CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.

Attendees: Melanie Barrett, Town Council Liaison
PLEDGE OF ALLEGIANCE
Chair Clark led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Melanie Barrett did not have any updates.
SPECIAL SESSION AGENDA
1.REVIEW AND APPROVAL OF THE MAY 6, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Joe Nichols, seconded by Commissioner Robert Kellar to approve the May
meeting minutes as written.
Vote: 7 - 0 Carried

2.*DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR APPROVAL OF MODEL HOME
ARCHITECTURE FOR THE NARANJA TRAILS SUBDIVISIONS LOCATED SOUTH OF NARANJA
DRIVE, APPROXIMATELY 1/4-MILE WEST OF NORTH FIRST AVENUE, 2402661
Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- Location
- Architectural styles
- Side and rear elevations
- Surrounding development
- Summary and Recommendation
Dana Petty of Meritage Homes provided a presentation that included the following:
- Community overview
- Site map
- Housing product
- Plan matrix
- Diversity
- Color elevations
- Exterior schemes
Discussion ensued among the Commission, applicant and staff.
Motion by Commissioner Joe Nichols, seconded by Commissioner William Thomas to approve the
Model Home Architecture for four (4) model homes within the Naranja Trails residential subdivision,
based on finding that the request complies with the Design Standards and Guidelines of the Zoning
Code.
Vote: 7 - 0 Carried
3.*DISCUSSION AND FEEDBACK ON THE 30% DRAFT OF THE COMMUNITY'S NEXT 10-YEAR
ACTION PLAN, KNOWN AS OV'S PATH FORWARD
Principal Planner Milini Simms provided a presentation that included the following:
- OV's Path Forward
- Importance
- Creating a resident-driven plan
- 30% draft plan
- Guiding principles
- Goals, policies and actions
- Land Use map and designations
- Amendments
- Discussion and next steps
Discussion ensued among the Commission and staff.
4.*PRESENTATION AND DISCUSSION CONCERNING UPCOMING ZONING CODE AMENDMENTS
TO REFLECT RECENT STATE LAW CHANGES REGARDING THE APPROVAL PROCESS OF
DEVELOPMENT AND DESIGN REVIEW APPLICATIONS FOR PERMITTED USES

Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- Application types
- Anticipated Code amendments
- Summary
Discussion ensued almond the Commission and staff.
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Michael Spaeth provided updates on the July and August Commission meetings, as well as the
upcoming APA state conference in September.
ADJOURNMENT
Motion by Commissioner William Thomas, seconded by Commissioner Sandra Wilson to adjourn the
meeting.
Chair Clark adjourned the meeting at 7:17 p.m.
