Locations of these elements shall be subject to Planning and Zoning Administrator approval. 2.Landscape buffer on the west of the new development area shall be a minimum of 30 feet wide and shall contain a continuous vegetative screen consisting of two-rows of either existing vegetation and/or new 36-inch box trees, as well as minimum 10-gallon shrubs and cacti, and a continuous 6-foot screen wall. Locations of these elements shall be subject to Planning and Zoning Administrator approval. 3.The building roof and screening parapet heights shall be restricted to the use of each space as demonstrated in Exhibit 1. 4.The new Sanctuary building shall be positioned between the existing sanctuary to the west, and CDO High School to the east as indicated in the attached Conceptual Master Plan, Exhibit 2, such that the view impacts from the west looking toward the mountains are minimally impacted. PZC Stated Vague Reference to General Plan as Reason for Denial: “the proposal is incompatible with the area in accord with the Your Voice, Our Future General Plan and Design Standards” This is NOT a Rezoning Request (use already deemed compatible here) Section 28.3.E of Town’s Zoning Code Provides for this Exact Request, considered Routine & Expected Section 28.3.E Provides no Specific Required Findings for PZC to Approve THE JANUARY 14th PLANNING & ZONING COMMISSION DECISION WAS IN ERROR: 2. PZC’s Stated Reason for Denial is in Direct Conflict with Staff’s Finding: “The Building Height Increase requests have been found compatible with the Your Voice, Our Future General Plan and the applicable Design Standards” THIS 1-MILE STRETCH OF CALLE CONCORDIA ALREADY HAS 3 CHURCHES & SCHOOLS WITH DIRECT FRONTAGE & BUILDING HEIGHTS FROM 30’ – 60’ In 2023 PZC Approved OVCN’s Building Height Increase of 42’ and found it Compatible THE JANUARY 14th PLANNING & ZONING COMMISSION DECISION WAS IN ERROR: 3. No Discussion of Request by PZC at Hearing: Only Question Asked by PZC was about Traffic (unrelated to Building Height Request) PZC Seems to Have Only Considered Neighbor Concerns with Issues Related to the Development Plan NOT Building Height THE JANUARY 14th PLANNING & ZONING COMMISSION DECISION WAS IN ERROR: 4.
