CALL TO ORDER
Chair Crocker called the meeting to order at 4:14 p.m.

There were no speaker requests at this time.
COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY)
Council Liaison Dr. Harry Greene provided an update on the recent Town Council meeting agenda item regarding
improving the Water Utility system and related financing costs.
DIRECTORS REPORT (INFORMATIONAL ONLY)
Stormwater Division Manager Dennis Roberts commented on the following:
- Phase II MS4 Annual Report Review | Reporting Period July 2023 – June 2024 (Year 3)
The Arizona Department of Environmental Quality (ADEQ) has reviewed the Town of Oro Valley
Stormwater Utility’s Phase II MS4 annual report for July 2023 – June 2024. ADEQ confirmed that the report
met all criteria and reviewed additional files, including the Town’s Stormwater Management Plan, Website,
and IDDE Activities Summary. The department expressed their appreciation for the Town's efforts to
comply with environmental requirements.
- Stormwater Utility Division: Successful Resolution of ADEQ MS4 Audit Comments
The Stormwater Utility has addressed all comments from the Arizona Department of Environmental
Quality's (ADEQ) MS4 audit. After ADEQ inspected our facility on November 14, 2024, our team diligently
resolved all issues.

- Update: Stormwater Utility NOI Council Communication will be rescheduled
Our recent discussions on the proposed stormwater rate increase have highlighted the need for
collaboration with other town departments and a robust community outreach effort to build support. We
plan to work with departments like Public Works, Planning and Zoning and Community and Economic
Development to create a unified strategy and address technical queries.
- Notice to Proceed for Sierra Wash Erosion Mitigation and Infrastructure Rehabilitation
The Drainage Infrastructure Repair & Rehabilitation Project at Via Mandarina, aimed at addressing erosion
in the Sierra Wash, has received the notice to proceed on March 20th. Construction must be completed by
June 30th.
- Anticipated Response from FEMA for Glover Road Project
The Arizona Department of Emergency and Military Affairs (DEMA) expects a response from the Federal
Emergency Management Agency (FEMA) concerning the status of our grant application for the Glover
Road at Sierra Wash Erosion Mitigation and Infrastructure Rehabilitation project by late April 2025. This
initiative represents an essential advancement in safeguarding and strengthening the infrastructure of our
community. We are hopeful about the potential positive impact and anticipate sharing more updates as we
gather information from FEMA.
- Stormwater Utility Annual Field Trip
This year's field trip, scheduled for Thursday, April 18, from 7:30 AM to 11:30 AM, aims to familiarize
Commissioners with the Town's Stormwater Utility projects. These include drainage facilities at various
stages— completed, under construction, and planned for future repairs. The trip will highlight diverse
infrastructure needs and priorities within the Town, providing valuable insights into ongoing and upcoming
repairs.
The April Stormwater Utility Commission meeting has been canceled to accommodate this event.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE JANUARY 16, 2025 MEETING MINUTES
Motion by Vice-Chair Richard Hawkinson, seconded by Commissioner Rob Schlicher to approve the
January 16, 2025 meeting minutes.
Vote: 3 - 0 Carried
2.DISCUSSION OF MEETINGS AND EVENTS
Mr. Roberts reported on recent meetings and events.
3.DISCUSSION OF THE ADEQ SMALL MS4 PERMIT CHARACTERIZATION MONITORING PROGRAM
GIS Analyst Scott Bennett provided a presentation that included the following:
Arizona Department of Environmental Quality (ADEQ) Small MS4 Permit AZG2021-002 effective
as of September 30, 2021.
As a new component permittees are required to monitor stormwater discharges from their
MS4 systems at three chosen outfall locations, due by September 30, 2023.
Industrial outfall
Commercial outfall
Residential outfall
Since there is no industry in Oro Valley, the outfalls chosen were at two commercial locations
and one residential location:

Steampump Wash
The Villages of La Canada at the Canada del Oro Wash
Sampling is for pesticides, total metals, volatile organic compounds, cyanide, and semi volatile
organic compounds
Results: The two pollutants that are showing in every report, not at very high levels, are
associated with car brake pads and parking lots:
Barium
Antimony
Stormwater Utility has satisfied the water monitoring requirements.
4.DISCUSSION OF APRIL 18, 2025 STORMWATER UTILITY COMMISSION FIELD TRIP
Mr. Roberts reported that the purpose of this year's field trip is to familiarize the Commissioners with
the Town's Stormwater Utility projects. The projects include drainage facilities at various stages;
completed construction, under construction and plans for future repairs. The scheduled locations were
listed along with their significance:
Sierra Wash @ Naranja - completed project
Sierra Wash @ Via Mandarina - under construction
Sierra Wash @ Glover Road - needs repair
Naranja Park Drainage - Stormwater is helping with drainage concerns in the area
Mutterers Wash (E El Conquistador Wy. to W Greenock Dr.) - a project needed for channel
capacity
Pusch View Golf Course bridge replacement - Opportunity to show the Commissioners a project
of which we were a part
ADJOURNMENT
Motion by Commissioner Rob Schlicher, seconded by Vice-Chair Richard Hawkinson to adjourn the
meeting.
Vote: 3 - 0 Carried
Chair Crocker adjourned the meeting at 4:35 p.m.
