member Underwood suggested 8 feet high but possibly making the monument wider to make room for the extra panels. Mr. Aikin felt he could work with that. Mr. Aikin commented we are proposing an illuminated sign with an opaque background, only the text would be illuminated. Dick Eggerding commented he would like to see a curvilinear monument, and enhance it with landscaping. Member Glueck stated that since we are dealing with multiple landowners, it's difficult to pin down exactly what is needed. We need to be general and give a height, width and illumination and then the applicant can come back with a design in order to approve it. Valerie commented that the height is limited in the code and the width is not. Amount of sign area is restricted to 50 SF and the developer is asking for 64 SF. The design of the monument sign can come back to DRB at a later date. Member Allen feels that safety is an issue with the signs and should be big enough to see it. Member Underwood stressed that DRB needs tog ive the applicant guidelines to follow so they can move forward with this issue. The consensus is 8 feet in height, two locations, and 64 SF in size curvilinear in shape, internally illuminated symbols, and to be brought back to the DRB Board for approval. MOTION: Moved, seconded (Glueck/Underwood0 and carried by a 6-0 vote (Fogeistrom— absent) to recommend that Council approve OV13-98-33, the Rooney Ranch Center Comprehensive Sign plan, as approved by the DRB. Size of signage anchor tenant, 5' 3"Bullseye, 4' 8" letters. Colors; letters will be copper patina and symbol can be in corporate colors, back lit letters with white light and internally lit symbol. Pad stores; the color of the letters, copper patina, signs on two sides of building, the logo internally lit symbol, background colors are not to be illuminated 20 square foot of cabinet signage. Monument sign not to exceed 8 feet in height, 64 SF of signage, curvilinear shape.
