STAFF REPORT TO THE DEVELOPMENT REVIEW BOARD, OV13-07-21 Page 3 of 4
b. Use earth tone colors and colors predominant in the surrounding natural landscape."
All four sides of the elevations are designed in a coherent manner. However, in reviewing the Master
Architectural Concept Plan (MACP), it is clear a few design features incorporated in the Master Architectural
Concept Plan are absent. Specifically, the following design elements are requested as conditions (please review
Exhibit "A") in order to bring the architectural elevations into compliance with the MACP:
1. On the south elevation,three faux windows shall be added in the upper portion of the blank expanse of
wall to articulate the façade.
2. On the eastern elevation, three faux windows shall be added along the upper portion of the façade
painted "Rattan Basket".
3. One the eastern portion, a second window or faux window the same size of the window on the opposite
side shall be added to the elevations.
With the incorporation of these design elements as requested, the architectural elevations for Chase Bank will
meet all applicable General Plan polices.
B. OVZCR Compliance
• OVZCR Section 22.6 B 10: "All exterior materials and colors including roofs, walls and fences shall be
predominantly muted earth and plant tones and shall minimize contrast and glare."
The proposed color palette meets this requirement of the OVZCR. The proposed colors are desert plant colors
found in the natural landscape. Furthermore, the color palette choices also meet the light reflectivity
requirements of Section 25.1 A 2 b: "Exterior finishes of a building shall not exceed a reflectivity of 60%".
Specifically, the color palette selections have a light reflectivity value as follows:
■ "Rustic Taupe" -47%;
• "Travertine"— 5 5%;
• "Rattan Basket"—2 7%; and
• "Butterscotch Syrup—38%".
All color palette sections and materials are selected from the approved Master Architectural Concept Plan.
7. Mechanical equipment, appurtenances and utilities shall be concealed from view and integral to the
building design.
Screening of mechanical equipment from roads and subdivisions was a significant condition of Development
Plan approval. The MACP also included provisions to hide mechanicals behind parapets or use a penthouse
(walled box covering), as well as requiring that all roof ladders will be internal and all utility boxes and panels
be obscured from view. Staff is requesting the following condition for the Chase Bank architectural elevations
to ensure compliance with the MACP: "All rooftop equipment shall be fully screened form all surrounding
roadways and properties per the Master Architecture Concept Plan (MACP). Colors will match roofs and
adjacent features. Show and label the rooftop screening utilized for the Chase Bank on the architectural
elevations."
