MEETING DATE: March 14, 1996

FROM: Linda Frew. Planner I
SUBJECT: OV 13-96-5 Rancho Vistoso Commercial Center, Pad 2
PROPOSED ARCHITECTURE
BACKGROUND:
In October of 1994, the Town Council, upon DRB's recommendation, approved a development plan
(0V12-94-16) for a new commercial center in the Town of Oro Valley, located at the northwest corner
of Rancho Vistoso Blvd. and Oracle Road. The development, a Cottonwood Properties' project, is well
on its way to completion, with many stores, including ABCO and Walgreen's, now open for business.
Two freestanding pads, fronting on Rancho Vistoso Blvd., were approved as a part of the development
plan.
Pad 2, as depicted on the plans, is approximately 50,000 square feet in size. It lies east of the main
Rancho Vistoso Blvd. entry to the project, and the freestanding building on the pad will be located
approximately 170 feet west of the right-of-way line of Oracle Road (see site plan attached).
SUMMARY:
Pad 2 now has a user, a financial institution, and architectural elevations for the 7,550 square foot
building, which will house the bank and other retail uses, have been submitted for the DRB's approval
this evening. While, per the Council's approval of the development plan, the site plan will be reviewed
at the staff level as to on-site improvements required/provided in accordance with applicable codes,
architectural approval is the decision of the DRB.
As presented, the architecture for the Pad 2 building appears to be consistent and compatible with the
larger buildings already on the site, which house the anchor tenants. Architectural detailing very similar
to the existing buildings includes textured wainscoting, tiled roofs, towers and arches over the store
fronts. A curvilinear parapet roof line on the west facade of the proposed pad building matches that
over the main ABCO entry.
Building heights for the pad building, as proposed, will nearly match those of the existing buildings.
The tower over the bank's drive-through canopy is proposed to be 30 feet in height, while the other
elevations will have parapet roof lines averaging 22 to 26 feet above grade. Staff has some concern
regarding building height, in that, we feel the proportionately smaller pad building, being just 60 feet
from the Rancho Vistoso Blvd. right-of-way line, should have less mass than the anchor tenant
buildings, which lie from 200 feet (Walgreen's) up to 470 feet(ABCO) from the boulevard. A reduction
in bulk, and an improvement in the street scene (in Staff's opinion), can be achieved by a reduction in
building height. Although 34 feet is the maximum building height, according to the Rancho Vistoso
development standards for C-1 projects, the DRB may wish to discuss a reduction of overall building
height with the project architect. Staff suggests a maximum building height for the drive-through
canopy of 27 feet (a 10% reduction over that proposed) with a proportional reduction in parapet heights
for the remainder of the structure.
A second Staff issue is raised herein, based on comments we have received from residents. Some
complained that the "pinkish" color of the existing buildings was too bright. In response to these calls
from residents, Staff did verify that the colors used were those approved with the color palette for the
project by DRB. DRB members, however, may wish to discuss with the applicant the possibility of
"toning down" the color palette for the Pad 2 and future buildings, by slightly lightening the approved
stucco color, if compatibility of color schemes between existing and new buildings can still be achieved.
RECOMMENDATION:
Staff recommends approval of the architecture proposed for the new building on Pad 2 of the Rancho
Vistoso Commercial Center, finding that the project architect, who designed all structures for the site,
to date, has provided elevations for the new building which include compatible and consistent
architectural elements. The DRB may wish to discuss adding conditions to any motion for approval,
which address color palette and building height, as deemed appropriate.
SUGGESTED MOTION:
I move to approve OV 13-96-5, the proposed architecture for the Pad 2 building at Rancho Vistoso
Center, with the stipulation that a new, more subdued color palette be submitted for DRB review, which
would also be used on the second pad to the west, at such time as it is developed. It is understood that
signage is not included with this approval.
