REGULAR SESSION
May 6, 2025

CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.
ROLL CALL
Present: Robert Kellar, Commissioner
Joe Nichols, Commissioner
William Thomas, Commissioner
Sandra Wilson, Commissioner
Philip Zielinski, Commissioner
Kimberly Outlaw Ryan, Vice Chair
Anna Clark, Chair
Staff Present:Milini Simms, Principal Planner
Attendees: Elizabeth Robb, Town Council Liaison
Commissioner Wilson attended via Zoom.
PLEDGE OF ALLEGIANCE
Chair Clark led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Elizabeth Robb provided updates on recent and upcoming Town Council agenda items as
related to Planning.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE APRIL 1, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner William Thomas, seconded by Commissioner Philip Zielinski to approve the
April 1, 2025 meeting minutes as written.

Vote: 7 - 0 Carried
2.Update on the Resident Working Groups' efforts to create the next 10-year action plan, known as
OV's Path Forward
Principal Planner Milini Simms provided a presentation that included the following:
- OV's Path Forward phases
- Community Engagement Plan
- Resident Guidance
- Phase 2: "Let's Think"
- Resident Working Groups
- Preliminary results
- Draft goals, policies and actions
- Land use map and zoning
- Planning area boundary
- Urban service boundary
- Growth areas
- Parcel specific changes
- Amendment types
- Amendment process
- Amendment criteria
- 30% draft review
Discussion ensued between the Commisison and staff.
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Milini Simms stated the June Commission meeting will likely be moved to a different date and
outlined the items on that agenda.
ADJOURNMENT
Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to adjourn the
meeting.
Vote: 7 - 0 Carried
Chair Clark adjourned the meeting at 6:30 p.m.
