PLEDGE OF ALLEGIANCE led by Chair Garland.
CALL TO AUDIENCE - No Speaker Cards were received.
STAFF LIAISON REPORT
Chief Financial Officer, David Gephart, reported on the following:
Town Manager's Recommended Budget is set to be distributed on April 28, 2025.
One-to-one meetings with Council Member were held to review the Draft Recommended Budget.
Staff are at the tail end of the POA/MOU negotiations.
The Town Manager's Recommended Budget will be presented at the next Budget and Finance
Commission meeting.
A CIP study session with Council is scheduled for April 30, 2025.
A Town Manager's Recommended Budget study session will be done on May 5, 2025.
At the next Town Council Meeting, the following items will be addressed:
A liquor license approval;
Discussion and possible action regarding pawn concepts at Vistoso Trails Nature Preserve;
Possible approval of a WIFA Water Loan for the Town's independent portions of the Northwest
Recharge Recovery Delivery System;
Discussion and possible action for direction for the next Town General Plan; and
Discussion and possible action regarding the Community Center Fund.

1.REVIEW AND APPROVAL OF THE MARCH 18, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Michael Mason, seconded by Vice Chair Dan Karlsberg to approve the
March 18, 2025 regular session meeting minutes.
Vote: 5 - 0 Carried
2.PRESENTATION AND POSSIBLE DISCUSSION OF THE TOWN'S FY24/25 FINANCIAL UPDATE
THROUGH FEBRUARY 2025 (PLEASE REFERENCE ATTACHMENTS)
Presentation by Wendy Gomez, Deputy Finance Director. No further discussion by Staff nor
Commissioners.
3.DISCUSSION AND POSSIBLE RECOMMENDATION ON DRAFT PSPRS PENSION FUNDING
POLICY FOR FISCAL YEAR ENDING JUNE 30, 2026
Presentation by David Gephart, Chief Financial Officer. Discussion ensued amongst Staff and
Commissioners
Motion by Vice Chair Dan Karlsberg, seconded by Commissioner Michael Mason to continue the item
to the next Budget and Finance Commission Meeting.
Vote: 5 - 0 Carried
COUNCIL LIAISON COMMENTS
Mayor Winfield provided the following comments:
The Mayor expresses his appreciation for the Commissioners' participation.
There are two active planning initiatives: OV Path Forward and the update of the Town's General Plan.
Various subgroups have been formed focusing on different topics. Information can be found on the
Town's website.
A Trails Planning Initiative is underway.

Motion by Commissioner Michael Mason, seconded by Vice Chair Dan Karlsberg to adjourn the
meeting at 4:52 PM
