ITEM 7
ORO VALLEY PLANNING & ZONING DEPARTMENT
DEVELOPMENT REVIEW BOARD
MEETING DATE: March 11, 1997
TO: DEVELOPMENT REVIEW BOARD
FROM: Linda Frew, Planner I
SUBJECT: OV13-97-10 CANYON DEL ORO BAPTIST CHURCH - REQUEST FOR APPROVAL OF
TEMPORARY PARKING LOT
BACKGROUND:
Canyon del Oro Baptist Church is located at the northeast corner of Calle Concordia and Oracle Road. It was
originally built in the 1970's and has undergone several expansions over the years. A development plan, for
additional building and parking areas, was approved by DRB and Council several years ago and it is being
implemented in phases. The structure has been increased in size and, now, as the congregation expands, more
parking facilities are needed too.
SUMMARY:
Pastor Dan O'Donnell, leader of the Canyon del Oro congregation has submitted an excerpt from the approved
development plan for the church expansion. The drawing indicates a 32,000 square foot parking area, which has
been constructed and is currently in use as overflow parking on Sundays. It is the pastor's desire that the DRB
allow this parking, which is surfaced with compacted crushed gravel for dust control, to remain in place for
approximately two years. Within that two year period, the pastor anticipates the next phase of the development
plan, which includes a building covering this temporary lot, will be under construction.
Mr. Steve Faaborg of our Public Works Department has visited the site and reported back to us that the parking
lot is adequately dust controlled and stabilized and there are no drainage problems related to this temporary
parking facility.
RECOMMENDATION:
This parking lot is in place and it appears to have been well enough constructed to last for another two years.
Planning Staff notes that Article 11-1, Off-Street Parking, requires wheel stops at the end of each parking space.
In conformance with applicable codes some type of wheel stop, acceptable to the Public Works Department, must
be installed to help define the parking spaces and the travel lanes.
SUGGESTED MOTION:
The DRB may wish to consider one of the following motions:
I move to recommend approval of OV13-97-10, a temporary parking lot for the Canyon del Oro Baptist Church,
subject to:
1. Periodic of maintenance to assure dust is kept to a minimum,
2. Installation of wheel stops to define each parking space, and
3. A time limit of two years from the date of Council approval is hereby imposed. A time extension
may be granted by the Town Council, if deemed necessary and appropriate.
OR
I move to recommend denial of OV13-97-10, a temporary parking lot for the Canyon del Oro Baptist Church,
finding that:

Regarding the use of the parking area (compacted ABC with lime) for overflow parking,
we request a variance to keep from paving at this time. We plan our future building project in
approximately 2 years. At that time with new plans in development we plan to pave the parking
In reference to Off-Street Parking Item D page 11-8, we are not close to other property
lines, landscaping, walls, buildings, or sidewalk areas at this time. Also Item E, when the parking
is paved we will stripe in accordance with the uniform traffic control.
We appreciate your consideration in this request. Thank you.
