CALL TO ORDER
Chair Niranjan Vescio called the regular session meeting to order at 5:00 p.m.

Attendees: Mary Murphy, Town Councilmember
CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on
any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual
Commission members may ask Town staff to review the matter, ask that the matter be placed on a future
agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take
legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience",
please specify what you wish to discuss when completing the blue speaker card.
No public speakers.

1.REVIEW AND APPROVAL OF THE FEBRUARY 10, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Alan Forrest, seconded by Commissioner Greg Hitt to approve the January
and Feburary meeting minutes
Vote: 4 - 0 Carried

2.UPDATE, DISCUSSION AND ACTION ON WATER UTILITY ANNUAL REPORT (P. ABRAHAM)
Water Utility Director Peter Abraham provided an update on the progress of the 2025 Water Utility
Annual Report, and asked if the Commission had any further comments. Discussion ensued amongst
the Commission and Water Utility Director Peter Abraham.
3.UPDATE AND DISCUSSION ON THE NWRRDS (P. ABRAHAM)
Water Utility Director Peter Abraham provided the following updates regarding the Northwest
Recharge, Recovery and Delivery System (NWRRDS) Project:
Foundation of the project
50-year IGA between Town of Oro Valley, Metro Water, and Town of Marana
NWRRDS partnered and independent projects
CMAR Method of project delivery with Borderland Construction
Slated for completion in July 2026
Updates on the partnered portion
Updates on the independent portion
Water Utility Director Peter Abraham provided an explanation between the different types of delivery
systems (Design-Bid-Build, Design-Build, Contractor Manager At Risk).
Discussion ensued amonsgt the Commission and Water Utility Director Peter Abraham regarding the
updates on the Northwest Recharge, Recovery and Delivery System project.
Discussion ensued amongst the Commission and Water Utility Director Peter Abraham regarding the
WIFA loan considering the current circumstances with the Federal Government.
Water Utiltiy Director Peter Abraham recongized Commissioner Alan Forrest and the previous Town of
Oro Valley Water Utility Directors for the efforts and hard work with the department.
4.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER MURPHY)
Town Councilmember Mary Murphy provided the following updates:
Firefighters held a charity BBQ and Councilmember Murphy, alongside previous Sheriff Mark
Napier were judges
Preliminary 5-year forecast through FY 29/30 was presented and is online to view
Water rates increase passed unanimously
Golder Ranch and Town of Oro Valley have partnered in hosting a wildlife fire Q&A on 3/14/25
5.DIRECTOR'S REPORT (P. ABRAHAM)
Water Utility Director Peter Abraham provided the following updates:
Schedule of upcoming Town Council meetings and Water Utility Commission meetings
Upcoming Water Utiltiy Commission field trip (Date TBD)
Upper Colorado Basin snowpack comparisons
Colorado River System Reservoir Status
ADJOURNMENT
Motion by Commissioner Alan Forrest, seconded by Commissioner Michael Smejkal to adjourn the
meeting at 5:57 p.m.
