LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER    Chair Niranjan Vescio called the regular session meeting to order at 5:00 p.m.   ROLL CALL Present: Niranjan Vescio, Chair Tom Marek, Vice Chair David Atler, Commissioner Alan Forrest, Commissioner Joe Hornat, Commissioner Michael Smejkal, Commissioner Absent: Greg Hitt, Commissioner Staff Present:Peter A. Abraham, Water Utility Director Mary Rallis, Water Utility Administrator David Allred, Water Operations Manager Lee Jacobs, Water Engineering Division Manager Daniel Mance, Water Conservation Specialist Attendees: Councilmember Mary Murphy, Council Liaison CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience", please specify what you wish to discuss when completing the blue speaker card.    No public speakers   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE MARCH 10, 2025 REGULAR SESSION MEETING MINUTES       Motion by Commissioner Joe Hornat, seconded by Commissioner Michael Smejkal to approve the minutes with changes  Vote: 6 - 0 Carried 5/12/2025 Water Utility Commission Regular Session 1  Vote: 6 - 0 Carried   2.UPDATE AND DISCUSSION ON THE APRIL WATER UTILITY COMMISSION FIELD TRIP (P. ABRAHAM)       Water Utility Director Peter Abraham presented the following updates regarding the April Water Utility Commission field trip to the Tucson Water Southern Avra Valley Storage and Recovery Project Facility: Attendees Schedule of events Summary of field trip Discussion ensued among the Commissioners and Water Utility Director Peter Abraham regarding the field trip content. Chair Vescio thanked Water Utility Director Peter Abraham for scheduling the field trip.   3.UPDATE AND DISCUSSION ON WATER UTILITY FINANCIALS (M. RALLIS)      Water Utility Administrator Mary Rallis presented the following financial updates that are reflective through April 30, 2025: Revenues Expenses Personnel Operations & Maintenance Capital Debt Service Customer Service Updates: Number of new meters installed Customer base total Registered WaterSmart Accounts Discussion ensued among the Commissioners and Water Utility Director Peter Abraham.   4.UPDATE AND DISCUSSION ON WATER OPERATIONS (D. ALLRED)      Water Operations Manager David Allred presented the following updates regarding the following Water Utility Operations: Number of ADEQ-certified Water Utility Operators Responsibility for the reclaimed water system Core functions of the Water Operations Water Operations FY 24-25 projects: Reclaimed Booster Rehab Big View Booster- PLC & Shade Upgrade Program Well C-5 Discharge Pipe Discussion ensued among the Commissioners and Water Operations Manager David Allred and Water Utility Director Peter Abraham.   5.UPDATE AND DISCUSSION ON WATER CONSERVATION PROGRAM (D. MANCE)      Water Conservation Specialist Daniel Mance presented the following information and updates on the 5/12/2025 Water Utility Commission Regular Session 2  Water Conservation Specialist Daniel Mance presented the following information and updates on the Water Utility Conservation Program: WaterSmart Xperience Live 2025 Conference held in San Antonio, TX regarding water conservation, AMI integration and brainstorming sessions on managing challenges that customers face today Toured San Antonio de-salination plant WaterSmart Program: Customer interaction/utilization Number of leaks detected (for registered and non-registered customers) Water Conservation updates: The University of Arizona's Project WET- program intended for 4th grade students held at James D. Kriegh Park Free-of-charge water audits for Oro Valley Water Utility Customers Behind the Meter season newsletter Strategic Plan Implementation (through HOA's and customer outreach) Discussion ensued between the Commission and Water Conservation Specialist Dan Mance, Water Operations Manager David Allred, and Water Utility Director Peter Abraham. Water Utility Director Peter Abraham commended Water Conservation Specialist Dan Mance for his successful work thus far, and referenced Water Operations Manager David Allred for providing Water Conservation Specialist Dan Mance guidance in the Utility's Conservation Program.   6.UPDATE AND DISCUSSION CAPITAL IMPROVEMENT PROJECTS (L. JACOBS)      Water Engineering Division Manager Lee Jacobs provided an update on the following Water Utility CIP Projects: La Posada/Nakoma Sky Production Well Steam Pump Production Well Inspections for reservoir interiors are currently paused Countryside Bypass to fill reservoirs at CS-1 NWRRDS Independent Transmission Main at Shannon Rd La Cañada two-zone booster construction (zones F & G) NWRRDS partnered CMAR project NWRRDS Independent Twin Peaks Booster Station Water Utility Director Peter Abraham provided an explanation of how the impact of increasing tariffs is affecting CIP project completion timelines. Discussion ensued among the Commission and staff.   7.UPDATE AND DISCUSSION ON WATER RESOURCE USAGE (P. ABRAHAM)      Water Utility Director Peter Abraham provided an update on the water resource usage through March 2025 (with usage by type): Oro Valley Water main service area Countryside Water production Informed Commissioners that water resources are looked at on a calendar-year basis Discussion ensued between the Commissioners and Water Utility Director Peter Abraham regarding water resources and usage.   8.DISCUSSION AND POSSIBLE ACTION ON CANCELLATION OF JUNE AND JULY WATER UTILITY COMMISSION REGULAR SESSIONS FOR SUMMER BREAK   5/12/2025 Water Utility Commission Regular Session 3  Water Utilitiy Director Peter Abraham requested that the Commission cancel the June and July meetings due to a slower season during the summer.    Motion by Commissioner Alan Forrest, seconded by Vice Chair Tom Marek to cancel the June and July regular sessions  Vote: 6 - 0 Carried   9.TOWN COUNCIL MEETINGS/COMMUNICATIONS (COUNCILMEMBER MURPHY)    Councilmember Murphy provided an update on the following items: Underwent a major surgery on 4/12 Re-filling of the pond at Rancho Vistoso WIFA Loan Reconsideration of building variation for Oro Valley Church of the Nazarene Police Union pay consideration Water Utiltiy Director Peter Abraham provided a brief explanation of the current WIFA Loan agreement.   10.DIRECTOR'S REPORT (P. ABRAHAM)      Water Utility Director Peter Abraham provided an update on the following: Upcoming Town Council and Water Utility Commission meeting dates Upper Colorado Basin Snowpack Comparisons Colorado River System Reservoir Status Discussion occurred between the Commission and Water Utility Director Peter Abraham regarding the winter and spring seasons, and their effect on water reservoirs and water news updates.   ADJOURNMENT    Motion by Commissioner David Atler, seconded by Commissioner Alan Forrest Chair Vescio made a motion to adjourn the meeting at 6:40 p.m.  Vote: 6 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Water Utility Commission of Oro Valley, Arizona held on the 12th day of May, 2025.
