A temporary facility is proposed to be located on Rancho Vistoso
Blvd. , north side, west of Oracle Road, in Neighborhood 2
Adjournment
ZONING ADMINISTRATOR'S REPORT TO THE DEVELOPMENT REVIEW BOARD
CASE NO: OV13-88-12 AMCOR Request for Temporary Sales Office on
Rancho Vistoso Blvd.
AMCOR has requested to locate a temporary Real Estate
Office/Information Center along Rancho Vistoso Blvd. in Parcel B
of Neighborhood 2 . The proposed site consists of approximately
77 acres. The site is quite flat and minimal grading will be
required. The proposed site will generate minimal drainage,
approximately 7cfs in the 100 year storm. AMCOR proposes to
place a modular unit on the site. It will only be located there
6-12 months until a permanent office is built in Parcel N. of
Neighborhood 3 . The site will be landscaped with approved Rancho
Vistoso plant materials.
Staff recommends approval of this request.
6-14-88 Development Review Board Minutes page 2
and the DRB members who attended the site tour seemed to feel
that a two-story residence on this lot would not impact views for
any surrounding property owners. Mark said that the one property
owner, to the north, who would be the most impacted by this
construction, had written a letter for Mr. Young giving approval
to the project. Mark added that one letter of opposition was
received from the owner of an undeveloped lot on the opposite
side of the street. It was this person's fear that a precedent
would be set if a two-story residence was allowed in Monte del
Oro. There was some discussion regarding this letter and, to
some, it seemed apparent that this property owner, who lives out
of state, had not visited the Monte del Oro Subdivision for some
time as, Steve Hagedorn pointed out, 70% of the homes there are
two-story. It was suggested that, should Mr. Young' s request be
approved, that the one opposing person be advised of the Town's
appeal procedure.
Mr. Tom Young was in the audience and he said that he had spoken
with other property owners in the area and none voiced any
objection to his proposed construction.
Ivan Sarkisian then said that he objected to the fact that two-
story residences are requested and each, he said, is a little
taller than the last. Steve Hagedorn replied that most are in
the same range, 22 to 28 or so feet in height and, he added, the
maximum building height of a two-story should be dictated by the
architecture and the topography of the site.
Maja Stewart MOVED to APPROVE Mr. Young's request for a two-story
home on Lot 132 , Monte del Oro Subdivision. Dave Atler SECONDED.
CARRIED 4-0.
OV13-88-12 Temporary Sales/Information Office
Rancho Vistoso, Neighborhood 2
Mark Krauklis gave the staff report regarding this case. The
site proposed for this modular unit is .77 acres in size and is
located on the north side of Rancho Vistoso Blvd. on the site of
Phase II of the Rancho Vistoso Commercial Plaza. This property
has already been bladed and will require a minimum of additional
earth work to prepare the site. The developers request
permission for this temporary facility for a period of 6 to 12
months or until a permanent sales office is built in Neighborhood
3 of Rancho Vistoso. Town Engineer, Jim Kriegh, said that his
engineering staff has no problems with this site.
Mr. Dick Maes, Wolfswinkel Group, displayed some renderings of
the proposed unit. He said that the grounds of this building
will be landscaped with native vegetation taken from the Rancho
Vistoso area. Areas of slope will be rip-rapped as necessary.
When Dick Maes said that the building will be positioned over a
box culvert, Dave Atler expressed concern and asked if it might
6-14-88 Development Review Board Minutes page 3
be relocated. Dick Maes replied that the unit has been so
positioned as to be most visible from Rancho Vistoso Blvd.
Dave Atler suggested that a time limit be placed on this
temporary facility. He favored a one year time limit. Dick Maes
said that the permanent sales office will be located in
Neighborhood 3, Parcel N, and a development plan for this
structure should be submitted within the next month for DRB
review, but he added that he would like to have the flexibility
for leaving the temporary facility in place for longer than a
year, if necessary.
When Dave Atler requested that a landscape plan be submitted,
Steve Hagedorn interjected that the landscaping around the
temporary facility will consist primarily of boxed trees which
will be removed when the building is removed. Jim Kriegh pointed
out that Rancho Vistoso Blvd. itself is already rather lushly
landscaped. Mr. Maes requested that the requirement of a
separate landscape plan be waived in this case since it is only a
temporary installation and, he added, his company is rushing to
get the building in place. Dave Atler then asked that the staff
check this location to assure that the landscaping installed is
adequate.
Chuck Booz suggested that the DRB and staff compile a checklist
which would apply just to temporary buildings such as this one.
Maja Stewart MOVED to APPROVE OV13-88-12 , a temporary
sales/information building for the Wolfswinkel Group, to be
located on the north side of Rancho Vistoso Blvd. Dave Atler
asked to AMEND the motion to place an eighteen month time limit
on this building. SECONDED as AMENDED by Dave Atler. CARRIED 4-
0.
OV12-88-2A-C Canada Hills Villages 10, 16 and 17/18
Preliminary Plat Review
Steve Hagedorn reviewed the Zoning Administrator' s Report. He
said that these three preliminary plats are all situated along
the Canada Hills Golf Course, Village 10 being the farthest to
the south, near Lambert Lane, and Villages 17/18 being the
farthest north, adjacent to Naranja Drive. The lots in these
three subdivisions range in size from 4 , 500 sq. ft. to 17 , 000 sq.
ft. The plats conform to the Canada Hills Planned Area
Development in all respects.
Steve Hagedorn said that, as presented at the last meeting, the
plans were rejected by the DRB members and staff because the
scale of the drawings (1" = 100 ' ) made them difficult to read.
They have now been "blown up" to a 1" = 40 ' scale and staff found
this scale to be acceptable.

RE: Rancho Vistoso Information Center (G-86-118)
Gentlemen:
Reacceptance is hereby given for the plans and specifications of the above referenced project.
These plans are approved for sewer design ONLY and not for the finished floor elevation or manhole
and clean-out elevations.
Pima County, Pima County Wastewater Management Department, its successors and assigns, are to be
held harmless from any and all claims whatsoever arising from flooding, overflow, back-up or similar
difficulties caused by failure to meet specifications, improper installation or failure of the
backflow prevention device.
The following will require your response or are noted for your information:
1 . Attached is an acceptance enclosure letter which lists all forms needed by this office.
2. The project construction permit must be obtained from this office three (3) working days before
work commences. A construction permit will be issued only after:
a. All forms and letters are submitted, reviewed and approved.
b. A signed copy of itemized bid(s) is submitted.
c. Receipt of 2.5% inspection fee based on the attested contract price.
d. All easements required are approved for recording.
e. The Certificate of Approval to Construct is received from Arizona Department of Health
Services.
3. It is a requirement to procure a permit from Pima County Department of Transportation &
Flood Control District or the City Engineer (as appropriate) prior to performing any work
in a public right-of-way or designated Flood Plain.
4. It is the Contractor's responsibility to secure a permit for construction water from the
appropriate water agency.
5. The individual house connection to the new main line sewer will not be allowed until the
main line sewer (G-86-118) is released by PCWMD.
The Wolfswinkle Group

March 24, 1989, Page 2
6. Have your Engineer submit 2 additional copies of the plans and
1 additional cover sheet(s) for transmittal to appropriate agencies for their review
and/or records.
7. PCWMD must be notified (740-5440) at least 24 hours in advance of starting time.
Construction is not to begin without notification.
8. Proposed tributary finished floor building elevations should be one foot or more above
upstream manhole or clean-out casting as per PCWMD specifications. Where it is impossible
to meet these specifications, the use of a backflow prevention device will be required. It
is the responsibility of the developer, his contractor, or his agent, to see that the
backflow device is properly installed.
9. Any revisions made or contemplated during construction must be submitted by your Engineer
to this office for approval before such changes are made in the field.
10. If construction has not started within one year of the date of this acceptance, a written
request for extension of time will be required and a reevaluation of the plans will be made
before any extension will be granted. If there is no contact, the acceptance of these
plans will be considered null and void.
11 . It is a requirement that you submit an "Affidavit of Costs" to PCWMD upon completion of the
sewer construction.
12. After completion of the construction, and acceptance by Pima County, accurate "As Built" or
"As Staked" plans (as the specific case dictates) will be prepared and submitted to PCWMD
for our records. Those plans must be clear blueline prints suitable for microfilming and
shall clearly and accurately represent the facilities as they were constructed. The prints
will be placed on file with PCWMD before the final release of the facility(ies) will be
issued.
The owners and engineers must keep the successful bidders informed of any and all changes. Your
courteous attention to this matter will be sincerely appreciated. If there are any questions on any
of the above provisions, please do not hesitate to contact this office at 740-5440.
Very truly yours,

HYDROLOGY STATEMENT:
This temporary site consists of approximately 0.77 acres of developed area.
The temporary building will be placed over two existing 54 inch RCP's which
have the capacity to convey the 100-year, post-developed offsite discharge.
The parking and driveways surrounding the building will be constructed with
a gravel substance. The onsite generated runoff is proposed to flow onto
the Neighborhood #2 Loop Road, and ultimately into the Rancho Vistoso
Boulevard, Phase I drainage system.
The proposed site will generate approximately 7 cfs in the 100-year storm,
