I encourage you to continue to support The Conservation Fund's efforts, on our behalf, to create a conservation easement in perpetuity. We salute Mr. Ford for is passion and resolve to see the property returned to nature. The overwhelming majority within the Highlands Neighborhood wants this outcome, too. We will support TCF's efforts with our checkbooks when the deal is done. It is likely that the Romspen organization will ultimately reject any fair market value offer for the property they stripped clean and left abandoned within our neighborhood. Should that become reality, I urge the council to immediately file for condemnation and take control of it. Condemnation is a well -trodden path for local governments to act in the best interests of their community in such matters as we have before us with Romspen. It is not something to fear and I hope you will act as courageous leaders to force condemnation if negotiations come to an impasse. Recent council member machinations continues to create uncertainty as to your collective resolve to go forward with condemnation, if necessary. I hope this week's update will clearly state what steps you are willing to take to end this neighborhood blight once and for all. In particular, I call upon councilmen Solomon and Bohen to state for the record that they will vote for condemnation if the negotiations remain protracted. Both Mr. Solomon and Mr. Bohen added "preserve vistoso" placards to their campaign signs in our area. We took you at your word that you meant what you declared. Now would be the time to restate that position with crystal clear language. The neighborhood has to live with this blight cast upon us nearly 3 years ago. It is a daily reminder that our hopes for a conservation corridor depends solely on your actions. Now is the time to show us your resolve to end this blight on our town. Mr. Mayor, Vice Mayor, and Council I have a few questions and comments regarding the Vistoso Golf Course. The property owned by Romspen. The community has heard that a purchase of this property +/- 202 acres is being negotiated by The Conservation Fund (TCF). The price is to be determined at or near "fair market value". This process is being facilitated by the TOV. My first question is What is the Town's involvement? The property is in the Rancho Vistoso Planned Area Development, that includes residential, industry, a supermarket, a hospital, medical offices, schools, golf courses, and parks. The Rancho Vistoso PAD dated June 22, 1987 was a Master Planned Community consisting of 7,626 acres later annexed by the Town of Oro Valley. TCF in my understanding is a lender that will carry the note, on the purchase, for a short period of time. Typically, 2 to 3 years. They require financials and collateral from the buyer. As they are typically a 50% lender on vacant land, I assume that TCF would lend money on +/-101 acres and hold +/- 101 acres as collateral for the loan. What happens if the loan defaults? Can TCF sell the property? Who would be the buyer of this Property? Who would provide the financials and collateral? Preserve Vistoso? Vistoso Community Association? Town of Oro Valley? I do not feel that the TOV should be the buyer of this property because of its current Parks and Recreation commitment. I realize that this has been a long process and many of my concerns may have been addressed in the Council's Executive Sessions. Now it is time to inform the Town's more than 46,000 residents of the progress and direction of this purchase. Hopefully some of this can be addressed tonight. Thank you. Frederick E. My name is Christie Pearce and I would like to address the Parks and Rec bond that is set to be discussed this evening during the regular agenda item #3. Unfortunately, I just became aware of this meeting yesterday and have not been able to rearrange obligations in order to attend. I am the current board president for OVMTB (Oro Valley Interscholastic Mountain Bike Club) and I also serve as the head coach for CDO high school mountain bike team, and all feeder middle schools. Our club consists of teams from all area high schools and their feeder middle schools, plus charter schools and homeschool riders. Riders from Basis Oro Valley, Canyon del Oro, Ironwood Ridge, Mountain View H.S., and Pusch Ridge Christian Academy all come together to train and then have the opportunity to race for their individual schools. We currently have 50 riders from 6th -12th grades on our roster and it is growing rapidly in addition to the student athletes we also have 15 volunteer coaches. OVMTB has attended several Oro Valley town council meetings in the past and will continue to try to have a voice for our sport in the future. We are aware that in the agenda there are plans to discuss the park and rec bond money. I would like to eagerly encourage the Town of Oro Valley to spend some of that bond money to build a bike park at Naranja Park. Not only would this help to improve our current riders skills, but to help build the next generation of riders. My personal family consists of my husband and myself, plus our 4 children that all enjoy the sport of mountain biking. Currently my 3 oldest ride for COO and my youngest will when he ages up. We had the opportunity over the summer during our travels to enjoy the Railyard Bike Park in Rogers, Arkansas. This tiny town took the opportunity to build a state of the art bike park and it was not only thoroughly enjoyed by my family, but super busy with mostly locals enjoying the park. One of the best parts about the bike park is that it allowed our whole family to ride together. As you can imagine we all are of different skill levels and speeds, therefore we are always split up during our trail rides. It was really fun to not only watch others, but to have the opportunity to learn from others. My 14 year old spent time teaching my 8 year old how to handle his bike over different obstacles. I've lived in North Tucson for about 20. I am an avid biker and regularly ride The Loop, Honeybee Canyon and 50 Year Trail... in addition to the dirt path at Naranja Park. I enthusiastically support the development of a bike park and would use it frequently. 1 am recently retired from Raytheon and would happily volunteer my time in support of the park if appropriate.
