Under normal circumstances something sponsored by a town would have police presence. Oro Valley is safe to the point of not having to have police presence because our PD is just that good. Dear Mayor Winfield and Town Council Members, I am writing as a deeply concerned resident of Oro Valley to express strong opposition to the proposal for a man-made pond in our town and to condemn the council's decision to deny much -needed pay increases for our police officers. Constructing and maintaining a pond in the Sonoran Desert —one of the driest regions in the United States —is an environmental and fiscal absurdity. Oro Valley receives an average of only about 11 inches of rainfall per year. At the same time, Arizona continues to face a prolonged drought and water shortages, with cuts in allocations from the Colorado River already affecting agricultural and municipal water use. Creating an artificial water body in this climate not only goes against every conservation principle, it sends the wrong message about the town's environmental priorities. Ponds lose thousands of gallons of water each month to evaporation —up to 50,000 gallons per acre per month in hot, and climates like ours. These losses would require regular refilling using potable water, putting more strain on our already limited water resources. Meanwhile, the tong -term costs of maintenance, liability, algae control, and safety hazards around stagnant water will add to the financial burden. Even more outrageous is the claim that the town cannot afford to raise the salaries of our police officers —despite considering a frivolous project like this. Underpaying law enforcement is not just disrespectful, it's dangerous. Fair compensation is essential to attract and retain qualified, experienced officers. Without it, Oro Valley risks becoming a training ground where officers gain experience only to leave for neighboring departments that pay more competitively. Already, towns across Arizona are struggling to fill vacancies in their police departments due to low pay and high demand. This leads to understaffing, increased overtime, burnout, and slower emergency response times —all of which put the safety of Oro Valley residents at risk. According to national data, nearly 30% of law enforcement officers leave their departments due to low pay and poor morale, Leading to increased crime and community distrust. It is incomprehensible that town leadership would cite "financial hardship" while allocating funds toward a recreational pond rather than the essential service of public safety. This is not just a policy failure —it is a moral one. I urge you to reconsider both the pond proposal and your decision to deny our police department the pay they deserve. Our community's safety and values should come before superficial or unsustainable projects. Please remember that public trust and respect are earned through responsible leadership and sound judgment. In my opinion I would rather have city monies go to the officers than to have monies go to a pond. I have lived in Oro Valley for 23 years. I chose Oro valley to live in versus the City of Tucson. I believe this community is safe to live not only for children, but with the older population as well. In order to keep Oro Valley community safe, the police officers need to be paid as much as the Union is requesting. I am not affiliated with the OVPD or the OV Police Union. We're trying to honor our commitment to the Council to talkto our neighbors and understand their concerns and suggestions before we start preparing our new Development Plan. So, following the meeting on 6/10 we'll take the information we get from the rest of the neighbors, take any information you guys provided when you met with Jon, and get to work on our Development Plan.
