The facility is to be located south of Greenock Drive on the west side of Oracle Road. SUMMARY: The architecture presented for this project may be described as Santa Barbara Mission in style. The structure, which is approximately 30,000 square feet in size, is to be of stucco over frame construction with pitch and hip roof lines covered with Spanish Tile. A color palette for stucco, trim and tile will be presented at the DRB meeting for review and approval. . As mentioned in the development plan Staff Report, creating a flat building pad on this site will necessitate approximately 1 to 1.5 feet of fill along the west side of the building and, along the east side, a cut of from 2 to 6 feet. This means that, when viewed from the west, the building may appear 1 to 1.5 feet taller than the 18 feet shown on the elevations, however, based on the slope of the building footprint, maximum building height is measured from finish grade. At 18 feet above finish grade, this building falls well under the maximum R-6 permitted building height of 25 feet, 2 stories. Architectural detailing proposed for the facility includes a variety of window types, including multi-lighted, fixed pane and what appears to be casement windows, as well as other embellishments, including arches, square columns and wainscot. Staff finds that ample detailing has been provided on all four sides of the structure. A semi-enclosed courtyard with covered porch is featured on the most prominent, the Oracle Road, facade and the courtyard is flanked with an attractive"turret"detail on either side. This architectural detailing is repeated on the north and south elevations to add interest. An open-air courtyard, with what appears to be enhanced paving, is at the center of the building, for the privacy and enjoyment of the residents. In response to concerns expressed by the Oro Valley Townhouse residents, who live immediately west of the site, storage and mechanical areas will be completely enclosed within the building. RECOMMENDATION: Planning Staff finds that the proposed architecture for the Alzheimer's Facility meets the architectural guidelines of the ORSCOD, is attractive and, despite the size of the building, maintains a low profile and a residential scale, which will integrate the project nicely into the adjacent neighborhoods. We also note that the elevations contain some of the same architectural elements, i.e. pitched tile roofs, stuccoed walls, etc., as existing structures in the immediate area. Planning Staff recommends approval, subject to the DRB's approval of a color palette to be presented at the meeting, and submittal of samples of the ' approved palette to Staff for the permanent record. SUGGESTED MOTION: The DRB may wish to consider one of the following motions: I move to approve OV13-97-21, the Alzheimer's Facility (aka Clare Bridge) architecture, subject to the DRB's approval of a color palette and submittal of the palette in a form, which can be kept for the permanent record. OR I move to approve OV13-97-21, the Alzheimer's Facility (aka Clare Bridge) architecture, subject to the DRB's approval of a color palette and submittal of the palette in a form, which can be kept for the permanent record and the following added conditions: OR I move to deny OV13-97-21, the Alzheimer's Facility (aka Clare Bridge) architecture, finding that: ATTACHMENTS 1. PURPOSE Design guidelines for the Oracle Road Scenic Corridor Overlay District are found in Sec. 10-408. The design guidelines are intended to be a flexible regulatory supplement to the development standards set forth for general land development use types. The spirit of the following criteria shall be met, as determined by the Design Review Board, in order to attain development approval. Design guideline illustrations within this addendum are organized according to the underlying zoning district classifications for Residential, Resort, Commercial, and Employment/Institutional land uses. B. ARCHITECTURAL GUIDELINES The attached illustrations are provide examples of architectural design that meets the provisions of the Oracle Road Scenic Corridor Overlay District. Architectural Guidelines: Architecture within the Scenic Corridor should meet the standards of Sec. 10-408, as well as the recommendations of the Oro Valley General Plan. While providing flexibility for architectural innovation, buildings within the Corridor should adhere to one of four local architectural styles: Territorial, Southwest Traditional, Pueblo, and Spanish Colonial. Examples of each of these architectural styles are provided within this addendum. While these examples show residential uses, the architectural elements and details also apply to other types of land uses. Review of proposed architecture within the Oracle Road Scenic Corridor shall be subject to the following considerations, among others: • Buildings should be low and clustered, with varied setbacks, leaving areas of open space between developments. • Buildings should seem to be a part of, or in, the landscape rather than appearing to be an imposition on the site. • The buildings should follow the natural contours of the existing topography. • Building heights should be limited, in most areas of the Corridor, to two floors. • The building elevations should provide relief and interest, reflecting the topography by stepping buildings up and down hillsides. • The massing of the elevations themselves should provide relief and interest. Such a massing scheme provides interesting shadows which are not possible on large, unbroken expanses of wall. Flat, undistinguished elevations are discouraged. E-1 Building Materials. The predominant building materials used in the Oracle Road Scenic Corridor should be masonry and/or wood frame with a masonry or stucco exterior finish. These materials tie the building to the topography and provide energy efficiency and low maintenance. The use of large expanses of glass, particularly highly reflective glass, is discouraged, due to the obtrusive glare and low energy efficiency. Building Colors. Building colors should relate to one another and the natural environment on the basis of pigment, color value, and/or intensity. Within the Oracle Road Scenic Corridor, earth tones and pastels are encouraged, especially in areas of high visibility. Color schemes should avoid jarring juxtapositions with primary colors. In more private areas, away from the Oracle Road corridor, homeowners and business owners are permitted more freedom in color selections. • E-2 CVWESTERN COMMUNITIES CORPORATION • COMMERCIAL 2164 E. The color was defined as "Bordeaux," when it should have been defined as "Desert Taupe." The tile that was presented and approved at the Design Review Board hearing was the "Desert Taupe" color tile and is the tile that is intended for use on this project.
