The property lies on the north side of Naranja Drive, approximately mid-way between La Canada Drive and La Cholla Blvd. Naranja Ranch has two access points onto Naranja. The eastern ingress/egress has some entry-way embellishment, including a monument sign. At the western access point, however, the point which actually serves the bulk of the lots, there is nothing. The homeowners' assocation, represented by Mr. Mark Lewis, requests the DRB's approval to beautify the western entrance, the northeast and northwest corners of Naranja Drive and Via Rancho Naranjo. SUMMARY: The plans submitted by Mr. Lewis depict a system of berms, topped with two inches of decomposed granite, tree and shrub plantings. The landscape treatment lies entirely within the Town's Naranja Drive right-of-way and, as such, Mr. Lewis has been advised that a licensing agreement, for the perpetual maintenance of the landscaping, must be negotiated with the Public Works Department. Further, for safety's sake, sight visibility triangles must be kept clear, as approved by the Town Engineer. The plans, as prepared, propose use of all Oro Valley-approved plants and trees and, along Naranja Drive, river rock will be used to stablilize an existing drainage swale. At this time, no signage or walls are proposed for this entry-way. RECOMMENDATION: Again, the plans submitted are not professionally prepared, but Staff is of the opinion that, given the scope of the project, the DRB is provided with a sufficient amount of information to make a determination that the plan, as proposed, will impact the Naranja Drive street scene in a very positive way. As such, Staff recommends approval, with the stipulation that adequate irrigation shall be provided to all introduced plant materials, at least until such time as survival is assured. Further, a licensing agreement related to perpetual maintenance of the entry-way landscape treatment must be negotiated with the Town Engineer. SUGGESTED MOTIONS: The DRB may wish to approve this entry treatment as a part of the consent agenda this evening, with the three suggested conditions: • • 1) Any landscaping in the Town's right-of-way shall be maintained by the HOA and a licensing agreement between the HOA and the Town must be negotiated. 2) Location of plantings, particularly mature trees near the roadway, berms and boulders must meet sight visitiblity requirements, as approved by the Town Engineer. 3) All introduced plantings must be irrigated, at least, until such time as survival is assured.
