ITEM ORO VALLEY PLANNING & ZONING DEPARTMENT DEVELOPMENT REVIEW BOARD MEETING DATE: March 11, 1997 TO: Development Review Board FROM: Melissa Shaw, Planner I SUBJECT: OV 13-97-03 PUSCH RIDGE CHRISTIAN CHURCH ARCHITECTURE BACKGROUND: Ralph Comey Architects, representing the applicant, requests approval of architectural elevations for the new church, scheduled to be constructed on property located on the north side of Calle Concordia, east of Calle Buena Vista. The Oro Valley Town Council approved a development plan for the property on January 8, 1997. The property, zoned Private Schools and Churches, with an 18' height limitation, is surrounded by residential property and Canada del Oro High School. SUMMARY: The new, 5,500 SF, eighteen foot high building contains a sanctuary, seven classrooms, a nursery, kitchen, office and study. As proposed, the design is simple, constructed using a combination stucco and colored block, topped by a pitched, shingled roof. There is an outdoor terrace and baptistery located on the east side. The building will be set back from Calle Concordia behind over 100' of natural desert. In order to evaluate the proposed architectural design, Staff conducted a "windshield" tour of the neighborhood along Calle Concordia. Although the proposed church style is not the traditional "southwestern" architecture of most new development in Town, the church architecture is compatible and in harmony with the architectural character and environment of the neighborhood in which it will be located. Shingled, pitched roofs, and "slump" block building construction is the predominant style along Calle Concordia. Sec. 3-302 of the OVZCR sets forth criteria for the DRB to use in considering projects, and "promot[ing] a desirable relationship of structure to one another...both on site and in the surrounding neighborhood", "height...mass...appropriate to the...neighborhood and community"are two of those listed. The seminary just to the east of this site is a small, stucco building with a shingled, pitched roof. Architecturally, the two structures are compatible. Staff recommends enhanced architectural detailing around the windows, with either "popouts", sills or wainscoting. RECOMMENDATION: Staff recommends approval of the architecture proposed for the new Pusch Ridge Christian Church, finding that the building architecture is compatible and consistent with the character of the surrounding neighborhood and existing adjacent church building. SUGGESTED MOTION: I move to approve OV13-97-03, the Proposed Architecture for Pusch Ridge Christian Church with the conditions in Exhibit "A". OR I move to approve OV13-97-03, the Proposed Architecture for Pusch Ridge Christian Church, and the following added conditions: OR I move to deny OV13-97-03, the Proposed Architecture for Pusch Ridge Christian Church, finding that: Attachments: 1.
