1-13-98 Development Review Board Minutes Page 8 fall through the rails. Mr. Fogelstrom commented that this was a good example of the as-built process, however he felt this request stepped beyond a minor change. In addition, there have been a number of problems with this particular development, including a concern with the ironwood trees, which were taken care of rather indiscriminately. The DRB has made alterations to the parking and covered parking layout as requested by the developen This Board has acted in a very appropriate and responsive manner to this developer. In regard to the stairway issue, Mr. Fogelstrom found it unacceptable that they are not covered. He recommended denial. Member Allen commented that changes should not be made before approval, however, he felt the open stairway added light and was in favor of the change. Mr. Wind stated he drives by this complex frequently and he does not like what he sees. He felt that the stairway should be closed. MOTION: Moved, seconded (Wind/Fogelstrom) and carried by a 4-2 vote (Underwood abstained; Allen/Glueck - no) to deny OV12-93-18, Pusch Ridge Apartments Revised Architecture. OV12-97-15 SPRINT TELECOMMUNICATION - REQUEST FOR STEALTH ANTENNA, EL CONQUISTDOR COUNTRY CLUB Valerie Feuer introduced the staff report into the record. Sprint is requesting approval of a revised Communication Facilities Plan. Approved on April 8, 1997, the original plan called for modifications to the existing El Conquistador Country Club chimney in order to locate three cellular communication antennas within it. The antennas are in place, and Sprint is requesting approval of a screen wall to hide the equipment cabinet, located on top of the building's roof. Extending three feet above the parapet wall to 33.36', the screen wall will be in compliance with the 38' building height, and will be stuccoed and painted to match the existing parapet wall. MOTION: Moved, seconded (Wind/Underwood) and carried by a 7-0 vote to approve OV13-97-15, the Sprint PCS Revised Communications Facility Plan, as presented. OV13-97-65 US WEST COMMUNICATIONS REQUEST TO ERECT ANTENNA AT CANYON DEL ORO BAPTIST CHURCH Valerie Feuer introduced the staff into the record. U. S. The El Conquistador Country Club is located in the El Conquistador PAD, on the west side of La Canada Drive, north of Lambert Lane. PAD zoning for the Country Club is Development Area C. SUMMARY: An equipment "penthouse" was approved with the original plan and is located on a section of roof on the west side. The penthouse is five feet in height, 20' x 19' in size. Details of the screen wall to conceal the equipment were not included with the first plan and are now submitted along with a photo simulation of the screen wall. Extending three feet above the parapet wall to 33.36', the wall will be in compliance with the 38' building height, and will be stuccoed and painted to match the existing parapet wall. The photo simulation of the equipment screen wall depicts the general appearance of the wall but is not to the exact scale as shown on the elevations. RECOMMENDATION: Staff recommends approval of the revised Sprint PCS Antennae Communication Facility Plan at the El Conquistador Country Club, as presented, finding that it meets the requirements for a minor communication facility. SUGGESTED MOTION: I move to approve OV13-97-15, the Sprint PCS Revised Communication Facilities Plan, as presented. OR I move to approve OV 13-9 , the Sprint PCS Revised Commu ion Facilities Plan, and the following added conditions: OR I move to deny OV13-97-15, the Sprint PCS Revised Communication Facilities Plan, finding that: Attachments: 1. The Town's recently adopted telecommunication amendments require that a CFP be submitted to the DRB for approval of all communication facilities. The proposed facility at the Country Club is classified as a minor communication facility, in that it is a building mounted antenna that is less than 20' in height. The El Conquistador Country Club is located in the El Conquistador PAD, on the west side of La Canada Drive, north of Lambert Lane. PAD zoning for the Country Club is Development Area C. SUMMARY: Site Plan showing location and dimensions of all antenna, towers, equipment structures and parking. As shown on the site plan, the antenna and the equipment "cabinet" are proposed to be located on the building. There is no ground disturbance proposed with this project, thus, Native Plant Salvage and Landscape Plans are not required. The three antennas are proposed to be constructed using STEALTH camouflaging, and will be hidden inside the existing chimney atop the club house. Presently, the chimney is 36.6 feet in height, and would be raised 2.7 feet, to 39.3 feet, to accommodate the antennae. As demonstrated in the elevations and photo simulation, the antenna will be completely concealed behind the chimney walls. The maximum height permitted in Development Area C of the PAD is 38 feet, however, Sec. 13-1-4.A of the OVZCR exempts chimneys from the height restrictions. An equipment "penthouse" is also proposed to be mounted another section of building, on the west side. The penthouse is five feet in height, 20' x 19' in size. The top will extend two feet above the parapet wall, remaining lower than the tallest point of the building. The exterior will be stuccoed and painted to match the existing parapet wall. Two parking spaces are reqi 3 for each communication facility. applicant proposes to utilize the existing parking spaces at the Country Club for periodic maintenance. Photo simulation of the project showing the revised chimney and penthouse is included as Attachment 4. Documentation that the NIER emissions are within the limits set by the FCC. This documentation has also been submitted and is attached. The project emissions are within the FCC limits. The project must demonstrate it will have minimal visual impact. As seen in the photo simulations, visual impact by the addition of the facility will be minimal. RECOMMENDATION: Staff recommends approval of the Sprint PCS Antennae Communication Facility Plan at the El Conquistador Country Club , finding that it meets the requirements for a minor communication facility. SUGGESTED MOTION: I move to approve OV13-97-15, the Sprint PCS Communication Facilities Plan, with the conditions in Exhibit A. OR I move to approve OV 13-97-15, the Sprint PCS Communication Facilities Plan, and the following added conditions: OR I move to deny OV13-97-15, the Sprint PCS Communication Facilities Plan, finding that: • Attachments: 1. LA CANADA DR. , OV13-97-15 Dear Ms. Shaw: Reference is made to building plans submitted recently for a screen wall on 50' of the western parapet walls of El Conquistador Country Club. The owner has requested this addition to screen the equipment which extends 2.53' above the parapet. As the new plans show, materials would be louvered steel and we will paint to match. I have enclosed 3 photos of a similar screen wall at 252 W. Ina Rd. developed by Sprint. As explained earlier, the louvers provide relief for wind loads that do not require wind resistant walls and their associated roof loads. In addition, Oro Valley approved our CFP without any equipment screening. So this proposal represents an upgrade to OV 13-97-15.
