These sites represent different stages of development—recently completed, under construction, and planned for future repairs. Through this visit, Commissioners will gain valuable insights into the Town’s infrastructure needs, enhancing their understanding of ongoing and upcoming stormwater projects. Site Visits Commissioners will visit several key locations throughout the Town, each demonstrating distinct stormwater management challenges and solutions. 1. Sierra Wash @ Naranja Drive (Completed: June 2023) · Located on Naranja Drive, approximately 1,400 feet east of La Cholla Boulevard. · Failure discovered in December 2017 due to erosion at the reinforced concrete box culvert (RCBC). · High-volume runoff (1,625 cfs) led to severe scour at the apron’s downstream end. · Project scope included: o Design and construction of a reinforced concrete drop structure. o Installation of a gabion mattress to mitigate erosion and ensure public safety. · Funding: $169K from Stormwater Utility Fee funds. 2. Sierra Wash @ Via Mandarina (Currently Under Construction) · Construction started March 27, with substantial completion expected by June 10. · Located near Naranja Ranch I Subdivision, with private properties bordering the site. · Key Challenges: o Downcutting of the wash exposed infrastructure. o CenturyLink fiber optic lines were not identified in initial utility surveys but were resolved without project delays. · Project includes a new concrete drop structure and gabion apron to prevent further erosion. · Funding: $210K federal share via DEMA; $70K local match. 3. Sierra Wash @ Glover Road (Future Project - Currently in Design) · Site situated along Glover Road, adjacent to the Naranja Ranch I Subdivision. · Inspection in 2020 found significant erosion at the culvert apron. · A No Public Objection Letter has been submitted to DEMA, awaiting FEMA grant approval. · Proposed improvements mirror previous projects, including reinforced concrete structures and gabion mattresses for erosion control. · Funding: Expected to follow similar grant allocation as other projects, requesting $235K from FEMA with an $80K local match. 4. Naranja Park Drainage (Completed: 2024, Future Enhancements Planned) · While the initial project was completed, some drainage design components were deferred to prioritize key infrastructure. · Stormwater Utility is collaborating with Parks & Recreation to enhance drainage infrastructure and flood mitigation. · A west-side channel experienced significant erosion during a monsoon storm, prompting recent redesign efforts. · Additional improvements remain under evaluation to ensure long-term resilience. 5. Mutter’s Wash (E. El Conquistador Way to W. Greenock Drive) (Annual Maintenance & Future Improvements Planned) · Background: o Publicly owned and maintained since acquisition in 2001. o Reconstructed in 2007 via an agreement with Pima County Regional Flood Control District. o Severe flooding in 2014 damaged adjacent townhomes, exceeding 100-year flood levels in some accounts. · Why We’re Visiting: 1. Annual pre-monsoon inspections identify vegetation overgrowth and sediment accumulation to determine necessary maintenance. 2. Mutter’s Wash Capacity/Conveyance Improvement Project is under consideration, evaluating alternative channel geometries to improve floodwater and sediment management. 6. Pusch View Golf Course Bridge Replacement (Upcoming Project) · Project Scope: o Replacement of the existing golf course bridge. o Designed to improve stormwater resilience and prevent structural degradation. · A vital infrastructure upgrade, ensuring long-term durability against storm events. Looking Ahead These projects highlight the Town’s commitment to proactive stormwater management, preserving infrastructure integrity and public safety. As Commissioners tour these sites, they will observe firsthand the impact of erosion, the necessity for robust mitigation measures, and the importance of securing funding for long-term maintenance. This field trip serves as an essential platform for understanding the evolving challenges of stormwater infrastructure and ensuring the Town of Oro Valley remains resilient in managing these environmental factors. Note that a sand bar/island that has formed, bifurca"ng the channel into an east and west branch with the east branch crea"ng erosion along the exis"ng east bank of the wash. June 2018 – View downstream (south) from exis"ng box culvert at crest of drop structure and gabion apron and gabion dissipa"on Note: the drop structure addresses the threat of undermining the exis"ng box culvert from downcung of the channel. end sill. Addi"onally, the gabion apron will deflect to mi"gate future channel downcung, ac"ng as an extension o f the drop structure. Note the channel downstream of the gabion sill has been graded to remove the sand bar/island and significant vegeta"ve growth. The desert broom outcrop along the east bank was not removed so as to act as a deterrent to further erosion along the east bank.
