Please work toward an agreement with our wonderful police to keep their pay competitive. They need a contract that
keeps up and betters other area departments. Oro Valley has a lot of elderly and retired people that rely on its police and
firefighters. Keep these wonderful people in Oro Valley and not some other department for a few more dollars. It costs

Good Afternoon,
As a retiree of federal law enforcement, and spending 20+ years moving around our country protecting and serving, I am
writing in support of our local law enforcement officers.
There is nothing more important in a community than the safety of its citizens! And the best way to ensure their safety is to
employ police officers with the highest integrity, training, and dedication to their community.
In order to hire and retain the caliber of police officers needed to ensure public community safety in Oro Valley, you MUST
be competitive with neighboring communities or other local law enforcement agencies. Otherwise we will lose our highly
trained police officers to other neighboring agencies - as is only human nature to seek what is best for them and their
families.
As mayor, vice -mayor and city council members, it is in your power and it is your duty to the citizens of your community to
ensure their safety. Leadership begins at the top - as the top leaders, you all are in the position to show our local police
officers of OVPD that you support them and are willing to do what is necessary to retain them and support them as they
support our community.
I am supporting them in their request to increase their wages to match their local neighboring agencies and ask that you
support them in this also.

OV should be a leader in the area and compensate our OVPD officers accordingly.
The salary and benefit package should reflect that we continue to be one of the safest cities in AZ and the country.
The salary and benefit package should be the envy of the surrounding communities. I will support an increase in my
taxes to be set aside specifically for public safety. I will not support and will actively campaign against any officer holder
who does not put OVPD first.

Dear Council Members,
I am writing to you today as a concerned citizen, neighbor, and parent.
Ten years ago, I moved to Oro Valley with my husband, our dog, and our three -year -old
daughter. At the time, I was eight months pregnant, and we were searching for a place
where we could raise our family with peace of mind. Oro Valley offered exactly what we
needed: safe schools, a strong sense of community, and —thanks to our dedicated police
department —a safe place to call home.
That's why it saddens my heart to hear that some members of this council are opposing a
raise for our police officers. It's disheartening to think that we are willing to risk losing
qualified, committed employees simply because we won't support them with fair wages.
These officers, like any of us, have families to support. If they are forced to look
elsewhere for the pay they deserve, our entire community will feel the loss.
It's even more painful to think about what this means for our children. Slower response
times, especially in emergencies like school shootings, are a terrifying possibility when
we don't have enough staff. We've seen what happens when public servants are
underpaid just look at Arizona's teacher crisis. When educators are not compensated
fairly, they leave the profession, and students are left behind. The same trend will follow
with our police if we don't act now.
Additionally, I am deeply troubled by a rumor circulating in the community —one that
suggests certain council members are advocating for the construction of a pond, using
natural water resources in a desert climate. If true, this would take water away from
residents' needs and shift resources toward what I view as personal project, allegedly
justified by the view from a backyard or sentimental value. Our town deserves better. We
deserve thoughtful development that serves the whole community walking paths, parks,
gathering spaces not projects that benefit the few at the cost of the many.
I truly hope these are just rumors. I want to believe that the people I helped elect are still
working in -'the best interests of our town. The best way to prove that is through action:
Vote in favor of a raise for our police officers.
Clarify and reject any proposal that would misuse water or land for personal gain.
• Show us you are committed to the entire community, not just a privileged few.
These decisions are not just about budgets and proj ects they're about values. Please,
choose the path that supports safety, sustainability, and fairness for everyone who calls
Oro Valley home.

OVPD salaries. I'd advise if you want to keep the city safe, in good standing, maintain economic growth
you need to come together and pay well deserved compensation. Otherwise you will just see the crime
rate increase and economic decline as seen in many cities around the country that do not take care of
our first responders. It is insulting and frankly disgusting how you all have responded. Theywill lateral
transfer and leave this beautiful city. Is that what you all really want? I sincerely hope you all come to

As I log into the Oro Valley City Council page I was surprised to not see anything in your mission or
opening statement that includes safety and security of your constituents. As elected officials your first
and foremost priority is the safety and security of the people you represent. You may sayyour opening
statement covers that but it is completely general and not clear. "Oro Valley's Mayor and Council are
committed to providing high -quality municipal services and responsible development" based on your
recent vote to fill Vistoso Pond I have to question the last two words of your statement. I have lived in
Pima County (Oro Valley city limits virtually border my property on Moore Rd) for 5 years and have
physically never driven down Vistoso Hills Dr. Of the 47,000 city residents how many would say the
same? The decision to fill pond has many people wondering why this project was even considered, at a
total cost of $3.84M and a estimated maintenance cost of $135K (which many believe is way too
conservative) has voters struggling to validate the commitment of four council members who voted for
pond project to serve the community as a whole. With Arizona being in literally a continual drought for
years I would think that the reclamation water being bought from Tucson has better use like putting into
Rillito River restoration project. What happens if evaporation and or lack or rain cause the shallow lake to
dry up faster that expected. More water purchase increasing cost. How about contract renewwith city of
Tucson increases cost and or Tucson gets a better offer, increased cost. Does the proposal have
provisions built in for such events?
Now if you look at cost to -improve pond for some Oro Valley residents or increasing police pay to stay
competitive with other city's which serves the entire community, doesn't seem like a tough decision.
Council arguing it does not have the budget to raise police pay as much as union is requesting is a fiscal
management responsibility of the council. Certainly weighing cost benefit of the two issues would seem
like a very common sense simple decision. If any proposal exceed budgets then you must adjust budget
to meet priority's of the entire community. Other option is to raise more revenue by raising taxes or by
other means which are limited when taking about -the amount of dollars proposed on these two issues. If
you look at cost to convert old pond to nature landscape how much.is left compared to $3.84M? It looks
to be approx. $1.5M divided by 107 police offices would generate on average $14,019 per year or $3,504
per year raised over 4 years which on average is more than union proposed. In the five years we have

You don't get to be top 5 and now this year number one by accident, if would think the council would be
willing to reward OVPD for there achievements. Talk about a business and personnel recruiting tool for
OV, being number one in state is huge, have you factored that into your evaluation? I watched about a
hour and a half of the May 5th council meeting and plan on watch balance as well as attend next meeting
on May 21 st, my first. It appears based on the OVPD Union presentation that the entire city council is
complacent and has had a total lack of engagement. This started on Sept. 25' 2024 and it seems that the
council is not aware of what proposal is current and or aware of the past proposal specifics. Its difficult
to understand and concerning how such a important issue is 8 months down the road and no closer to
agreements. Basically the city sounded like its starting over and did not contest at all the issue of non
engagement the union laid out. As a family that truly appreciates and thanks the OVPD for the years of
great service please Mayor and council fully engage with the OVPD to bring a satisfactory conclusion for
both parties to resolution.

Mayor and Council Members,
I'm a resident of OV for 20 years. I selected our town after coming to the region on federal contract
business and looking for places for our employees to live. Our town was way above others - our
schools, our safety and security, housing, parks, etc.
Recently I had someone pounding on my patio door at about 10PM. When I looked, it was a man
standing in his underwear who had opened the screen door and was pounding on the glass trying to
get in. I called 911 and in about 3 minutes I had an OVPD officer here and he immediately took care
of the problem. I want that same level of service to continue for all our residents. If we continue to
lose officers because of wage disparity, we will probably lose such rapid response time since officers
will be busy with other calls.
We must continue our school SRO programs. Our children do not need to have drug dealers or
others near our schools which is what my children had at a school without an SRO program. If we
continue to lose our officers because of wages, how do you propose to continue this program when
we can face a shortage of officers?
I have lived in 14 communities across the U.S. This police department has beneficial community
programs from business connection officers to events monitoring to fraud investigations, etc. I have
never experienced such support for a community before. It is simply the best. How do you propose to
support such community actions if we do not fix wage disparity that causes our officers to join other
police departments?
I urge you to find the budget and bring the OVPD wages to meet that of surrounding communities.
We cannot afford to lose our police officers and the remarkable work and programs they have in -
place to keep this the safest community in AZ. If we can afford a very expense parks program with
the cost overruns, including an unnecessary pond, then we can make a way to pay our police officers

what surrounding communities pay. Our citizens deserve and expect no less than to have our police
be paid competitive salaries, and be able to hire and retain our police department officers.

Mu husband and I have been residents of Oro Valley for the past 23 years. In that time we have seen our community
grow and become one of the safest and robust small communities in the country. Mainly, in part to the safety we all feel
from the excellent police department we have.
At all times they have been courteous, respectful, caring, engaged and ready to protect and honor our community and
everyone that resides in it. Safety is a major concern across our country and especially in our community. Without that
you have no law and order and crime runs rampant.
To make our police department fully engaged and growing, we believe it is important to honor better pay and benefits for
our police officers Death benefits for fallen heroes should also be honored. In life they protected us with loyalty and did
not question whether or not they should run into the line of fire to do this. They risked their lives every day they put on
that uniform, not even knowing if they would come home to their families and loved ones that evening. Why would we
abandon them when they have left us protecting all of you without question?.
I am sorry we could not attend the town meeting this week, but please let our comments and concerns be part of the
record.
Coming from an east coast state, where law and order were not necessarily maintained, we certainly know how safe we
are living in Oro Valley. Every day our schools are safer because the presence of a police car and officer are on
site. This is not the case in many communities across our country.
Please take off the blinders and acknowledge and honor the men and women in blue who protect you and me every day
of their lives. All they ask is to be properly compensated for this hard work now and when they have left this earth.

I am writing this email to express my upset with the way our town is putting amenities over safety. We
should not be spending money on filling a pond over giving our Police Department Competitive wages.
Do you want our town to become Tucson? The number one thing that draws young families to Oro valley
is it status of being the safest town in Arizona. This was the status that brought my family here. It was not
the golf courses, it was not the amenities, it was the safety! Keep it down safe and you will prosper!
Please stop putting parks, golf courses above safety. Give our police what they need so they will stay. If
You are worried about the town funds, Do not be spending money on a stupid pond that doesn't need to
be filled! Also before something like a pond gets approved, how about making a boathouse on
Naranja Drive before somebody else gets killed between first Avenue and La CanadaM This is all
very impractical politics and very disappointing!!! I will be talking to neighbors and friends about this
issue. And will not be voting for this town council next go around if things do not shift. Take care of our
law enforcement!!!! Take care of our safety! We have a gorgeous God-given mountain range that Anything
you waste or tax dollars on cannot compare with. Keep the town safe. People will move here for the view
itself, but not if Oro Valley doesn't take care of safety first.!!! Take care of the police put safety first!
