The following is a list of noteworthy criteria (in italics) followed by staff commentary: 1. The Development Review Board shall examine the application to insure that all provisions of this Code and all other codes, master plans, general plans and standards of the Town shall be complied with where applicable. A. GENERAL PLAN COMPLIANCE In particular, the following policy applies, Policy 2.1.6: "All sides of buildings may impact their surroundings and shall be coherently designed and treated. " All sides of the proposed improvement are consistently designed to evoke coherent visual interest with the surrounding developments. B. OVZCR COMPLIANCE The architecture is in general conformance with applicable OVZCR requirements. Chapter 22.6.B.6, "The character of the proposed design shall be in harmony with, and compatible to, those structures in the neighboring environment and the design character adopted for any given area avoiding excessive variety or monotonous repetition. " The proposed architecture design is compliant with this criterion, consisting of shades of browns and tans, stone veneers, and window overhangs. The Clubhouse remodel is compatible with the adjacent apartment buildings. Chapter 22.6.B.7, "Mechanical equipment, appurtenances and utilities and utilities shall be concealed from view... The proposed addition allows for rooftop mechanical equipment to be concealed from view. Chapter 22.6.B.8, "All components of a development shall...promote an indigenous architectural feeling. " The architecture of the proposed development is consistent with Southwestern design prevalent in the Tucson region. , TOWN OF ORO VALLEY STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV13-07-22 Page 3 of 4 Chapter 22.6.B.10, "All exterior materials and colors including roofs, walls and fences shall be predominantly muted earth and plant tones and shall minimize contrast and glare. " The colors and materials proposed for this project meet this requirement. The colors are predominantly muted earth tones and meet the reflectivity requirements. Addendum A Design Guidelines: Section C.2.a.ii: "Use roof overhangs, exterior shading, and inset windows." The proposed development has incorporated roof overhangs and inset windows into architectural design to conserve energy. Section C.2d.iii: "Vary roofline silhouette." The building design has varied rooflines at various heights to break up the horizontality of the structure. Section C.2.b: "Design should consider the historic context. The history is closely related to the climate; therefore Southwestern themes are consistent with the character with the area, but not intended to limit the architectural vocabulary... " The existing building is of a Spanish Colonial style. The proposed portion of the building will be of a Contemporary Southwest Territorial. This combination of Southwestern styles is tied together by the stone veneering on all sides of the building. SUMMARY OF FACTORS: Findings in Favor: 1.
